About this file

This document contains questions and amended responses regarding a solicitation for marine species monitoring, research, and related environmental planning services. The solicitation seeks to obtain these services for the Naval Facilities Engineering Command Atlantic and Pacific areas of responsibility, to be performed at various locations worldwide. The selected contractor will provide the required services through the issuance of individual task orders over a potential five-year period, with a maximum value of $75 million. Teaming partners and key subcontractors are not being considered in the evaluation, and letters of commitment should not be submitted beyond formal joint venture agreements. Classified task orders may be subcontracted if the subcontractor has the proper security clearances, even if the primary contractor does not have a facility clearance at the office where most work will be performed.

SOLICITATION N6247020R2000

Questions 21 and 23 Amended

21. The RFP mentions “key subcontractors” numerous times. Please clarify if rates are requested for subcontractors and, if so, please define “key.” It is our understanding that one set of labor rates is requested for just the prime contractor (or joint venture).

Government response: Please include labor costs for subcontractors performing large portions of work across most task orders.

Government amended response: The Government does not want rates for any subcontractors, only the labor categories provided in the cost proposal spreadsheet for the prime and joint venture partners if applicable.

23. Page 58 of the RFP states “Do not submit Adobe Acrobat files except for the cover page, SF30, SF33, JV/Mentor Protégé Agreements, representations, letters of commitment or agreement, certifications, and financial statements.” Page 68 of the RFP states “Offerors shall also describe binding agreements with subcontractors and post award roles for execution.” Please confirm that we are not required to submit “letters of commitment or agreement” or teaming agreements for teaming partners in either volume.

Government response: Submit letters of commitment or agreement if applicable.

Government amended response: Teaming partners and “key subcontractors” are not being considered in evaluation of the proposal and there should be no letters of commitment or agreement submitted beyond formal joint venture agreements.

34. Contractor plans to subcontract classified task orders to a very capable subcontractor with proper PCLs and FCLs. Contractor has PCLs but no FCL at the office where most of the work will be performed. Is that arrangement acceptable and does it meet the RFP requirement for having the “means to work with classified data?”

Government response: Another amendment will be issued with this answer.
