The Contract at Section 01 35 26 provides Safety Requirements for the works. Such Section references Italian D.L. 81/2008 and at several paragraphs provides as follows:

"With regards to Italian applicable codes, refer to D.L. 81/2008". Respectfully, several elements required of the "Committente dei lavori" under Italian Law (in our opinion, this is NAVFAC and cannot be the Offeror), seem to be missing from the requirements. First, a Safety Plan during the Design Works is required to have been prepared by the Government's Designer of Record for the new High School. Such Plan appears to be missing from the Solicitation. (We note that a plan for the

Safety and Corrdination plan is provided in solicitation attachments.

demolition of the existing HS IS provided). Please provide the Design Safety Plan for the Construction of the High School. Next, a “Coordinatore per l’Esecuzione”, an independent 3rd Party who reports to the “Committente” under Italian Law, is required to be designated.

Details regarding the requirements of the Offeror's SSHO and the role of NAVFAC's Coordinatore seem to be missing from Section 01 35 26. Can you please incorporate such requirements, roles and responsibilities of the Government's "Coordinatore per l'esecuzione"?

01 11 00 1.2.1.3

The Contract at Section 01 11 00, paragraph 1.2.1.3, with regard to a "limited access control point", provides as follows: "Design and build a limited access control point entrance to the facility as a bid option as delineated in the Drawnings". However, no such "bid option" is found in the Contract. Please clarify.

Drawing C‐0002

Contract Drawing C‐002, "LEED Boundary Plan" depicts a "West Construction Vehicle Entrance and Inspection Point", a portion of which is indicated as constructed "By Others". Drawing C‐004, "Construction Site Entrance" depicts a different solution in this same area of the site, as "Option 2". Schedule B identifies Option 2 as a "temporary construction access point along west perimeter fence". Is the West Construction Vehicle Entrance and Inspection Point depicted on Drawing C‐002 to be constructed "By Others"? Or, is it part of Option 2? Or is the "Construction Site Entrance" depicted on C‐004? Is this West Entrance the only solution to site entrance by Construction vehicles the Government will entertain? Please clarify.

Drawing C‐0002

Contract Drawing C‐002 shows a Construction Vehicle Entrance and Inspection Point "By Others". Drawing C‐ 004 shows this same element as an "Option". We do not find any such Option in the Contract. Is this to be constructed "By Others"? As an Option? Please clarify.

The required Contract performance period is 835 calendar days from NTP. Taken, for example, from 01 Oct 19, this would yield a Contract Completion Date of 14 Dec 2021. However, three of the provided

Options in the Bid Schedule (Options 5, 6 and 7) have required start dates well outside of this period (01 July, Aug and July of 2022, respectively). Can you please clarify how the CCD will be determined if Options 5, 6, or 7 are exercised by the Government? Will the CCD be extended by almost a year to allow for a reasonable for performance of work for the Options? What would the new performance period become?

The RFP requires submission with the Factor 4 response of an organizational chart with "key positions" which include: "Project Manager, Site Safety & Health Officer, Design QCM, Construction QCM, Superintendent, and subcontractors". First, is a "Design QCM" required of the Prime Contractor for this Design Bid Build Project? Second, Specification Section 00 73 04, at paragraph 1.4 identifies the Project Manager as: "The Construction Contractor's qualified Project Manager...". While the RFP provides specific education and experience requirements for the SSHO, QCM and Superintendent, the qualification requirements for the "Project Manager" are not found within the Contract. Can you please provide the requisite required role, responsibilities and qualifications for the "Project Manager"? Bid Per RFP

Contract Specification Section 23 05 48.00 40, at paragraph 1.2 requires as follows:"Within ten working days of Contract Award, submit equi´pment and performance data for vibration isolator systems…". Request that such requirement be revised to a reasonable time frame within the Contract performance period;

submission of this equipment, by the Contract as written, would seem to be required prior to submission and acceptance of the Offeror's QC Plan (QC plan submittal required "prior to start of construction"); which would make such an equipment submittal period unreasonable. Bid Per RFP

With reference to hazardous material sampling and testing ( clin 0003 ) and removal ( clin 0006 ). On the basis of the information provided with the solicitation no indication of soil / water contamination Bid Per RFP was found by the Agency ARCADY, while presence of ACM was identified. On the basis of the information provided by the Government, quantification of clin 0006 would be made possible only upon completion of sampling and testing under 26Clin 0003. Clin 0006 may have a substantial impact on the overall offered price. We request the Government to provide additional information about how to price this item.

Prevailing Work Category is OG ‐ 1; Sub‐ categories are: OS ‐ 7 and OG ‐10. We deem the sub‐categories insufficient for the complete perfromance of the works.

Project should require additional sub‐ categories such as: OG12; OG11; OS3; OS8;

OS9; OS10; OS13; OS23; OS24. Also, the solicitation doesn't provide any information about the required Classification for each identified SOA Category. We request the Governemnt to clarify this item. Bid Per RFP
