The Government will evaluate firms/teams on specialized experience and technical competence with regard to preparation of the following: DoD planning documents in compliance with NEPA and EO 12114; RCMPs, Range Condition Assessments, and/or Water Range Condition Assessments in accordance with applicable Navy and Marine Corps policies, including the most current version of OPNAV 5090.1, MCO P5090.2, and DoD instruction 4715.11/12; biological and ecological studies in support of environmental documentation, including the preparation of ESA Biological Assessments, preparation of MMPA permit applications, preparation of Sanctuary Resource Statements in accordance with the NMSA, and preparation of Essential Fish Habitat Assessments in accordance with the Magnuson-Stevens Fishery Conservation and Management Act; preparation of CCDs in accordance with the CZMA; preparation of Section 106 and 110 assessments as required to support consultation under the NHPA; preparation of RAICUZ studies; preparation of reports and documents related to ORC in accordance with OPNAVINST 3571.4; preparation of other range-related reports, documents, or analyses such as SRR; preparation of EAPs in accordance with OPNAVINST 11010.40 and CNICINST 11010.1;
preparation of a variety of public outreach materials of different media to relay this scientific information and other Navy wide environmental and operational energy stewardship initiatives to public audiences; and other documentation requirements needed to support general environmental compliance or range management actions including, but not limited to, documents required to comply with CWA, CAA, RCRA, and CERCLA.
Submission requirements: Provide a maximum of five projects completed or substantially completed within the past five years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above.
Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. A project will be considered substantially complete if it has reached 80% completion based on amount invoiced as compared to maximum value, before the date of issuance of this notice. At least three of the five projects submitted must demonstrate experience in providing services covering the principal geographic area of this contract. If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.
All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract.
Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF330 Part 1, Section F, block 25, “Firm Name” Include a contract number or project identification number in block 21. Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.
NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted;
however, if there are no projects performed by the joint venture, projects must be submitted for each joint venture partner, not to exceed a total of five projects. At least one project shall be submitted from each JV partner. The combined experience must still meet the requirement that at least three projects demonstrate experience in providing services covering the principal geographic area of this contract.
Projects shall be submitted on the SF-330 at Part I, Section F and shall be completed or substantially completed as defined above. Projects not completed or substantially completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
All information for Criterion 1 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 1.
