N62470-18-R-7008 ID/IQ Contract for A-E Services for Range Sustainability Services for Military Training Range Complexes and Assets for Various Locations Throughout the NAVFAC Atlantic Area of Responsibility

QUESTIONS

1. Criterion 1 – Specialized Experience does not state experience preparing environmental planning documentation for Navy/Marine Corps at-sea training and testing activities or environmental planning documents in compliance with NEPA and EO 12114, though these services were prominently included in the solicitation opening and general scope paragraphs. Many other services mentioned in the solicitation opening and general scope paragraphs are re-stated under Criterion 1, yet those pertaining to environmental planning, NEPA, and EO12114 are not. Does Government request project experience addressing the aforementioned services under Criterion 1? If so, will those same services be evaluated more favorably than other DoD planning specialized experience and technical competence?

Government Response: Please see revised Criterion 1 provided with this amendment.

Please review and comply with the synopsis, including the revised Criterion 1 as provided in this amendment and the paragraph immediately under SELECTION

CRITERIA.

2. Please provide an order of priority or preference for the experience and technical competence areas to be evaluated under Criterion 1. Furthermore, will completion of complex studies and documents be evaluated more favorably?

Government Response: Please review and comply with the synopsis, including the revised Criterion 1 as provided in this amendment and the paragraph immediately under

SELECTION CRITERIA.

3. Submission requirements under Criterion 1 requests “at least three of the five projects submitted must demonstrate experience in providing services covering the principal geographic area of this contract.” If more than three relevant projects within the principal geographic area are submitted, will they be evaluated more favorably over the minimum of three projects?

revised Criterion 1 as provided in this amendment and the paragraph immediately under

SELECTION CRITERIA.

4. Criterion 3: Past Performance states that “Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed two double-sided pages (or four single-sided pages) in total.” Please confirm that this page limit applies only to responders addressing problems encountered and adverse past performance issues.

Government Response: Please review and comply with the synopsis.

5. Criterion 3: If a project submitted under Criterion 1 is substantially complete with an interim CPARS rating and a significant portion of work has been completed since the period of performance covered by the interim CPARS, can a PPQ be submitted to document quality of work completed since the interim CPARS and overall project performance to date?

Government Response: PPQs will not be accepted for any Criterion 1 projects if the Government has performed at least one CPARS rating, including an interim rating, on said project.

6. Will the Government allow brief introductory narratives in Sections E and F to address Criterion 1 and Criterion 2 since these criteria are not allowed in Section H.

revised Criterion 1 as provided in this amendment and Criterion 2.

7. Solicitation states that “All information for Criterion 1 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part I, Section F in evaluation of Criterion 1.” Please confirm that a similar restriction applies to Criterion 2.
