DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APPROXIMATELY 22

MARCH 2018.

Naval Facilities Engineering Command Atlantic intends to issue a Request for Proposal (RFP) for a Design-Build, firm-fixed-price contract for construction of MILCON Projects P-307 and P-308. These projects will provide modifications to existing Hangar 831 and installation of an outdoor automatic aircraft rinse facility at Keflavik, Iceland. The Government intends that this solicitation will be limited to U.S. and Icelandic firms only.

P-307 will modify existing aircraft maintenance Hangar 831 to accommodate and allow full enclosure of P-8A aircraft. The existing hangar doors will be replaced to accommodate the tail vertical stabilizer height of the P-8A and the hangar structural members modified to provide for an increased door height. The project will also reconnect the facility to a 400HZ power source and replace an existing segment of the floor that spans an existing utility tunnel with a thicker floor slab. The project also restripes the aircraft parking apron spaces to accommodate P-8A.

Project P-308 will construct a new, outdoor automatic aircraft rinse facility required for post-flight rinse of P-8A aircraft. The rinse facility will support current and future P-8A operations. A dedicated post-flight rinse facility will allow returning aircraft to easily and quickly taxi through the rinse facility and continue operations without having to be brought into the hangar to be hand washed.

These projects are located in the Security Zone within Keflavik International Airport, Iceland.

The period of performance for P-307 is approximately 767 days after notice to proceed. The period of performance for P-308 is approximately 589 days after notice to proceed. It is expected that both projects would be performed concurrently.

These projects will be awarded as one firm-fixed-price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The statutory cost limitations for the projects are as follows:

P-307: $12,800,000 P-308: $4,330,000

It is anticipated that this solicitation will be limited to Icelandic and U.S. firms with adjudicated NATO “Restricted” clearance (or equivalent) only.

This contract will require a Payment and Performance Bond pursuant to Federal Acquisition Regulation (FAR) 52.228-15 through an approved surety under the United States Treasury Department Circular 570.

Based on the feasibility of a contractor to furnish a Payment and Performance Bond, offerors may provide a 10% Performance Guarantee in lieu of a Payment and Performance Bond.

Phase I RFP will be available for viewing and downloading on or about 22 March 2018. Phase I Proposal due date will be on or about 23 April 2018, 2:00 PM Eastern Daylight Time North America.

The solicitation will be formatted as an RFP in accordance with the requirements designated by FAR

15.203 for a negotiated procurement utilizing the Two Phase Design-Build procedures of FAR 36.3. This method permits evaluation of proposals based on price competition, technical merits and other factors;

permits impartial and comprehensive evaluation of offerors’ proposals; permits discussions if necessary;

and ensures selection of the source whose performance provides the best value to the Government.

The solicitation will consist of two (2) phases. Phase I is the qualification phase. Up to five (5) firms will be prequalified to participate in Phase II. The Government will determine which offerors will proceed to Phase II based on the evaluation of Phase I proposals. The Phase I non-price evaluation factors are anticipated to be as follows: Technical Approach, Corporate Experience, and Past Performance. Upon determination of the contractors advancing to Phase II, those offerors will receive an RFP containing current and future design specifications. Phase II is anticipated to include the following evaluation factors: Safety, and Technical Solution.

*A site visit to the Security Zone within Keflavik International Airport, Iceland will be available for this procurement during Phase II of the solicitation. Offerors will have the opportunity for a site visit after the solicitation has been issued. Due to the geographic location of this site, it is recommended that interested firms make prearrangements for travel, base access and any other necessary requirements for overseas travel.

The Government intends to issue the RFP Solicitation for Phase I and Phase II through the Internet at www.neco.navy.mil and www.fbo.gov. All prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt downloading the documents prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holder’s list from the Internet, if necessary. The official plan holder’s list will be created by registration and will be available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore, it is the offeror’s responsibility to check the website(s) periodically for any amendments to this solicitation.

IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. The purpose of this database is to provide basic business information capabilities and financial information to the Government. The SAM website can be accessed at www.sam.gov. Reference is made to FAR Clause 52.204-7, System for Award Management. Prospective Offerors are encouraged to register as soon as possible. All new contract awards can ONLY be made to contractors who are registered in SAM. This requirement will apply to all solicitations and awards, regardless of the media used.
