Question 5: Will continuous access be allowed in the hangar and rinse rack areas and on the airfield? Are there times when work will not be permitted?
Answer 5: Contractor will have full access to approximately one third of the hangar adjacent to the door that will be replaced. The remainder of the hangar will be accessible; however. access must be coordinated with the Icelandic Coast Guard. See RFP Part Two General Requirements, Section 01 14 00.05 20 Work Restrictions for Design Build, Para. 1.4.3 Working Hours and Section 00 73 05 Supplementary Conditions for Iceland Projects for further detail.

Answer 9: Yes, upon award of project.
Question 10: NICET personnel - This is a US based certification program. Is this a requirement for Icelandic design?
Answer 10: US FPE requirements apply as per RFP. NICET certification will not be required based on OCONUS location. Please review Item 3 below.
Question 11: To what extent is UFC 4-211-01 required to be used? Are surge tanks to be added to the project per paragraph 3-6.5?
Answer 11: UFC 4-211-01 is not applicable to this project.
Question 12: The scope requires providing drains at low points, should the design also include high-point vents?
Answer 12: Per NFPA 13-2016, provide high point vents for each system.
Question 13: Does the existing aircraft hangar meet UFC 4-211-01 (table 7-1) requirements for Type III Hangar with the exception of the existing hangar door? NFPA 409 lists Group I hangars with hangar door height greater than 8.5m, in referencing NFPA use Group I, in referencing UFC 4-211-01 use Type III?
Answer 13: UFC 4-211-01 is not applicable to this project.

Answer 15: Exterior wall backup construction applies to the enclosure of the door truss and above the door pocket.
Question 16: Please confirm that modification of existing system to the 5-wire system applies only to new work and not to existing feeders, branch circuits, or equipment.
Answer 16: Confirmed.
Question 17: Please provide type and size of 400 Hz outlet and disconnect switches.
Answer 17: Each disconnect shall handle the full size of the 90kVA, 400Hz converter. Outlet shall conform to the requirements of the aircraft and cable connection.
Question 18: NEMA 5-20R is typically a US standard for 60 HZ (not 50 Hz). Please confirm Onboard Portable Water Cart Receptacle is NEMA 5-20R , 50Hz
Answer 18: Confirmed, equipment requires a NEMA 5-20R receptacle with 120V. It will operate at 50Hz.
Question 19: Can the existing hangar door be modified/reused in construction of the modified new hangar door? Or, is a new manufactured door required in compliance with UFC 4-211-01 guidelines and specs?
Answer 19: A new hangar door is required for this project in accordance with the RFP.
Question 20: What is the current estimated quality of AFFF to be disposed? What quantity should the contractor assume?
Answer 20: The existing foam tank is 1500 gallon. Contractor should assume that the tank is full.
Question 21: Is a US PE or Icelandic equivalent required to be onsite continuously during construction for inspection of excavations and soil/groundwater conditions or can it be a qualified person under the supervision of the PE?
Answer 21: As per the RFP, Section A10, the registered engineer does not need to be continuously on site, but is required to do periodic site visits.
Question 22: Spec states that UFC 4-010-01 (AT/FP) does not apply. Please confirm if mass notification system is or is not required.
Answer 22: A mass notification system is not required.
Question 23: Is a US PE or Icelandic equivalent required to be onsite continuously during construction for inspection of excavations and soil/groundwater conditions or can it be a qualified person under the supervision of the PE?
Answer 23: As per the RFP, the registered engineer does not need to be continuously on site, but is required to do periodic site visits.
Question 24: Note 4 indicated the telecom duct bank from Rinse Rack Remote Control to room C-20 location - C-20 is in existing Compressor room. Please provide demarcation point.
Answer 24: Remote control of the rinse rack is a stand-alone system, to be controlled in room C-20. A network connection is not required. Provide equipment as required by rinse rack manufacturer for remote control.
Question 25: Hard wire control to be provided to allow remote operation of the rinse rack from Hangar 831, room C-
20. Please provide termination type and approximate location of communication system.
Answer 25: Remote control of the rinse rack is a stand-alone system, to be controlled in room C-20. A network connection is not required. Provide equipment as required by rinse rack manufacturer for remote control.
Question 26: A complete grounding system is required. Can the Government please provide Soil Resistivity value for calculation purpose?
Answer 26: Soil Resistivity testing has not be performed. Contractor to meet the grounding requirements of the RFP.
Refer to Part 6, Attachment E for Geotechnical Investigation of soil conditions.
Question 27: Is sanitary sewer available to discharge water to that does not meet the rinse water quality standards?
If not please confirm where the water is to be sent, the flow diagram shows a waste tank, this would have to be a very large waste tank (size dependent on frequency of emptying, but will need to be well over 45,000 liters).
Answer 27: There is no sanitary sewer available at the site. The tank discharges to the storm system.
Question 28: Inlet water pre-treatment RO systems typically reject and discharge up to 50% of the water that they process, if no sanitary sewer is available should this discharge water be directed to the storm drain? If not where should it be sent? For every time the rinse tank is filled with clean water you could potentially generate up to 45,000L of discharge water.
Answer 28: There is no sanitary sewer available at the site. The tank discharges to the storm system.
Question 29: What unique aircraft will the automated rinse system be required to be programed for? How many different unique rinse recipe’s should the system be capable of being programed for?
Answer 29: The only requirement is for a P-8A aircraft.
Question 30: Please confirm that the articulating nozzles are to move automatically based on aircraft rinse pattern and that nozzles that need to be moved manually are not acceptable?
Answer 30: The articulating nozzles must move automatically.
Question 31: Typically automated rinse facilities have issues with normal wind conditions during rinsing operations, without an automated wind correction system you risk one side of the aircraft getting rinsed while the other stays dry. Is a rinse system with an automatic real time wind correction system required?
Answer 31: Yes, an automated real time wind correction system is required.
Question 32: The Southern edge of the wash rack must be a minimum of (51m) 168 ft. from centerline of existing taxiway. Is there a minimum for the Northern edge of the wash rack from the centerline?
Answer 32: Location and dimensions of rinse rack shall be as shown in the RFP.
Question 33: How many aircraft will be rinsed in one day? How long between each rinse?
Answer 33: It's estimated up to 4 aircraft in one day. Assume 4 hours between rinses.
Question 34: We would like to request a one-week extension for the subject proposal. The Phase II solicitation released a substantial amount of information that all had to be read through before initial estimating processes could begin, and has greatly increased the time required to put together a proposal.
Answer 34: Extension to 27 September 2018 granted as set forth above in Item 1.
Question 35: Hanger Door Roof Truss states that the existing truss is to be reused but the Contractor must perform their own structural analysis. A structural analysis must already have been undertaken to make this determination.
Can those calculations be made available?
Answer 35: A concept design was performed by the Government; however, a Final structural analysis must be performed by the successful bidder as per the RFP.
Question 36: RFP states that the box truss must be reused. Please confirm that the Government is mandating the reuse of the existing box truss, even if the bidder believes that it may not be the least expensive alternative?
Answer 36: The concept design prepared by the Government concluded that it was more economical to reuse the existing truss (with some local strengthening), however there is no objection to designing and installing a new truss.
Question 37: Are there any known discrepancies between the structural member sizes shown on original drawings for the box truss and field observations by Clark Nexsen? If so, can that information be provided?
Answer 37: During the site investigation no discrepancies were observed between the box truss member sizes shown on original drawings and those in the field.
