APRIL 2018.

Naval Facilities Engineering Command Atlantic intends to issue a Request for Proposal (RFP) for a Design-Build, firm-fixed-price contract for Airfield Repairs and Upgrades at Keflavik, Iceland. The Government intends that this solicitation will be limited to U.S. and Icelandic firms only.

Requirements for this project include repairs and upgrades to the existing airfield pavement and lighting system. Pavement work includes repairs and improvements to aircraft taxiways, parking aprons, and a dangerous cargo pad, including crack sealing, resurfacing or seal coating of asphalt sections, isolated crack repair and joint resealing of concrete sections, and limited slab replacement. As required by applicable criteria, taxiways and shoulders will be widened to accommodate large support aircraft.

Mooring and grounding points will be replaced, and limited storm water improvements installed as required to meet local environmental regulations. Pavement markings will be replaced in all areas to be repaired and upgraded.

Airfield lighting work includes complete replacement of taxiway and apron edge lighting and visual navigation systems in all areas to be repaired and upgraded. The lighting system will include all conduits, high-voltage wiring, LED fixtures and all associated infrastructure to integrate with the Keflavik International Airport System.

All work performed on this project will adhere to Icelandic Coast Guard, NATO, and Keflavik International Airport regulations. Airfield facilities will be designed and constructed as permanent construction in accordance with UFC (3-260-01), Airfield and Heliport Planning and Design, UFC (3- 260-02) Pavement Design for Airfields and ICAO criteria (ICAO Annex 14 Aerodromes). Where applicable, facilities will be constructed in accordance with the DoD Unified Facilities Criteria (UFC) 1- 200-01, UFC 1-200-02, and UFC 4-010-01.

These projects are located in the Security Zone within Keflavik International Airport, Iceland.

The period of performance for this project is approximately 800 days after notice to proceed. This project will be awarded as a firm-fixed-price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The statutory cost limitation for the project is $11,500,000.

It is anticipated that this solicitation will be limited to Icelandic and U.S. firms with adjudicated NATO “Restricted” clearance (or equivalent) only.

This contract will require a Payment and Performance Bond pursuant to Federal Acquisition Regulation (FAR) 52.228-15 through an approved surety under the United States Treasury Department Circular 570.

Based on the feasibility of a contractor to furnish a Payment and Performance Bond, offerors may provide a 10% Performance Guarantee in lieu of a Payment and Performance Bond.

Phase I RFP will be available for viewing and downloading on or about 2 April 2018. Phase I Proposal due date will be on or about 3 May 2018, 2:00 PM Eastern Daylight Time North America.

The solicitation will be formatted as an RFP in accordance with the requirements designated by FAR

15.203 for a negotiated procurement utilizing the Two Phase Design-Build procedures of FAR 36.3. This method permits evaluation of proposals based on price competition, technical merits and other factors;

permits impartial and comprehensive evaluation of offerors’ proposals; permits discussions if necessary;

and ensures selection of the source whose performance provides the best value to the Government.

The solicitation will consist of two (2) phases. Phase I is the qualification phase. Approximately five (5) firms will be prequalified to participate in Phase II. The Government will determine which offerors will proceed to Phase II based on the evaluation of Phase I proposals. The Phase I non-price evaluation factors are anticipated to be as follows: Technical Approach, Corporate Experience, and Past Performance. Upon determination of the contractors advancing to Phase II, those offerors will receive an RFP containing current and future design specifications. Phase II is anticipated to include the following evaluation factors: Safety, and Technical Solution.

*A site visit to the Security Zone within Keflavik International Airport, Iceland will be available for this procurement during Phase II of the solicitation. Offerors will have the opportunity for a site visit after the solicitation has been issued. Due to the geographic location of this site, it is recommended that interested firms make prearrangements for travel, base access and any other necessary requirements for overseas travel.

The Government intends to issue the RFP Solicitation for Phase I and Phase II through the Internet at www.neco.navy.mil and www.fbo.gov. All prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt downloading the documents prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holder’s list from the Internet, if necessary. The official plan holder’s list will be created by registration and will be available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore, it is the offeror’s responsibility to check the website(s) periodically for any amendments to this solicitation.

IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. The purpose of this database is to provide basic business information capabilities and financial information to the Government. The SAM website can be accessed at www.sam.gov. Reference is made to FAR Clause 52.204-7, System for Award Management. Prospective Offerors are encouraged to register as soon as possible. All new contract awards can ONLY be made to contractors who are registered in SAM. This requirement will apply to all solicitations and awards, regardless of the media used.
