QUESTION GOVERNMENT RESPONSE

Page Section Para.

1 56 J Referenc es Section J includes a list of references that are not available from any source outside NAVFAC. This means only the incumbent has access. The list of references only available in FOUO or NIPRNET databases includes: USMC Assessment Team Guide, Version 5.0;

USMC ESA Program Guide, 24NOV14;

USMC OUTA Program Guide, 24NOV14; USMC/Navy AHTA Methodology; USMC MAA CY17 Benchmarks; Navy MA Team Guide, Version 2.0; Navy MAA FY18 Benchmarks; Facility-Related Control System (FRCS) Type List. Section M, Eval Critera, will grade offerors who demonstrate experience in these programs higher than those who do not have such knowledge or experience.

Since these references are only available to the incumbent, request the Government either: 1) Provide these references to ensure fair and open competition or; 2) Remove this requirement from Section M.

Please see revised Sections J, L, and M.

2 56 J All Section J identifies references incorporated by reference that provide guidance for the work to be performed under this contract including:

USMC Assessment Team Guide, Version 5.0 USMC ESA Program Guide, 24NOV14 USMC OUTA Program Guide, 24NOV14

USMC/Navy AHTA Methodology USMC MAA CY17 Benchmarks Navy MA Team Guide, Version 2.0 Navy MAA FY18 Benchmarks Facility-Related Control System (FRCS) Type List

Section M indicates that offerors that demonstrate experience with the above documents may be rated higher than those that do not. These references do not appear to be publicly available. In order to foster sufficient competition and to ensure all offerors have the opportunity to provide realistic, competitive technical proposals, request the government provide these references as soon as possible to industry for review and evaluation.

Request the government extend the proposal due date to 30 days from the date the government provides all relevant references to Industry.”

Please see revised Sections J, L, and M.

3 USMC has issued a Sources Sought for work that appears to closely mirror this solicitation (PP&O Mission Assurance Assessment Program Support, Solicitation Number MCICOM-18-014).

Is there any relationship between these two solicitations, and does the government expect there could be any Operational Conflict of Interest for an offeror winning both contracts.

No.

4 Will the government provide a two week extension given the complexity of the response required for this proposal?

Not at this time.

Basis of Evaluati on

Basis of Evaluation. “Offerors that demonstrate experience with the USMC MAA Team Guide (ver. 5.0), USMS ESA Program Guide (24NOV14), USMC OUTA Program Guide (24NOV14)m USMC/Navy AHTA Methodology, or Navy MA Team Guide (ver.2.0) may be viewed more favorably than Offerors without such experience.

How many contractors have experience with these Guides? Are these Guides available on the WBDG? Mission Assurance Assessment has been performed by many government contractors. You are limiting competition and providing an unfair advantage to only those who have experience with these guides. Is this your intent?

Please see revised Sections J, L, and M.

CLARIFICATIONS/QUESTIONS

Contractors are required to review the entire solicitation package before submitting questions. Submit all questions via one document using Attachment J-2 Pre-Award Inquiry Form, by E-mail to kathleen.delashmitt@navy.mil and erin.quimby@navy.mil no later than May 8, 2018 at 02:00PM EDT. This is the most efficient way to ensure all questions are addressed in a timely manner.

L.3 REQUEST FOR PROPOSAL (RFP) FILES

Solicitations are posted to the Navy Electronic Commerce Online (NECO) website. By necessity, these files are protected to prevent unauthorized editing. The Contract Specialist will post the RFP files to a single website:

www.neco.navy.mil.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from the NECO website.

L.4 GENERAL PROPOSAL REQUIREMENTS

a. General Information: The price proposal and non-price proposals shall be submitted in separate three- ring binders and tabbed appropriately. Binders must be marked as “Volume 1: Price Proposal” and “Volume 2: Non-price Proposal”. Should there be a discrepancy between paper and electronic information, the paper copies shall govern.

b. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.

c. The signature of the Offeror provided in Box 17 of the SF33 agrees, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.

L.5 EVALUATION FACTORS

1. The solicitation requires the evaluation of price and the following non-price factors:

Factor 1– Corporate Experience Factor 2 – Technical Approach/Management Approach Factor 3 – Safety Factor 4 – Small Business Utilization Factor 5 – Past Performance

The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

2. The relative order of importance of the non-price evaluation factors is the technical factors— Factors 1, 2, 3, and 4—are of equal importance to each other and, when combined, are equal in importance to the past performance evaluation/performance confidence assessment factor—Factor 5. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.

The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

L.6 PRICE AND NON-PRICE PROPOSAL SUBMITTAL REQUIREMENTS

(a) Volume 1: Price:

(1) Price Submittal Requirements: Submit one (1) “Original” and two (2) copies of the price proposal in three-ring binders clearly marked as the Price Proposal. In addition to providing hard copies of the price proposal offerors shall provide two (2) electronic copies of the price proposal on a non-rewritable CD. Offerors are advised that, in the event of a discrepancy between pricing information contained on the CD and the hard copy proposal, the original hard copy will govern. There is no page limit for Volume 1. Each copy of the price proposal shall include a separate tab for each item specified below:

Tab A. Identify the Company profile to include, the Offeror’s name, address, names of two (2) points of contact (including title, phone number and email address), the DUNS number and CAGE code;

Tab G. Completed Attachment J-3 Schedule of Services for the base and all option years in U.S.

Dollars.

Note: Firm fixed-price task orders will be negotiated for the services required under this contract using the fully burdened labor rates and percent mark-ups for travel and other direct costs proposed under Attachment J-3 Schedule of Services, for the base year and each option year (if exercised).

However, the quantities listed in Attachment J-3 Schedule of Services are estimates only and will not be ordered with the award of the basic contract. Actual quantities ordered over the duration of the contract are expected to vary and are not limited to those estimated in Attachment J-3 Schedule of Services and shall not exceed the total contract not-to-exceed amount of $95,000,000.00 (base period and all option years).

Attachment J-3 Schedule of Services shall be completed as follows (items a-e):

a. Offerors shall enter unit prices, percent mark-ups, extended prices and total amounts as indicated on Attachment J-3 Schedule of Services, for the base period and all option years. All labor rates and extended prices shall be rounded to two (02) decimal places and the rounded prices will be used for evaluation purposes.

b. In the event there is a difference between a labor rate and the extended total amount (i.e. Hourly labor rate x estimated hours = extended total) the labor rate will be held to be the intended offer and the extended price and total price will be recomputed accordingly. c. Proposed burdened labor rates shall reflect composite fully burdened hourly labor rates for prime/Joint Venture contractor, as applicable, performing work under the contract. Burdened hourly labor rates shall include the following costs: direct labor, fringe benefits, overhead, phone service (cellular and landline), all computer charges for computer workstations and laptops including standard software packages, general and administrative costs, and profit. Additionally, administrative costs for contract management, invoicing and other task order administrative tasks will not be separately negotiated, and shall be incorporated in the indirect costs included in the fully burdened hourly labor rates. Additional burdened labor classifications for the prime/JV will not be added to the contract or negotiated under individual task orders.

d. Applicable travel costs will be negotiated under individual task orders. Travel, subsistence and per diem costs negotiated under task orders shall be in compliance with current Joint Travel Regulation rates. The estimated travel costs listed in Attachment J-3 are for proposed costs to be directly incurred by the prime/JV under task orders issued under the contract. The prime/JV travel costs will be multiplied by the percentage shown on the schedule for direct costs and profit applied to travel. The multiplier percentage proposed shall include all handling fees, indirect costs, i.e., overhead and general and administrative costs, and profit applicable to travel. No additional indirect costs or profit will be applied to the prime contractor’s travel except as included in the multiplier percentage listed in the Attachment J-3 Schedule of Services.

e. Supplies/equipment/other direct costs will be negotiated under individual task orders. The estimated supplies/equipment/other direct costs listed in Attachment J-3- Schedule of Services are for proposed costs to be directly incurred by the prime/JV under task orders issued under the contract. These costs include, but are not limited, to equipment, supplies, material, reproduction, and shipping. The prime/JV/subcontractor “other direct costs” will be multiplied by the percentage shown on the schedule for indirect costs and profit applied to “other direct costs.” The multiplier percentage proposed shall include all handling fees, indirect costs, i.e., overhead and general and administrative costs, and profit applicable to “other direct costs.” No additional indirect costs or profit will be applied to the prime contractor’s “other direct costs” except as included in the multiplier percentage listed in the schedule.

f. Subcontractor costs will be negotiated under individual task orders. The estimated subcontractor costs listed in Attachment J-3 are for proposed costs to be directly incurred by the prime/JV under task orders issued under the contract. The prime/joint venture subcontractor costs will be multiplied by the percentage shown on the schedule for indirect costs and profit applied to subcontractor costs. The multiplier percentage includes all handling fees, indirect costs, i.e., overhead and general and administrative costs, and profit applicable to subcontractor costs. No additional indirect costs or profit will be applied to the prime contractor’s subcontractor costs, except as included in the multiplier percentage listed in the schedule.

EMR, DART, and TRC Rates shall not be submitted for subcontractors.)

(1) Experience Modification Rate (EMR): Submit your company’s EMR for the three previous complete calendar years [2015, 2016, and 2017]. This rate compares the company’s annual losses in insurance claims against its policy premiums. The Offeror may submit an insurance company-provided equivalent rate if no EMR exists. If you have no EMR or premium, for any year, affirmatively state so, and explain why. Any extenuating circumstances that affected the EMR and negative trends should be addressed as part of the factor submission.

(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate: Submit three previous complete calendar years’ [2015, 2016, and 2017] worth of data. The Offeror will also describe any innovative methods that will be employed to ensure and monitor safe work practices at self-performed and/or all subcontractor levels. Additionally, the Offeror will describe their methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. The Technical Approach to Safety Narrative shall be limited to two pages.

(4) Factor 4 – Small Business Utilization:

This factor assesses both historical achievements in utilizing small business concerns as subcontractors and proposed small business participation and commitment strategies (see Basis of Evaluation).

Solicitation Submittal Requirements:

a. Achievements. All offerors shall provide a narrative (limited to two pages) to describe their achievements in supporting the Government’s policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone) small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns to participate as subcontractors consistent with efficient contract performance. In support of narrative submissions:

(1) All offerors (SBs and other than SBs) shall submit small business subcontracting information associated with each project cited under the Corporate Experience Factor whether performed as a prime or subcontractor. This information is required regardless of whether a subcontracting plan was incorporated into the contract award. This information shall be provided in the format provided in Attachment J-6, Small Business Participation Record. If projects submitted under Corporate Experience were task orders, the small business participation achievements should be specific to the task order, not the contract. If a project cited under the Corporate Experience Factor was not performed by the Offeror as a prime or subcontractor (i.e. the Offeror is utilizing experience of a subcontractor to fulfill Corporate Experience), Attachment J-6 is not required. The proposal shall include an explanation for any project that does not require Attachment J-6. Offerors shall provide explanations for contracts or task orders that were performed exclusively overseas or did not include opportunities for subcontracting (100% self-performed).

(2) Offerors representing as other than small businesses shall also provide copies of the most current individual subcontracting reports (ISRs) associated with each project cited under the Corporate Experience Factor if a small business subcontracting plan was required by the contract. If such projects were completed under specific task orders, provide ISRs for the overall contract. For cited projects with state and local government agencies, provide similar subcontracting performance reports if required by the contracts. When not specifically addressed in the ISR or similar report, offerors shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans. Acknowledging a missed goal is not the same as providing an explanation for why a goal was missed.

The Government reserves the right to consider achievements information on other recent, relevant projects from all available sources.

Offerors utilizing achievements information of key subcontractors shall clearly demonstrate how these companies will have meaningful involvement in the management of the subcontracting program for this acquisition. If not, such achievement information will not be considered under this factor. If the offeror is a new joint venture, partnership or other entity consisting of more than one company, provide achievements information for each individual business entity(ies) that will be responsible for managing the subcontracting program and clearly describe those responsibilities.

Failures to provide ISRs or any other requested information must be fully explained and may negatively impact your evaluation.

b. Small Business Participation and Commitment. All offerors shall submit a small business participation and commitment strategy including all data elements shown in Attachment E, Small Business Participation and Commitment Strategy.

(1) Identify in terms of dollar value and percentage of the total acquisition the extent of work the offeror will self-perform as the prime contractor. If submitting an offer as a joint venture, identify the percentage of work each member will be responsible for and indicate the size status of each member (e.g. small business, woman-owned small business, other than small business).

(2) Include supplemental narratives (limited to five pages) to address other elements of the offeror’s strategy such as binding agreements covering post award roles for execution of the contract and specific initiatives and tools that will be employed under the contract to enhance small businesses opportunities to both participate in this acquisition and build capabilities to support future NAVFAC acquisitions.

(3) The anticipated prime and first tier overall small business participation rate for this acquisition (i.e.

work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value. Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business socioeconomic programs listed in Attachment J-7 consistent with efficient contract performance. Offerors shall explain in their participation and commitment strategies how proposed participation rates were established. The small business participation and commitment strategy must be in agreement with any required small business subcontracting plan and will be made a part of the contract upon award.

Note: The small business participation and commitment strategies evaluated under this factor do not replace small business subcontracting plans. Offerors representing as other than small businesses must submit acceptable small business subcontracting plans using Attachment J-8 as a template in order to be eligible for award (FAR 19.702(a)(1)). See the SMALL BUSINESS SUBCONTRACTING PLAN section of INSTRUCTIONS TO OFFERORS for subcontracting plan submission requirements.

(5) Factor 5, Past Performance:

Solicitation Submittal Requirements: Submit a completed CPARS evaluation for each submittal under Factor 1, Corporate Experience. If there is not a completed CPARS evaluation, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each contract the offeror includes in its proposal for Factor 1, Corporate Experience. AN OFFEROR

SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal.
