About this file

This is Amendment 2 to a Combined Synopsis/Solicitation (RFQ) for commercial off-the-shelf (COTS) spares supporting P-8 aircraft training systems. The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando is procuring spares for the P-8 Automated Readiness Measurement System (ARMS) and Next Generation Training System Support Center (NGTSSC) to enable realistic training events and qualification exercises for pilots, aircrew, and maintainers. The procurement is structured as a small business set-aside with a NAICS code of 334111 (Electronic Computer Manufacturing) and a small business size standard of 1,250 employees. This amendment revises the CLIN structure to two distinct Firm Fixed Price CLINs with delivery to the Royal Australian Air Force (RAAF) Base Edinburgh in South Australia by May 21, 2027, under FOB Destination terms. Both CLINs require submission of the same spares list with all shipping, handling, and delivery costs included in quoted prices.

Quotations must be submitted by 14:00 US Eastern Standard Time on October 30, 2026, with questions due by 17:00 on October 16, 2026. The anticipated award date is December 15, 2026. Evaluation will be conducted using a Lowest Price Technically Acceptable (LPTA) basis, with Technical Acceptability and Past Performance rated on an Acceptable/Unacceptable basis with no trade-offs permitted. Technical acceptability requires exact part number matches or OEM-designated successor parts, with items highlighted in green in the material list being brand-name restrictive; incomplete proposals will be rated unacceptable. Past Performance evaluation uses a submitted questionnaire and may reference SPRS/CPARS data, with offerors lacking relevant past performance receiving a neutral rating evaluated as acceptable. All quoters must be registered and active in the System for Award Management (SAM.Gov), and quotations must include warranty information, parts availability, completed Past Performance Questionnaire, and firm fixed prices in the specified CLIN format. HUBZone small business concerns may receive price evaluation preference under RFO 19.207.

Evaluation Criteria.

The Provision at RFO 52.212-2, Evaluation- Commercial Items, applies to this procurement.

52.212-2 Evaluation—Commercial Products and Commercial Services.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

i. Price The Government will evaluate the offeror's price based on the combined total evaluated price of all line items (the aggregate total). Quoted prices must be inclusive of all F.O.B. Destination shipping, handling, and delivery costs.

ii. Technical Acceptability (Pass/Fail) Technical acceptability will be determined based on the government’s evaluation of the proposed part numbers and quantities in comparison to Attachment 1. If an exact match is not available, the government will accept an OEM designated successor part number. Items highlighted in green in Attachment 1 are brand name restrictive. Incomplete proposals, or missing part numbers, will be rated as Unacceptable.

Condition: The items are new equipment procured from authorized sources.

iii. Past Performance The Government will evaluate the offeror’s Past Performance Questionnaire (PPQ). Incomplete PPQs will not be considered. This factor will be rated on an Acceptable or Unacceptable basis.

· Acceptable: The offeror’s past performance record (derived from the submitted Form, SPRS, and/or CPARS) demonstrates a history of timely deliveries and satisfactory quality. In accordance with FAR 15.305(a)(2)(iv), an offeror with no record of relevant past performance will receive a Neutral rating, which will be evaluated as Acceptable.

· Unacceptable: The offeror’s past performance record reveals significant, documented deficiencies in delivery schedule or product quality without evidence of successful corrective action.

The Government reserves the right to verify all submitted references and to utilize SPRS/CPARS data. The Government is not bound by the offeror’s self-certification.

Evaluation factors other than price will be evaluated solely for Acceptable/Unacceptable status and will not be comparatively evaluated, ranked, or traded against price.

(b) Reserved.

(c)Reserved.

The Government intends to issue a purchase order resulting from this combined synopsis/solicitation to the responsible quoter whose quotation conforming to this notice will be the most advantageous, representing the best value to the Government. For this acquisition, best value will be determined using the lowest price technically acceptable (LPTA) basis. Quotes will be evaluated strictly on an Acceptable/Unacceptable basis for Technical Capability and Past Performance; no trade-offs will be made. A firm-fixed-price order will be issued. The Government will award to the quoter with the lowest price total evaluated price proposing the required quantities of the required part numbers meeting the specifications of this combined synopsis/solicitation, provided they receive an Acceptable rating for both Technical and Past Performance. Per RFO 19.207, price evaluation preference for HUBZone small business concerns shall be used in acquisitions conducted using full and open competition.

The failure of a quoter to provide information sufficient to determine conformance with the combined synopsis/solicitation may result in the quotation being ineligible for award.
