About this file
This is a Questions and Answers (Q&A) document with revision notes addressing vendor inquiries regarding solicitation N61340-26-Q-1027 for P-8 ARMS and NGTSSC COTS Spares, issued by Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando.
The procurement requires commercial off-the-shelf (COTS) spare parts to support P-8 training systems, with delivery FOB Destination to RAAF Base Edinburgh, South Australia. All listed items are EAR-controlled (not ITAR-controlled), and the awardee is responsible for all shipping, customs clearance, and duties/GST. The solicitation is structured as two Firm Fixed Price CLINs: CLIN 0001 (ARMS materials, priced at SLIN level) and CLIN 0002 (NGTSSC materials, priced at CLIN level). Items highlighted in green on the material list are brand-name restrictive and must be purchased from the original equipment manufacturer (OEM) without exception; remaining items require exact part number matches but may be sourced from different manufacturers. For parts that are end-of-life, OEM-designated successors are acceptable. The procurement is a small business set-aside (NAICS 334111, 1,250 employees) with quotes due by 14:00 Eastern Time on 30 October 2026. Small business resellers may quote, and multiple vendors are acceptable. Past performance requirements do not mandate prior government contract experience; offerors with no relevant past performance receive a Neutral rating, considered Acceptable. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis where non-price factors combined are approximately equal to price. The Government will not exceed the $9 million simplified acquisition threshold. Authorized-source procurement credentials must be provided at quote time and throughout performance.

RFP Q&As
| Question # | Subject | Specific Question | Government Response |
| 1 | Delivery | The solicitation identifies delivery FOB Destination directly to Royal Australian Air Force, RAAF Base Edinburgh. Since this involves shipping COTS spare parts directly to a foreign military end-user, could you confirm whether this procurement is being conducted under a Foreign Military Sales case, and whether any export license (State Department ITAR/DDTC, or Commerce Department EAR) or other special authorization is required of the awardee for this direct delivery, or whether that is handled entirely on the government side? |
Rev. 2 - Answer 1 notes that PMA-290 can provide an endorsement letter supporting use of the ITAR 126.4 exemption for items determined to be ITAR-controlled. Could the Government identify which lines on the material list it considers ITAR-controlled, so quoters can plan the export compliance and the shipping accordingly? For items on the spares list that are determined to be ITAR-controlled and require direct export to the Royal Australian Air Force (RAAF), PMA-290 can provide an endorsement letter supporting the awardee’s use of the ITAR § 126.4 exemption, as appropriate. The awardee’s Empowered Official remains responsible for verifying the applicability of the exemption to their specific transaction. All non-ITAR (EAR-controlled) items fall outside this authority, and the awardee is solely responsible for obtaining any necessary commercial export licenses through the Department of Commerce
Rev. 2 - All listed items are COTS therefore are EAR controlled
| 2 | Past Performance | Would an offeror with no prior Government contract of similar size and scope be rated Neutral/Acceptable for past performance, or would a “No” response to this question result in an Unacceptable past-performance rating? | An offeror with no record of relevant past performance will receive a Neutral rating, which will be evaluated as Acceptable. If an offeror has no prior Government contract experience of a similar size and scope delivering spare parts within the past three years then that alone will not result in an Unacceptable past-performance rating. Please be aware though that the Government reserves the right to verify information regarding all submitted references and to further utilize SPRS/CPARS data. The Government is not bound by the offeror’s self-certification. |
| 3 | Evaluation | The 52.212-2 text says award goes to the offer "most advantageous… price and other factors considered," with non-price factors approximately equal to price. The paragraph after it says LPTA with no trade-offs. Please confirm that award will be LPTA. | The award will be LPTA, where evaluation factors other than price when combined are approximately equal to price. |
| 4 | CLIN Structure | The instructions ask for "three FFP CLINs," but the breakout shows one CLIN (0001) with two SLINs (0001AA ARMS, 0001AB NGTSSC). Should we price at the SLIN level only, or is a third CLIN intended (for example, freight)? |
Rev.2 - Answer 4 states "Price at the SLIN level for CLIN 0001 and at the CLIN level for CLIN 0002." The solicitation shows only CLIN 0001 with SLIN 0001AA and SLIN 0001AB. Could you confirm what CLIN 0002 covers and how it should be priced? I want the quote formatted exactly as the Government expects. Price at the SLIN level for CLIN 0001 and at the CLIN level for CLIN 0002.
Rev 2 - CLIN 0001 consists of materials on the Material List tab 'ARMS COTS'. CLIN 0002 consists of materials on the Materials List tab ' NGTSSC COTS'. The solicitation has been updated to reflect the revised CLIN structure.
| 5 | Scope | The synopsis says the buy is "partially brand-name restrictive," limited to the lines highlighted green in Attachment 2. The Technical Acceptability factor, however, requires an exact match on every part number and rates any "or equal" as Unacceptable. Please confirm that the exact-match rule applies to all 93 lines, and explain what the green highlighting means. | Those items that are highlighted in green are items that are Brand Name Restricitve Items. Brand Name restrictive items are items that need to be bought from the OEM without exception. The remaining items on the list are exact match but they can be purchased from different manufactures as long as the part numbers match. Please see updated Evaluation Criteria. |
| 6 | Delivery | Shipment is FOB Destination to RAAF Base Edinburgh, SA. Please confirm who will act as importer of record, and whether Australian customs duty and GST should be included in the quoted price or whether Defence will provide a customs/GST exemption or clearance. Is there a CONUS consolidation point or Government freight forwarder we may use instead? | The awardee shall account for all shipping requirements to the destination, inclusive of customs. The Government will not serve as the freight forwarder. |
| 7 | Scope | Five lines are North American types: PWR-CAB-AC-USA, CAB-TA-NA=, CAB-AC, CAB-9K12A-NA, and IBX-4920-01 (C14 to NEMA 5-15R). The equipment is going to Australia (AS/NZS 3112, 230V). Please confirm these are the intended cords. | The government confirms that these are the intended cords to be procured. |
| 8 | Scope | VHUBSMAS12G2020 (ARMS row 3) does not match a Blackmagic Design part number. Blackmagic's Videohub 12G 20x20 is VHUBSMAS12G020020. Please confirm that part number. | The government has reviewed the part number for the Blackmagic Design part number and confirms that it should be VHUBSMAS12G020020, see revised Material List. |
| 9 | Scope | CVR-QSFP-SFP10G++, SFP-10G-SR++, GLC-SX-MMD++= and C9200L-48P-4X-E++ are not in Cisco's current orderable format. Please confirm that new, genuine Cisco base SKUs are required (for example, SFP-10G-SR=). Also, the C9200L-48P-4X-E is normally ordered with a DNA/Network Essentials subscription. Should a license SKU and term be included? | Yes, confirming that the new, genuine Cisco based SKUs are required. No license required. |
| 10 | Scope | Three listed parts are EOL or near EOL: the Intel NUC13ANHi7 (the NUC 13 Pro line, which transferred to ASUS), the HPE 701498-B21 and the HPE Q1P55A. Under the exact-match rule, will the Government accept an OEM-designated successor part number if the listed part number cannot be sourced new through authorized channels? |
Rev. 2 - P/N N53169-001 - HYPERX CLOUD III HEADSET, QTY 2 My distributor has confirmed they cannot source any HyperX Cloud headset through authorized channels. Answer 10 permits an OEM-designated successor where a part is end of life. Would the Government confirm that an HP-designated successor to N53169-001 is acceptable, and, if the Government has one identified, provide that part number? In the event these parts reach EOL the government will accept an OEM designated successor part number. Any other part number otherwise designated is unacceptable.
Rev.2 - The government confirms that a HP-designated successor to N53169-001 is acceptable. The government currently doesn't have an alternative part number to provide.
Please see updated Evaluation Criteria.
| 11 | Scope | Please provide the manufacturer name and/or CAGE code for the following lines: CLA4GHDSAE, USB-P, USB2-SWITCH2, KE9952R, PTT-06-002-1014, ROI-DP, 40689G-02, 607-0028A REV D (Mission Grip), WM-2432-49, 4WT-B, X97602A-C, AFBR-710DMZ, DISPLPORT1L, 40-600-010, 23-100-003, 852-LL2-009-55L, 3783, 5176, 8208, 54311 and IBX-4920-01. | Please see associated Cage Codes tab in Excel to see requested part number matches. |
| 12 | Scope | DISPLPORT1L appears at ARMS rows 15 and 24 ("CABLE" and "CABLE 1ft"), and CVR-QSFP-SFP10G++ appears at rows 10 and 30. Are these separate requirements (total quantities of 4 and 3), or duplicates? | These are not duplicates. Please order these part numbers as they appear on the Material List. |
| 13 | Scope | Please confirm that MTFDKCC7T6TFR-1BC1ZABYY// should read MTFDKCC7T6TFR-1BC1ZABYY, and that the HP Inc line 74U22AV (an AV configuration option code) may be supplied as HP's orderable standalone equivalent. | The government confirms that "MTFDKCC7T6TFR-1BC1ZABYY//'", should read as MTFDKCC7T6TFR-1BC1ZABYY. The government also confirms that 74U22AV may be supplied as HPs orderable standlone equivalent. |
| 14 | Evaluation | DFARS 252.204-7021 is incorporated. Please confirm the required CMMC level, if any, for this supply-only order. | CMMC Level 1 (Self) is required. |
| 15 | Evaluation | The quote content requires a completed RFO 52.204-90, but that provision is not in the clause list. Please provide the fill-in or confirm its source. | RFO 52.204-90 is the source, found at acquisition.gov as stated in the solicitation. |
| 16 | Past Performance | Does PPQ question 1 ("similar size and scope") include orders for COTS spares delivered to DoD activities under simplified acquisition procedures? | Yes. |
| 17 | Scope | 74U22AV appears to be an HP configure-to-order option code rather than a standalone orderable spare part. HP's distribution channel has asked which host platform these drives will be installed in, so they can confirm compatibility and identify the correct orderable spare part number. Can the Government identify the host system, make and model, that these SSDs will be installed in? | The 74U22AV part would install into the HP QX328 3.5 in Removable w/M.z Adapter 2 in 1 Adapter Kit, Part Number 4Q2E1AV. The storage media (74U22AV) installs into one of the (2) removable carriers that locks into the assembly (4Q2E1AV). This assembly is then installed in the front panel of the HP Z2 Small Form Factor G9 Base Unit - 260 W PC (4N3T7AV). |
| 18 | Scope | If 74U22AV cannot be ordered standalone, will the Government accept the equivalent HP standalone spare part number for the same drive, a 512GB PCIe Gen4 x4 NVMe M.2 2280 SSD? If so, may quoters cite that part number in place of the option code? | The government will accept the equivalent HP standalone spare part number for the same drive. Quoters may site their part number in place of the option code. The government requests that the option code part number is noted as the equivalent match to avoid confusion once the spare part is delivered. |
| 19 | Evaluation | Could you please confirm whether the estimated value of this requirement exceeds the simplified acquisition threshold? | RFO 12.201-1(a) states the SAT is $9 million for commercial items, we do not expect to exceed that amount. |
| 20 | Evaluation | If it does exceed the (Simplified Acquisition) threshold, has a class waiver or a contract-specific waiver of the nonmanufacturer rule (13 CFR 121.406) been obtained or identified for the items in Attachment 2, many of which are manufactured by other-than-small businesses (e.g., Cisco and HPE)? If not, does the Government intend to request one? | RFO 12.201-1(a) states the SAT is $9 million for commercial items, we do not expect to exceed that amount. |
| 21 | Scope | P/N Q1P55A – KVM Switch, 16 Port: It appears that this part number has been discontinued. Could you please confirm the appropriate replacement part number or advise whether an equivalent item is acceptable? |
Rev. 2 - Answer 21 states the replacement will be provided in a forthcoming amendment. Could you give an estimated date? With quotes due 30 October I need lead time to source whatever part is named. Reached out to Boeing for FFF replacement.
Rev.2 - Options similar to the Q1P55A inlude: APC KVM1116R and Raritan DKX3G2-116. HPE is partnered with APC to make KVM1116R the official recommended replacement.
| 22 | Scope | P/N 3783 – Cable Assembly – Power Cord, C13 (X2) to C14, 6FT: We have been unable to locate this part number through the vendors we have contacted. Could you please confirm that P/N 3783 is correct and, if available, provide the manufacturer associated with this part number? | The part number is manufactured by Stay Online Corps. Please see attached link for part number purchase. https://www.stayonline.com/power-cords/c14-to-c13-power-cords-3783.asp |
| 23 | Scope | The clause list incorporates DFARS 252.225-7036 ALT I. My authorized HP distribution channel has advised in writing that there is no TAA-compliant option for either HP line on the material list: |
- 9D9A7AA (MONITOR, qty 2) - country of origin China; no TAA-compliant HP monitor is offered
- 74U22AV / its standalone equivalent (512GB M.2 SSD, qty 30) - country of origin China; no TAA-compliant HP SSD is offered Because both lines are exact-match requirements, no quoter can supply them from a designated or free trade agreement country. Would the Government please confirm one of the following: that a determination of non-availability applies to these items, that the COTS exception permits them as quoted, or that a different part number is acceptable? The government confirms that each of these spare parts can be purchased directly through HP. Purchasing through US manufacturers (HP) will ensure that all parts are TAA compliant.
Please see updated Evaluation Criteria.
| 24 | Scope | Mission Grip revision. The revised Material List (ARMS COTS tab) lists 607-0028A REV D, while the Cage Codes tab in Attachment 3 lists 607-0028A REV C (CAGE 7R197). Please confirm which revision is required, and whether the other revision is acceptable. | Mission Grip 607-0028A is the correct part number, revision, which is not part of the P/N has been removed from both locations |
| 25 | Delivery | Export jurisdiction. Please confirm whether PTT-06-002-1014 (Push to Talk, CAGE 0VFW3) and 607-0028A (Mission Grip, CAGE 7R197) are ITAR-controlled or EAR-controlled. If either is ITAR-controlled, please confirm that the Government will provide the ITAR 126.4 endorsement letter described in Q&A #1 for that line. | All listed items are COTS and therefore are EAR controlled. |
| 26 | Scope | Q1P55A (16-port KVM switch). Q&A #21 says the answer will come in a forthcoming amendment. Please confirm that, consistent with Q&A #10, an HPE-designated successor part number will be accepted if Q1P55A cannot be sourced new. | Options similar to the Q1P55A inlude: APC KVM1116R and Raritan DKX3G2-116. HPE is partnered with APC to make KVM1116R the official recommended replacement. |
| 27 | Delivery | Australian import. Further to Q&A #6, can the Commonwealth of Australia Department of Defense or RAAF provide any duty or GST concession documentation (or a consignee import authority) for this delivery, or should quoters price full Australian duty and 10% GST? | See response to #6. "The awardee shall account for ALL shipping requirements to the destination, inclusive of customs. The Government will not serve as the freight forwarder, to include duty/ GST." |
| 28 | Evaluation | please clarify whether a small-business reseller/nonmanufacturer may quote, any applicable nonmanufacturer rule or waiver, manufacturer authorization/traceability requirements, mandatory past performance, required delivery/acceptance schedule, payment terms, and whether all line items must be quoted by one vendor. | Small business resellers may quote. RFO 52.219-33(b)(2)(iii) states the Nonmanufacturer Rule applies to orders expected to exceed the Simplified Acquisition Threshold (SAT). Manufacturer details, past performance requirements, delivery and acceptance schedule and payment terms are all noted in the Solicitation and Attachments. Multiple vendors are acceptable. |
| 29 | Evaluation | Please confirm the current October 30, 14:00 Eastern quote deadline and exact delivery destination. | Deadline is confirmed. Delivery destination is identified in the solicitation. |
| 30 | Evaluation | Is a budget or previous comparable award publicly available? | No budget is publicly available. Comparable awards can be searched on SAM.gov. |
| 31 | Scope | the evaluation language states that items offered must exactly match the required brand name manufacturer, specific part numbers, configuration, and quantities, and that "or equal" substitutions will be rated Unacceptable. Does the Exact Match requirement apply to every line item in Attachment 2 (Material List Rev1), or only to the brand name restrictive items identified in green in that list? For lines that are not highlighted, is the listed OEM part number still mandatory? | Those items that are highlighted in green are items that are Brand Name Restricitve Items. Brand Name restrictive items are items that need to be bought from the OEM without exception. The remaining items on the list are exact match but they can be purchased from different manufactures as long as the part numbers match. |
Please see updated Evaluation Criteria.
| 32 | Delivery | pricing must be FOB Destination to RAAF Base Edinburgh, SA 5111, inclusive of shipping, handling, and delivery costs. Is the quoter responsible for export and Australian import or customs clearance to destination, or will the government or the RAAF handle import clearance on arrival? | See response to #6. "The awardee shall account for ALL shipping requirements to the destination, inclusive of customs. The Government will not serve as the freight forwarder, to include duty/ GST." |
| 33 | Scope | the condition requirement states items must be new equipment procured from authorized sources. What evidence of authorized-source procurement should the quotation include, and is that evidence required at quote time or after award? | Quotes should show the authorized sources name and credentials to verify. The evidence should be provided at the time of quote and as requested throughout performance. |
