Or will each offeror be required to develop from scratch a RAM that specifies ALL Labor Categories they determine are required to meet ACTS II IDIQ DO requirements based on the provided

PWS?

The Government intends to provide a RAM with LCATS already specified. These LCATS will be inclusive of all LCATs on the ACTS II IDIQ.

73 5/29/2024

If the USG is to provide to industry a pre-determined RAM with LCATs already specified, it is our recommendation that the

RAM be inclusive of ALL LCATs on the ACTS II IDIQ across all DOs and that ALL LCAT names be consistent across the multiple spreadsheets (this is currently not the case for the spreadsheets shown at the recent Industry Day). Additionally, if the USG intends to provide the RAM to industry will the USG also include LCAT descriptions, Qualifications & Experience, and

Educational Requirements for each LCAT specified? Furthermore, will the USG then require each offeror to provide a mapping of Offeror’s Equivalent LCATs to the USG LCATs?

The Government intends to provide a RAM with LCATS already specified. These LCATS will be inclusive of all LCATs on the ACTS II IDIQ. Please review the draft RFP when released for further guidance.
