About this file

This document is an industry conference slide presentation related to the Advanced Computer-Based Training Systems (ACTS) II federal contract opportunity. The Department of the Navy, Naval Air Systems Command is hosting an industry conference on May 16, 2024, from 0900-1200 EST, at the Central Florida Tech Grove Partnership Building IV in Orlando, FL. The purpose of the conference is to provide information about the upcoming ACTS II IDIQ contract, which is expected to be released in the 3rd quarter of FY24, with an estimated award date in the 2nd quarter of FY25. The conference will include an open forum for vendors to ask general questions about the technical requirements or the upcoming RFP. Individual one-on-one meetings will also be offered for vendors to discuss proprietary information and their experience in the "gaming" and/or virtual maintenance training industry. Vendors interested in attending the conference must notify the government by May 10, 2024, and are limited to three participants per company.

ACTS-II Curriculum Development & Integration a

ACTS-II scope expanded to include curriculum Instructor-led training & Computer-based training

Includes new development, revision, and format conversion

The Government does not anticipate procuring standalone curriculum without procuring a related

MRTS 3D product

Contractor will be expected to have MRTS solution and curriculum integrated in the delivered solution

I.e., References to MRTS solution within TCCD COI, callouts to MRTS solution in LP RIA , generate job sheets for MRTS solution, etc.

Contemplated Acquisition Strategy

• FAR 16.5 Single Award Indefinite

Delivery/Indefinite Quantity (ID/IQ), similar to the successful

MRTS3D and ACTS I Single Award ID/IQ

• Single Award ID/IQ-only one offeror will be the awardee of this competition

• 5-year ordering period

• Approximate $99M ceiling

Contemplated Acquisition Strategy

• Only small businesses can compete to become the awardee for ACTS II.

• FAR 15 Best-Value Tradeoff

• Intend to award w/o discussions

• Don't assume you can improve your position during discussions (make your best offer right off the bat…)

• The Government will reserve the right to enter discussions.

• Contemplated evaluation criteria:

• Technical-There will be a delivery order that will be awarded initially. The

DO will be used to evaluate the technical aspect.

• Past-Performance will be evaluated for the Prime, Joint Venture

(JV) Members and Subcontractors that perform 25% or more of the work.

• Price-There will be three pricing aspects that will form the total evaluated price. The DO, Resource Allocation Matrix and the Curriculum Pricing Spreadsheet.

Note: Order of importance is not indicated or implied

ID/IQ and DO History

• MRTS 3D ID/IQ, 2015-2020. Total awarded amount $48M, 38 DOs were awarded at an average of $1.275M

• ACTS I ID/IQ, 2020-2025. Total awarded amount to date is apprx. $37.5M, 24 DOs have been awarded at an average value of $1.6M

• An estimated 6-8 DOs will be ordered each year with a $99M ceiling on ACTS II

Technical

• An Initial Delivery Order with a real task will be evaluated and awarded.

• The DO will cover the three basic roles as highlighted in the SOW:

• Software

• Hardware

• Curriculum

• The Government will evaluate the DO to determine the Offeror’s understanding of, approach to and ability to meet or exceed the solicitation requirements

Past Performance

• Prime, JV Members and Sub-Contractors, completing 25% of the work or more, will be required to submit Past Performance.

• 3 Past Performance examples over the previous 5 years for each of the above. Either a Contractor Performance Assessment Report (CPAR) or a Past Performance Information Form (PPIF). The PPIF will be an attachment to the RFP.

• The Government will evaluate for Relevancy and Demonstrated Past Performance

Past Performance (2)

• The Relevancy evaluation will determine how relevant the Past Performance record being evaluated is to the requirements of this solicitation.

• There will be multiple tiers with-in relevancy, i.e. Very Relevant, Relevant & Somewhat Relevant etc.

• For Scope we will be looking at mrts3d software application and courseware products

• Demonstrated Past Performance will evaluate key areas that are highlighted in the RFP, i.e. Quality of Products, Schedule etc (these are examples only).

Price

• Price will be evaluated in 3 sections that will give a Total Evaluated Price (TEP).

• The Priced DO

• Resource Allocation Matrix (RAM)

• Curriculum Pricing Worksheet

• The RAM will list labor categories with estimated hours for an estimated number of DO's per year. The RAM will be filled out for all five years with fully burdened rates (G&A, Overhead, Profit etc). The RAM will be used for pricing of the Software role over the five years of the ID/IQ. These hours will solely be estimates and may be exceeded each year.

Price (2)

• The Curriculum Pricing worksheet will serve the same purpose as the RAM, but for the Curriculum role of the ID/IQ. An estimated number of hours will be provided for each labor category and fully burdened rates will be input and will be used over the five years of the ID/IQ.

• The pricing for the DO in the RFP will be required to use rates from both the RAM and the Curriculum Pricing Worksheet.

Price (3)

• The TEP will be used to evaluate overall pricing of the proposal.

• The RAM and Curriculum Pricing Worksheet will be evaluated for a balance assessment to assess whether labor pricing is overstated or understated.

• Price Reasonableness will be established by competition.

Other Contemplated Conditions

• NAICS code 541330, Engineering and Technical Services

• Size standard of $47.0M annual revenue averaged over the last five years

• DD 254 will be issued at the Base Contract level. Secret Facility Clearance will be required for award, with a possibility up to Top Secret.
