| Question | Answer | Amendment Required? |
| 1 | PWS Para 5.7, Classroom Responsibilities, states "The contractor shall demonstrate that the classroom is a minimum square footage of 1950 sq. ft. IAW UFC INST 2-000-05N." Please provide clarification on the classroom size requirement. There are also two classroom, a lecture classroom, and the learning center/"hands on" training classroom |
| There is only one classroom, a lecture classroom, required by the PWS. Although "hands on" training does not require its own classroom, it does require an area that must provide some protection from inclement weather. PWS Para 5.7 has been updated to add "The contractor shall provide a “hands-on” training area that can provide a safe and effective training environment for a maximum number of 24 students. The “hands-on” training area must also provide some protection from inclement weather.” |
PWS Para 5.7 has been updated; “The Government has used the requirements set forth in UFC 2-000-05N as guidance in determining the amount of space required for this effort. As such, the lecture classrooms shall be a minimum of 588 sq. ft.
Calculation:
(1) 24 (max number of students) x 22 sq. ft. (per seat) = 528 sq. ft.
(2) 528 sq. ft. + 60 net sq. ft. (Instructor’s Work Space) = 588 sq. ft."
The Government has used the requirements set forth in UFC 2-000-05N as guidance in determining the amount of space required for this effort. As such, the lecture classrooms shall be a minimum of 588 sq ft.
| Calculation: 24 (maximum number of students) x 22 sq. ft. per seat = 528 sq. ft. (Reference Table 17110-1) + Instructor’s Work Space 60 net sq. ft. (Reference Table 171-1) = 588 Total sq. ft. required for academic lecture classroom | Y | |||
| 2 | Is the 60 day mobilization firm, or can it be shortened by 30 days if all items are satisfied? | PWS Para 4.3 has been updated; “If all mobilization requirements have been met prior to 60 days, the Government will coordinate with the Contractor to commence training.” | Y | |
| 3 | To ensure uniformity of all site features of the training facility, consider updating PWS para 4.3, Mobilization Phase, as follows: |
During the mobilization phase, and prior to the Navy Education training Command (NETC) High Risk Training Evaluation (HRTSE), the contractor shall have in place the following and be submitted to Navy Education Command for review prior to evaluators arriving for the site inspection. All required materials, equipment, classroom and training facilities required to provide the training.
The contractor shall also provide a Letter or certificate from the Department of Ecology stating the training facility and 25 feet from student contact, has been certified not to contain any known contaminants such as Carcinogenic Hydrocarbon residual, Carcinogenic Class A wood burning soot or debris , AFFF and its accumulated “Forever chemicals” known as PHAS, PHOA, or any chemical toxins over the EPA limits.
The contractor shall also provide a Fire Marshall Building Code Inspection Certificate of Occupancy, Specifically Identifying and Certifying the High-Risk Live Fire Trainer(s)(Multi-level), its propane systems and its electrical systems, meet local, state, and federal IBC International Building Codes, and NFPA 1402, 1403, OSHA 29CFR standards.
The contractor shall provide a Fire Marshall Building Code Inspection Certificate of Occupancy, specifically identifying the High-Risk Damage Control Trainer, its propane or electrical heating systems, its electrical systems, it’s water supply and storage facility, meet local, state, and federal IBC International Building Codes and NFPA 1402, 1403, OSHA 29CFR standards.
The contractor shall provide a Fire Marshall Building Code Inspection Certificate of Occupancy, Specifically identifying the Student site Restroom facilities, its electrical, ventilation, hot water / heating systems, and Potable water supply, meet local, state, and federal IBC International Building Codes and NFPA 1402, 1403, OSHA 29CFR standards, as well as the Department of Health Services.
The contractor shall provide a Fire Marshall Building Code Inspection Certificate of Occupancy, Specifically identifying the Classroom Academic Facility, Electrical and heating systems, Restrooms, and Potable water supply, meet local, state, and federal IBC International Building Codes and applicable NFPA 1402, 1403, OSHA 29CFR standards, as well as the Department of Health Services. PWS Para 4.3 has been updated to provide, “In addition, the contractor shall provide its Certificate of Occupancy 14 days after contract award."
The last sentence of PWS Para 4.3 has been added to state “If the contractor does not provide the Certificate of Occupancy, the PCO reserves the right to terminate the contract for default in accordance with the terms of the contract.”
As different cities in Washington State have different permitting requirements, the Government identified a uniform, state-wide, requirement for a Certificate of Occupancy, to be submitted by bidders, which meets the Government's need to verify each bidder is legally authorized to operate in the state of Washington. Safety of the trainer will be determined during the post-award HRTSE inspection.

| 4 | PWS Para 8.1, Contractor Training Facilities, states "The facilities shall have acceptable environmental conditions found in an academic setting such as heating, cooling, utilities and support to ensure undistracted and productive training. The contractor shall provide separate male and female restrooms and changing rooms with operable environmental conditions (68-76 degrees) IAW 29 CFR 1910.141(d) (2) (ii). Each lavatory shall be provided with hot and cold running water or tepid running water and hand soap or similar cleaning agents shall be provided IAW 1910.141(d)(2)(ii)." Please provide clarification. |
(a) Does the statement “Facilities shall have acceptable environmental conditions found in an academic setting such as heating, cooling, utilities and support to ensure undistracted and productive training” refer to both the general academic lecture classroom and the learning center / hands on classrooms? If so, would this mean both classrooms would have doors on them so students could be comfortable. Undistracted, and gain productive training?
(b) Does the statement “The contractor shall provide separate male and female restrooms and changing rooms with operable environmental conditions (68-76 degrees) IAW 29 CFR 1910.141(d) (2) (ii). Each lavatory shall be provided with hot and cold running water or tepid running water and hand soap or similar cleaning agents shall be provided IAW 1910.141(d)(2)(ii)” refer to portable potty’s or trailer mounted restrooms or permanent restroom facilities? 29 CFR 1910.141(d) “Porta Potty’s” do not have operable environmental ventilation, flushing away of solids and liquids or running hot or warm water” and in most case is not suitable for women use, These are also not recommended for use if potential freezing conditions exist due to the units being non-heated and a hazard to skin.
“portable or mobile restrooms” offer a larger Porta potty design mounted on a trailer. These are typically offered with a 100-gallon non potable water supply vessel for flushing. Pump, and ventilation, and some with heat. Because these are portable in design, they require a power connection by the end user in order to operate the light, ventilation, pump, and heat if supplied. Typically, a 30-amp outlet is required and if not supplied an electrical permit is required to install one at any commercial or academic facility”. A city placement permit is required for a trailer mounted portable restroom if stationary for more than 30 days. These are also not recommended for use if potential freezing conditions exist due to all water must be drained from the units to avoid bursting of pipes.
“Permanent restroom facility” comes complete with “operable environmental conditions”. It is a Permitted and approved IBC, Osha, health department, inspected facility that meets all public restroom criteria.
(c) Does the statement “changing rooms with operable environmental conditions (68-76 degrees)” mean separate male and female changing / locker rooms equivalent in size 20sf per student? Heated and ventilated?
(a) PWS Para 8.1 has been updated; “The requirement is to have an academic lecture classroom that is subject to the environmental conditions found in an academic setting such as heating, cooling, utilities and support to ensure undistracted and productive training. The environmental conditions do not apply to the “hands-on” classroom/training areas." There is no requirement for doors.
(b) As defined, a porta potty does not meet the requirements. As defined, portable or mobile restrooms and/or permanent restroom facilities could meet the requirements.
PWS Para 8.1 has been updated: "The contractor shall provide changing rooms and separate male and female restrooms with operable environmental conditions (68-76 degrees). Additionally, IAW 29 CFR 1910.141(d) (2) “Lavatories,” each lavatory shall be provided with hot and cold running water or tepid running water; and hand soap or similar cleaning agents shall be provided; and individual hand towels or sections thereof, of cloth or paper, air blowers or clean individual section of continuous cloth toweling shall be provided."
(c) Separate changing rooms are not required, and PWS Para 8.1 was amended, as outlined above, to be clearer. A sentence was also added to the end of PWS Para 8.1 to provide space requirements as follows, "Using the UFC 2-000-05N as guidance, the Government has set forth the following space criteria: Female restrooms shall be a minimum of 250 sq. ft.; Male restrooms shall be a minimum of 400 sq. ft.; Changing rooms shall be a minimum of 200 sq. ft.; Female Restrooms/Changing rooms (if used for both purposes) shall be a minimum of 450 sq. ft.; Male Restrooms/Changing rooms (if used for both purposes) shall be a minimum of 600 sq. ft. If changing rooms are separate from the restrooms, they must also meet operable environmental conditions (68-76 degrees)."
The changing rooms must have operable environmental conditions (68-76 degrees). PWS Paragraph 8.1 has been updated to add "If changing rooms are separate from the restrooms, they must also meet operable environmental conditions (68-76 degrees)."

| 5 | PWS para 8.1 states "The FFT and DCT shall meet Federal, state, and local permitting, licensing, etc. requirements necessary to be an operable facility. The FFT and DCT shall also meet Federal, state, and local safety and environmental requirements (e.g., OSHA 29 CFR 1910, NFPA 1402, NFPA 1403), and be able to meet the course objectives of the courses describe in paragraph 5.13." May we suggest the additional reference to 4.3 mobilization phase with the Suggested edits for clarity and uniformity of all site features of the training facility? | As referenced in response to question 3, PWS Para 4.3 has been updated; “In addition, the contractor shall provide its Certificate of Occupancy 14 days after contract award." |
| PWS Para 4.3 has been updated to add, “If the contractor does not provide the Certificate of Occupancy, the PCO reserves the right to terminate the contract for default in accordance with the terms of the contract.” | Y | |
| 6 | PWS para 8.2, Transportation of Student" states "The contractor shall provide transportation for students to and from Naval Station Everett or USCG Base Seattle to contractor’s facilities. The Government pick-up point is: |
1. Naval Station Everett 2000 West Marine View Drive, Everett, WA. 98207
2. USCG Base Seattle 1519 Alaska Way South Seattle, WA 98134 The Contractor shall keep transportation / travel time (includes driving and ferry time) under 2 hours in each direction. The Government will provide the CANTRAC schedule 24 hours prior to the course convening."
Since the majority of sailors are coming from Naval Station Bremerton it seems prudent that a statement be added to 8.2 to include
3. Naval Station Bremerton 120 South Dewey Street Bremerton, WA 98314
Student shall be transported from pickup gate to training facility gate and back, within a Navy Certified Transportation Company Bus. There shall be no student exposure to inclement weather during the transportation.
PWS Para 8.2 has been updated to include Naval Station Bremerton, 120 South Dewey Street, Bremerton, WA 98314.
PWS Para 8.2 has been updated: "Transportation shall be provided using contractor-owned vehicles, or in the case of no owned vehicles, via a DoD approved transportation vendor. A link to approved vendors can be found at https://www.defensetravel.dod.mil/site/bus.cfm."
| This approach was verified with the approriate DoD travel officials. The Government declined to include the verbiage regarding "no student exposure to inclement weather during the transportation" as this would be a difficult requirement to enfource, and while the bidder may be able to shield students from the bus to their facility, it may be impossible to shield them from the NAS pick up point to the bus. | Y | |
| 7 | PWS para 8.4, Contractor Facility (structural), states "The Contractor shall provide proof that an annual Structural Integrity survey of the firefighting trainer has been performed in accordance with NFPA 1403 and provide documentation that a process is in place to correct any identified deficiencies. The contractor shall make the survey results available at the Governments request (CDRL A005)." |
We agree that all of the NFPA 1403 Standards apply and should be referenced to be “required and followed” in the PWS. We would insist that chapter 7, PARA 7.1.3 and 7.1.3.1, 7.1.4, 7.1.4.1, 7.2.2, 7.2.1.1, 7.2.2, be added to the requirement of 8.4 Contractor Facility (Structural)
| As referenced in PWS Para. 8.4, the contractor is required to provide proof that an annual structural integrity survey of the firefighting trainer has been performed in accordance with NFPA 1403. The NFPA 1403 standards, including those referenced in the question, apply to and are encompassed in such language. | N |
| 8 | PWS para 8.5.1, Storage Facility, states "The Contractor shall provide on-site storage space for the purpose of storing firefighting/damage control equipment (GFP). The size of the storage unit shall be at least a 10ft x 20ft and lockable." |
Based on the amount of gear associated with this requirement, a 10 x 20 space does not appear sufficient for 24 students to gather gear or for the gear to dry. 24 minimum hanging FFE ensembles, helmets, and a glove drying rack, and SCBA walk away brackets and bottle storage. The required space at a minimum is 16’ x 30’ and with the addition of the new GFP sanitation cabinet (we were told that the requirement now will be to sanitize each ensemble daily after use.) there is an additional need for space of 8’ x 20’ just for the sanitizer unit and hangers for gear. Since the Navy GFP is extensive and requires service daily, electricity, lights, heat, and power ventilation should be listed as a requirement as well. We would like to suggest the following edits.
8.5.1 Storage Facility. The Contractor shall provide on-site storage space for the purpose of storing and distributing GFP as identified in 8.5 to students and an additional space of 20sf to allow students to don their assigned FFE’s and or assigned /damage control equipment. The size of the storage unit shall be at least 16ft wide x 30ft long, with lights, heat, and adequate ventilation to prevent molding. In addition, the contractor shall provide an additional minimum 8’ wide x 20’ long sanitation locker with adequate power, heat, lights, and power ventilation to support the GFP sanitation cabinet and hanging brackets for ensembles. The storage and locker shall be lockable and secure.
PWS Para 8.5.1 has been updated; “The Contractor shall provide on-site storage space for the purpose of storing firefighting/damage control equipment (GFP). The size of the storage unit shall be a minimum of 400 sq. ft. and lockable. In addition, the Contractor shall provide sufficient space and meet electrical specifications to accommodate the GFP Fire Sanitation Cabinet as outlined in the Owner’s Manual (Attachment 9).”
The GFP Fire Sanitation Cabinet Owner's Manual has been incorporated into the IFB as Attachment 10 under Section J.
An updated Attachment 7, GFP, has been incorporated into Section J of the IFB to include the GFP Fire Sanitation Cabinet.
Regarding the space to allow students to don their assigned FFEs and/or assigned damage control equipment, the Government does not believe this must be an added requirement to the PWS as it can be accomplished in a variety of ways, and elected not to add the verbiage.
| Additionally, PWS para 8.5 was updated to include the requirement to sanitize firefighting ensembles as follows, "Firefighting ensembles shall be laundered IAW NFPA 1971, no more than twice per year. Firefighting ensembles shall be sanitized using the GFP Fire Sanitation Cabinet (SANIDEFENXFD), IAW SWSC’s SANIDEFENXFD Standard Operating Procedures provided as Attachment 11." | Y | |||
| 9 | The IFB includes DFARS 252.204-7019. Is this really required for this procurement? | After a review of the requirement, the language included in the provision, and the Defense Pricing and Contracting memo dated 25 Nov 2020, it was determined there are no contractor covered information systems included in this this effort, and as such, it is not applicable. The provision will be removed. | Y | |
| 10 | The IFB states “In addition, the contractor shall provide its Fire Marshall Building Code Inspection Certificate, prior to CSD” However, under the Seattle Fire Code, the fire code official does not provide such a certificate. Instead, the fire code official issues “occupational permits” for specific uses listed under Section 105.6. There is no specific use for a firefighting training facility. But there are items on the firefighting training facility that would require an occupational permit such as liquid petroleum gas tanks. So, we request that the IFB be revised by deleting “In addition, the contractor shall provide its Fire Marshall Building Code Inspection Certificate, prior to CSD” and inserting “In addition, the contractor shall provide all required permits from the Fire Code Official, prior to CSD.” |
FYI, the City of Bremerton does not provide a Fire Marshall Building Code Inspection Certificate either. See attached email from them.
PWS Para 4.3 has been updated; “The Contractor shall provide its Certificate of Occupancy 14 days after contract award."
PWS Para 4.3 has been updated “If the contractor does not provide the Certificate of Occupancy, the PCO reserves the right to terminate the contract for default in accordance with the terms of the contract.”

| Yes, bids must be submitted via PIEE. | N |
| 12 | Please give us some additional clarification on these dimensions you have posted here: |
"using the UFC 2-000-05N as guidance, the Government has set forth the following space criteria: Female restrooms shall be a minimum of 250 sq. ft.; Male restrooms shall be a minimum of 400 sq. ft.; Changing rooms shall be a minimum of 200 sq. ft.; Female Restrooms/Changing rooms (if used for both purposes) shall be a minimum of 450 sq. ft.; Male Restrooms/Changing rooms (if used for both purposes) shall be a minimum of 600 sq. ft. If changing rooms are separate from the restrooms, they must also meet operable environmental conditions (68-76 degrees)."
I have gone through the UFC and I believe you are referring to design dimensions for architects designing interior spaces for DOD buildings. I don't believe this should apply to the training grounds. The Government adjusted the PWS to reflect the Government's review of the calculation. Upon review, the Government determined that OSHA contains guidance that is more appropriate for use here. PWS Paragraph 8.1 has been updated, “Using OSHA 1910.141(c)(1)(i) table J-1 as guidance for restrooms/toilet facilities, for a student population of 16-35 there shall be a restroom/toilet facility which contain a minimum of 2 water closets for males and 2 water closets for females. “
| For the changing rooms, UFC 2-000-05N indicates 200 square feet is acceptable for male students. The UFC also indicates the need to account for 5% of students as females for the purpose of restrooms/showers. While the Government believes it would be reasonable to apply the same 5% to space required for changing rooms, 5% of the 24 student maximum would equate to 1.2 sailors. It is highly likely there will be significantly more than 1 female in many of the courses, however, it is very unlikely that more than 50% of the students in a given course will be female. Therefore, the Government believes that 100 square feet would be adequate for female students. PWS Paragraph 8.1 has been updated, "Using the UFC 2-000-05N as guidance, changing rooms shall be a minimum of 100 sq. ft. for females and 200 sq. ft. for males." | Y | |
| 13 | Suggested wording to simplify the requirement “The contractor must maintain functional and daily sanitized Restroom Lavatories. Lavatories must accommodate a minimum of four students each having a private toilet, a wash basin with soap, sanitizer, Towels, hot and cold potable running water, Heat, venting, and permanently connected to a sanitary sewer system meeting all federal, state, and local jurisdictional health and sanitation department requirements” |
Portable or trailer mounted porta potty will not be excepted.
| The Government declines to incorporate this language. The Government's requirement is identified in PWS Paragraph 8.1. | N | ||
| 14 | The amended PWS provides "Using the UFC 2-000-05N as guidance, the Government has set forth the following space criteria: Female restrooms shall be a minimum of 250 sq. ft.; Male restrooms shall be a minimum of 400 sq. ft. . . ." . This UFC guidance does not provide specific space criteria for restroom facilities for fire-fighting training facility, nor does it correlate the restroom space to the number of water closets required. By contrast, the amended PWS also cites OSHA regulation 29 CFR 1910.141, which dictates the number of water closets required per person and thus the contractor will be required to provide the space necessary to accommodate these water closets. Can the Navy delete the UFC 2-000-05N reference as conflicting or unnecessary? If no, can a contractor comply with the UFC space requirements by providing multiple mobile restrooms that collectively meet the space requirements? | Upon review, the Government determined that OSHA contains guidance that is more appropriate for use here. PWS Paragraph 8.1 has been updated, “Using OSHA 1910.141(c)(1)(i) table J-1 as guidance for restrooms/toilet facilities, for a student population of 16-35 there shall be a restroom/toilet facility which contain a minimum of 2 water closets for males and 2 water closets for females. “ | Y |
| 15 | The amended PWS 8.2 adds the Naval Station Bremerton as an additional transportation point. Does this mean the Navy shall not provide transportation for students traveling to or from this transportation point? And since the Navy is paying for it, does this also mean the contractor shall be responsible for making transportation available from this transportation point even if some students decide to drive to the training location in their personal vehicles? | The contractor shall provide transportation for students traveling to or from all transportation points. Yes, the contractor shall be responsible for making transportation available from this transportation point even if some students decide to drive to the training location in their personal vehicle. | N |
