1. CDRL B001 IS COMMON ACROSS ALL TECHNICAL DATA CLINS. THE CONTRACTOR SHALL SUBMIT ONLY ONE (1) CONSOLIDATED IMP THAT CLEARLY DELINEATES EACH OF THE CONTRACTED EFFORTS.

2. BLK 4: CONTRACTOR FORMAT ACCEPTABLE. REF ALL DID PARAS AND SUBPARA ITEMS APPLY.

3. BLK 10: CONTRACTOR SHALL DELIVER A DRAFT AND FINAL VERSION OF THE IMP.

4. BLK 12/13: FIRST (DRAFT) SUBMISSION SHALL BE DUE AT POST AWARD CONFERENCE. SECOND (FINAL) SUBMISSION SHALL IN ACCORDANCE WITH THE GOVERNMENT-ACCEPTED INTEGRATED MASTER SCHEDULE (IMS).

5. BLK 14: SUBMISSIONS SHALL BE IN MICROSOFT OFFICE (WORD) 2010 OR LATER. SUBMISSIONS SHALL BE POSTED TO THE CONTRACTOR DELIVERABLE WEBSITE OR TRANSMITTED ELECTRONICALLY BY EMAIL TO DESIGNATED ADDRESSES. AN E-MAIL INDICATING THE SUBMISSION IS READY FOR GOVERNMENT REVIEW SHALL BE SENT TO DESIGNATED ADDRESSES, INDICATE THE DATE THE GOVERNMENT REVIEW COMMENCES, AND INCLUDE NAWCTSD FORM 4330 WITH THE APPROPRIATE INFORMATION FILLED IN. THE CONTRACTOR SHALL PROVIDE THE GOVERNMENT WITH AT LEAST ONE DAYS NOTICE PRIOR TO THE BEGINNING OF THE GOVERNMENT REVIEW PERIOD. EMAIL ADDRESSES ARE IN SECTION F OF THE CONTRACT SCHEDULE.

6. THE GOVERNMENT WILL HAVE 20 WORKING DAYS FOR REVIEW AND ACCEPTANCE/REJECTION OF EACH SUBMISSION.

Block4 “Authority” - The Contractor shall provide monthly IPMRs per DID DI-MGMT-81861A except as modified per the following:

Formats 1 thru 4, and 7 instructions:

A.) ‘2.8.2. When EVM DFARS is Not Applicable’: Formats 1 through 4, and Format 7, are not applicable to this CDRL.

Formats 5 and 6 instructions:

B.) ‘2.4. Subcontractor Requirement’ and ‘3.7.1.1.2. Subcontractor Flowdown’: Separate Formats 5 and 6 for each subcontractor, with an IPMR DID Format 6 flow down requirement, shall be delivered with the Prime’s IPMR CDRL delivery. All tailoring instructions denoted in ‘Block 16’ of this CDRL also apply to the Prime’s subcontractor IPMR deliverables.

C.) ‘2.8.2. When EVM DFARS is Not Applicable’: The following sections of the IPMR DID are applicable (omitting references to Formats 1-4 and 7): 1.3, 1.4, 1.5, 2.1.1, 2.1.1.2, 2.2.5, 2.3, 2.4, 2.5.1, 2.6.1, 2.7, 3.6.7 thru 3.6.7.5, 3.6.11.2, 3.6.11.3, and 3.7 thru 3.7.3.

Format 5 instructions:

D.) ‘2.2.4. Native Variance Analysis Format’: Format 5 shall be submitted in any electronic file format (e.g., Excel, Word, or PDF) that facilitates human readability.

Format 6 instructions:

E.) ‘2.2.5. Native Schedule Format’: Capability to access the data in the native format from Government sites shall be provided by the Contractor.

F.) ‘3.7.1.3.6. Schedule Risk Assessment (SRA)’: Unless otherwise directed by the Government, the following shall apply:

1) Individual, vice ‘Global’, estimates and rationale shall be developed and applied to all tasks on the following paths:

a. Primary critical path to the final major program milestone

b. Primary, secondary and tertiary driving paths to the next major milestone

c. High-risk tasks/ activities in the contractor’s risk management plan

2) Remaining tasks’ three-point estimates and rationale shall be individually or globally applied.

G.) ‘3.7.1.3.6.4. SRA Reporting Frequency’: The contractor shall participate in semi-annual SRAs with the Government. The contractor shall also submit results of any other SRAs that are conducted to be in accordance with their company’s associated guidance.

H.) 3.7.1.3.8 “Reserve Fields”: The IMS shall include the following fields and each task shall be traceable to these fields:

a. Field for CLIN

b. Field for SOW paragraph

c. Field for Contract Work Breakdown Structure (CWBS)

d. Field for Performing Company (include name of Prime or Subcontractor performing the work)

e. Field for Level of Effort (LOE) activities if they are present in IMS

f. Field for Organizational or Functional Code

I.) ‘3.7.3. Task/Activity Codes and Data Dictionary’: The first monthly analysis narrative submission for Format 6 shall include the ‘Schedule Assumptions’ and ‘Data Dictionary’. Any change, post-first submission, to the ‘Schedule Assumptions’ or ‘Data Dictionary’ requires re-submittal of the information with the affected IPMR deliverable.

Block 8 “APP Code” - instructions:

A.) Reviewing activity is NAWCTSD. The Government will have 15 working days for review and acceptance/rejection of each submission.

Block 12 “Date of First Submission” - instructions:

B.) ‘2.5.1. Monthly Submission Requirement’ and ‘2.6.1’: First submission of Formats 5 and 6 is due within 12 working days after the end of the first full accounting period following Authorization to Proceed (ATP).

Block 13 “Date of Subsequent Submissions” - instructions:

C.) ‘2.5.1. Monthly Submission Requirement’ and ‘2.6.1’: Subsequent submissions of Formats 5 and 6 are due within 12 working days after the close of the contractor’s monthly accounting period.

Block 14 “Distribution” - instructions:

Digital media shall be available for download via contractor’s website with an email notification to Block 14 addressees. PCO shall be Letter of Transmittal only.

Block 10/12: Initial submission is required within twenty (20) working days after contract award.

Block 13: Revisions shall be due as changes are generated throughout the life of the contract. Data for CLIN options shall be added to the CWBS for each CLIN option that is executed.

The CWBS and dictionary shall be prepared in Microsoft 2010 compatible Excel for Windows format. Submissions shall be provided as an electronic file compatible with Microsoft Office 2010 format. Digital media shall be submitted via e-mail and shall be available for download via contractor’s website with an email notification to blk 14 addressees.

The Government shall have 30 calendar days for review and acceptance or rejection of each submission.

The Contractor shall implement Government comments and submit with next scheduled submission.

Block 8 - Approval and distribution statement required.

Block 9 - The following distribution statement shall be included on the deliverable:

The Operations Security (OPSEC) Plan format and content shall be in accordance with the following:

1. The OPSEC Plan shall be marked “FOR OFFICIAL USE ONLY,” with “Exemption Category b(2)” specified in accordance with SECNAVINST 5720.42F, Enclosure (4), DoN Freedom of Information Act (FOIA) Program.

The OPSEC Plan shall specify control, destruction, transmission, dissemination, storage, and/or marking requirements for sensitive unclassified information, (as defined in the Computer Security Act of 1987, including “FOR OFFICIAL USE ONLY (FOUO)” information).

1. The OPSEC Plan shall specify how the transmission of privacy data, intellectual property, and acquisition related information, will meet the requirements of Federal Information Processing Standard (FIPS) 140-2 compliant protection.

1. The OPSEC Plan shall specify how public releases will be approved prior to release.

1. The OPSEC Plan shall define specific “Critical Information,” rather than Essential Elements of Friendly Information (EEFI), to determine what data requires protection. Care shall be taken when compiling a list of “Critical Information”, as this is much broader than an EEFI list. Also, a listing of EEFI, a subset of critical information that is limited to “counter, kill, or clone” data, may be classified.

1. The OPSEC Plan shall address the use of Distribution Statements on technical documents within the OPSEC Plan, as required by Exhibit 8A of SECNAVINST 5510.36.

1. The OPSEC Plan shall delineate graphic arts support for sensitive unclassified and/or FOUO program information. The OPSEC plan shall delineate how graphic arts support will be provided, and how graphics products are produced, handled, used, stored, and transmitted. (This requirement focuses on materials prepared by program personnel for conferences, briefings, trade shows, and/or expositions.)

1. If applicable, the OPSEC Plan shall specify how the approval for use of deception activities will be coordinated through AIR-7.4.4 to CNO.

1. The OPSEC Plan shall specify how foreign travel briefs required for employees traveling to foreign countries will be provided. The processes and procedures for foreign travel briefs and foreign national involvement in the program shall be clearly specified.

Software Vendor Integrity Statement

DESCRIPTION

The Vendor Integrity Statement for software shall be a written and signed contractor certification that assures that trainer application software delivered to the Government has been examined according to National Industrial Security Program Operating Manual (NISPOM), paragraph 8.302 and certified in accordance with NISPOM paragraph 9.201. the results of the examinations must indicate that the software is in good working order and has no elements that might be detrimental to the secure operation of the resource operating system. Elements detrimental to the secure operation include:

a. Malicious code

b. Trojans, worms, logic bombs, and other computer viruses

c. Backdoors

d. Ad-ware, Spy-ware, or web bugs that have the ability to track user behavior

e. Code that permits functions that are beyond the actual publicized intent of application capability

f. Software that will not function properly with the operating system configured securely

BACKGROUND

Appendix C of the NISPOM defines the Evaluated Products List as an inventory of operating systems that has been evaluated against criteria found in DoD 5200.25-STD. Information Assurance policy (DoDD 8500.1) requires that IA-enabled products (such as operating systems) comply with the evaluation and validation requirements of National Security Telecommunications and Information Systems Security Policy Number 11. DoDD 8500.1, Information Assurance, superseded DoD 5200.28-STD. Paragraph 4.18 of DoD 8500.1 requires that IA-enables IT products incorporate into DoD information systems be configured in accordance with DoD-approved security configuration guidelines.

The Vendor Integrity Statements for trainer application software shall consist of the following certification, dated and signed by an authorized representative of the contractor, on company letterhead:
