Draft Delivery Order 0001 RRL FY21 Content Conversion Master at Arms Rating 10 February 2020
SCOPE
This delivery order (DO) defines the effort for design, development, testing, and delivery of products in support of the Sailor 2025 (S2025) Fiscal Year 2021 (FY21) Ready Relevant Learning (RRL) Content Conversion (CC) effort for the Master at Arms (MA) rating that will be used in the Lackland AFB Learning Site. Associated travel will be required.
MA Rating It is estimated that the MA rating effort will result in development of approximately 632 instructional hours of training content (Table 1) that shall be required to run on the Naval Education Training Command (NETC) Learning Management System (LMS) ATLAS PRO. Supporting documents for classroom instruction and labs shall require development in Content Planning Module/Learning Object Module (CPM/LOM). Of these instructional hours are 624 hours of IFIT augmented by IMI and labs which include practical applications and performance assessments. The Contractor shall design and develop an integrated curriculum that incorporates the learning activities into MA classroom activities and labs.

MA Rating Complex Media Requirement The Government anticipates providing Military Characteristics Documents (MCDs) as GFI approximately five months after DO award. These MCDs will contain details on Complex Media requirements beyond the data delivered in the Functional Requirements Document (FRD). There are two Learning Objectives for the MA Rating which require Complex Media, as follows:

For planning purposes, additional data from the MA rating media/fidelity analysis and FRD is provided as GFI until the MCD is available. Based on the GFI MCD, FRD and associated workbook, the contractor shall design, develop, test and deliver complex media addressing each of the media characteristics in support of the specified MA rating learning objectives.

WORK PLAN
1. DO Kickoff meeting to be held in conjunction with initial Data Gathering Meeting at Contractor’s facility
2. In Progress Reviews (IPRs) to be held at Contractor’s facility
3. Biweekly IPTs to be held via teleconference
4. Final Acceptance Courseware materials described herein will be accepted when all discrepancies associated with this development have been corrected and tested, to the extent required by the Government and contractor test teams. In order for final acceptance of the courseware to occur, the contractor shall satisfactorily demonstrate that the courseware:
a. Is acceptable by NeL tests for conformance to their requirements
b. Plays on a stand-alone NMCI system from a CD-ROM
c. Operates over Training Network (TRANET)
