PART II - SITE OPERATIONS AND MATERIAL SUPPORT PACKAGE (MSP) INFORMATION
1. TRAINING SYSTEMS & EQUIPMENT (TS/E) NORMAL OPERATING HOURS AND SCHEDULING REQUIREMENTS.
1.1 Government Scheduled Use (GSU).
Government Scheduled Use (GSU) can be found in each attachment for each trainer under paragraph 3, Normal Operating Hours and Scheduling Requirements.
2. MATERIAL SUPPORT PACKAGE (MSP).
2.1 Specific Inventories.
Inventory listings of these items are available at each training system and equipment location. Specific Inventories of all GFP, physically verified by the Government and Contractor, shall be formally turned over to the Contractor on or about the CSD for a given training system and equipment, for which the Contractor shall sign for and accept their custody. These inventories shall reflect both the existence and condition of these assets, and shall become the baseline inventory and the standard against which the Contractor is measured when the GFP is returned to the Government. (See PWS, Part 4, Paragraph 4.50, Material Support Package.)
2.3 Government Furnished Facilities (GFF).
2.3.1 GFF Coverage.
GFF consist of maintenance, storage, office, and trainer spaces.
2.3.2 GFF Square Feet and Contractor Custody.
The following GFF is intended to be placed in the custody of the Contractor for the term of the contract:

RECRUIT TRAINING COMMAND (RTC) GREAT LAKES, IL
Contractor must procure at its expense all items, materials, gases, etc. required to perform all preventive maintenance actions necessary for calibration and alignment (e.g., span and zero gas used for calibration of the propane detection system). These items include, but are not limited to, certain test gases that are expensive. Exception: if the government requires the use of the contractor procured test gases when performing a re-host or other modification to the trainers, then the contractor may request reimbursement through the consumables contract line item.

1. DESCRIPTION.
1.1 General.
Training system and equipment 19F5 is a Recruit Fire Fighting Trainer, which is used to provide indoctrination and exposure training for recruit personnel. This involves teaching the identification and extinguishment of various Class A, B, and C fires, using live, computer-controlled, propane-fueled fires. These simulated fire emergencies are staged, under program control, in structures called fireplaces that are built to resemble equipment or locations, such as trash cans, bilges and electrical panels where actual fires can occur. In addition, emergency egress chamber training is supported, as is hose team training. Smoke is provided under operator or scenario control for realistic training in a visibility-impaired environment. The training system and equipment contains two (2) building sections, each containing three (3) fireplaces, an Emergency Egress Chamber or Wild Hose Room, and a bleacher area for observers.
1.2 Trainee Station.
The trainee stations are located within the training compartments and consist of locations where fires are generated in mockups which duplicate actual fires, or where wild hose training or emergency egress training is conducted.
1.3 Instructor Operator Station.
All of the trainer's electrical controls are activated from the control room and adjacent electrical room. Each IOS control the fires in each of the fire compartments and monitors the environment in each compartment to prevent unsafe conditions. There are two (2) IOS in the 19F5 control room, one (1) for each half of the firefighter building. There is also a requirement to have an instructor with each group of students in the trainer.
1.4 Computer System.
The original GE Series Six PLC ladder relay logic software was converted to a newer variant of PLC ladder relay logic and Function Block Diagrams (FBD) for the new RX3I PAC System.. This PLC System design has been integrated into the existing peripheral systems and provide complete control of all inputs and outputs of the trainer through an integrated IOS. The software used to read inputs from the fireplaces and CCPs, compute fireplace states, and drive outputs to control the training scenarios run on a single PLC System that has Input/Output (I/O) nodes in each compartment or group of compartments.

Note 1: Local climate temperatures fluctuate during the summer and winter. If temperatures exceed 90ºF (degrees Fahrenheit) on the Wet-Bulb temperature index, .or, drop to extreme subzero temperatures, the Government will have to discontinue training. If temperatures continually exceed this Wet-Bulb temperature limit or subzero temperatures, the Government will adjust working hours to accommodate fleet training requirements.
Note 2: Due to NAVCRUITCOM annual shipping schedules RTC typically has a surge season from May – October. During this period training hours may need to be extended to accommodate the high volume of recruit divisions to be trained.

1.8 Electrical System.

1.10 Eyewash/Showers.
The Contractor is responsible for maintaining all Eyewash/Showers.
1.11 Air System – Utility Room
Includes the: compressor, motor, receiver, piping, fittings, regulators and reducers, valves, indicators, controls, hoses and filters.
1.12 Miscellaneous.
Includes all discharge hoses; electrical panels, steam supply lines and water supply lines from their demarcation points; and other subsystems, components and parts reasonably a part of the fire fighter training system and equipment.
2.0 LINES OF DEMARCATION
2.1 General.
This section identifies the major dividing points between Contractor and Government responsibilities relating to utility services. The COR can provide the Contractor with further clarification on these interfaces. Generally, Contractor’s responsibilities for maintenance shall begin at the earliest leg off a main for the purpose of use to the trainer, and includes all Facilities and systems within the fence line, both above and below ground, of the Fire Fighting Training Facility compound. It also includes demarcation points external to the fence line as indicated. These interfaces apply to the entire compound, and include each of the training system and equipment.
2.2 Control Air System.
Contractor is responsible for those items identified heretofore that are connected to components of previously discussed subsystems and are required for the control air system to function
2.3 Domestic Water.
Not applicable.
2.4 Electrical.
Contractor shall be responsible for the lighting and power distribution system for the equalization building, propane system and trainer building. Responsibility will commence at the load side of the supply transformers and include all equipment and components supplied by the distribution system. Additionally, the electrical components which directly support the trainer but are powered from the main facility power distribution located in the USS CHIEF shall be the responsibility of the contractor. The contractor shall also be responsible for receptacles and lighting in all trainer buildings except for the classroom building. Responsibility of the Contractor shall start at the load side of the breaker and shall include all equipment and components being supplied.
2.5 Heating, Air Conditioning, Ventilation System.
Contractor is responsible for those items identified heretofore. The steam generation system will be maintained by the Government, but Contractor shall retain responsibility for the heaters off this system that are within the Training Buildings, except the classroom building.
2.6 Natural Gas.
Not applicable.
2.7 Pressure Sewer.
Contractor will be responsible for the entirety of the pressure sewer, including discharge into the main sewer line.
2.8 Process Sewer.
Contractor will be responsible for the entirety of the process sewer.
2.9 Process Water.
All water utilities will become the responsibility of the Contractor immediately after the thrust block and will include all valves in the originating leg off the main.
2.10 Propane System.
Contractor will be responsible for Block and Vent Assemblies, and associated distribution piping within the FFT facility.
2.11 Sanitary Sewer.
Responsibility for all sanitary sewer lines will commence at the junction with the main in manholes.
2.12 Steam and Condensate.
Contractor responsibility for steam shall commence at the inlet of the two (2) 4-inch gate valves which mark the steam split in the Utility Trench. Contractor shall be responsible for all system components downstream of the split. Contractor responsibility for condensate shall consist of all condensate piping within the Trainer Buildings, except the classroom building, up to and including the inlet valve to the condensate tank.

1. TRAINER SUPPORT GEAR.
The items identified in the below subparagraphs will be Government furnished and maintained by the Contractor. Replacement of these items will be provided by the Government.
NOTES:
(1) Contractor must have a program in place in order to properly monitor and conduct maintenance requirements. This program must be detailed, accurate and holding contractors accountable for all maintenance requirements. This program will be able to track all SCBA’s, SCBA bottles, and all training support gear within the FFT. Including, Fire Protective Gear (FPG), gloves, helmets, firefighting helmets, etc.
(2) Quantity* required is the number of each item required to be available in a Fully Operational Condition for each Government scheduled use.
