Establish a Performance Confidence Assessment Rating that will reflect the government’s confidence that the offeror will successfully perform the requirements in the solicitation, based upon the offeror’s recent and relevant past and present performance record.
Two aspects to PP assessment:
Relevancy and Demonstrated Past Performance.
After the gov’t has compiled assessment of the relevance and demonstrated PP for each PP contract, the gov’t will assign a PP Confidence Assessment Rating.
Past Performance (PP)
Performance Confidence Assessment Ratings:
Substantial Confidence Satisfactory Confidence Unknown Confidence (Neutral) Limited Confidence No Confidence Past Performance Contract Relevancy Ratings Very Relevant Relevant Somewhat Relevant Not Relevant Definitions slightly modified - streamlining (FAR 16.505)

H.4 PRIME CONTRACTOR SUBCONTRACTING
(a) It is the Government’s desire to maintain efficient and meaningful competition among the TDPC prime contractors. Practices that reduce competition, such as prime contractors entering into subcontract relationships in lieu of competing for DO/TO are not acceptable. The Government will consider waiving this restriction when it is clearly in the Government’s best interest. A request for a waiver with supporting details will be presented to the Contracting Officer who is the approval authority.
Back Up
(b) TDPC prime contractors who propose teaming arrangements on an exclusive basis for a DO/TO competition will be evaluated to determine whether such teaming agreements inhibit competition. In order for the Government to evaluate whether the proposed agreements inhibit competition, TDPC prime contractors are required to (1) provide a copy of all teaming arrangements, and (2) explain why the teaming arrangements do not inhibit competition. The documentation must include, but is not limited to: structure of the teaming arrangement, responsibilities, and liabilities; financial responsibility; managerial responsibility and accountability; and applicable legal documents. The burden of proving that any exclusive teaming arrangement proposed does not restrict competition shall rest with the TDPC prime contractors. Should the Government determine that any such proposed, exclusive teaming arrangement inhibits competition, (1) that determination may render the Offeror's proposal ineligible for award, and (2) the Contracting Officer shall forward the matter to the appropriate authorities as prescribed by Federal Acquisition Regulation Part 3.3.
Back Up
(c) TDPC prime contractors may enter into contractual relationships with other TDPC prime contractors under the following circumstances without an express waiver:
(1) If the DO/TO is a LOT I competition, LOT II prime contractors not awarded LOT I contracts may subcontract to LOT I prime contractors;
(2) If the DO/TO is a LOT II competition, LOT I prime contractors not awarded LOT II contracts may subcontract to LOT II prime contractors;
(3) Commercial items or support may be purchased from another TDPC prime contractor; or
(4) If the DO/TO is issued pursuant to an exception to fair opportunity, other TDPC prime contractors may subcontract with the prime.
