1. Per Section B - the government requires each labor year priced. Additionally, the government requires that each scenario be priced per DO. Please confirm that the government will want pricing for each year by lot and please confirm that per section L, the hours provided are strictly for reference.

Yes, the Government requires that each labor year is priced. Yes, the Government requires that each scenarios be priced per delivery order. Yes, the Government requires that each year by lot be priced.

2. Per HQ B-2-0009 Note D - offerors shall propose a profit rate to be applied in all DOs to be issued under the resulting contract. The proposed profit shall be the same as the profit rate proposed under Attachments J.9, J.10, and J.11. The following profit rate will apply to all orders; ____%.

Will the government change this stipulation and allow the offeror to reprice each DO separately, post-award, and not be held to the profit provided in the proposal?

The contract will be awarded with a maximum profit rate that will not be exceeded during the performance of the contract for any resulting order. Each order will be negotiated with resulting rates appropriate to the complexity of the requirement.

3. Per HQ B-2-0009 Note (CDRL) Note A - offeror shall complete the "Price Group" and "Estimated Total Price" blocks of each data item on the Contract Data Requirements List(s). No CDRLs were provided. Please provide draft CDRLs for review.

The draft CDRLs will be uploaded under the FedBizOps announcement.

4. The recommended labor mix of 90% experience level below 5 years does not seem realistic. This labor mix would eliminate the majority of the incumbent work force. Is this the government’s intent?

The estimated labor mix shown in the table is provided for information purposes only. It is a guide to provide Offerors the estimated labor mix the Government considers important to successfully execute the Contract. It is the Offeror's responsibility to provide information and evidence in their proposal that their estimated labor mix will successfully fulfill the contract requirements.

5. The government listed only 1 key labor category. Please confirm that there are no other key labor categories critical to performing the depot requirements for the MK-105.

The Government confirms that there are no additional key labor categories.

6. The government provided past level of depot work; the listing does not appear to be realistic and reflective of the work that has been performed in the past 2-3 years.

Per Attachment J.8 Historical Data - Can the government please confirm or provide the actual work that has been performed in the past 2 years?

The IDIQ is FFP and potential bidders ideally will want to know what can be anticipated for actual work - so that they can determine the actual work force required to perform funded work, verses what will be bid in the proposal.

The historical data as provided in Attachment J.8 is a representation of the work that has been performed in the past 2-3 years.

7. Per Section L - the Volume II Non-Price proposal page limit is 50 pages. Please confirm that all Factor 1 requirements in paragraph 3.2.2 must be part of the 50-page limit, excluding resumes.

Section L para 2.2.1, titled “Page Limits” cites which items are excluded from the page limitations.

8. Is Attachment J.3, the Staffing Plan WITHOUT Cost, excluded from the Volume II page count?

Refer to question # 7 for the page limitation exclusions. Section J attachments are not included in the page limitations (ref. Section L para 2.2.1 j).

9. Please confirm that all fixtures required to perform depot work will be provided as GFE and that Attachment J.7 lists all fixtures required to perform the work.

The complete GFP list is cited in Attachment J.7.

10. Please confirm that the government will provide all Technical Data Package information including work procedures and related documentation to perform depot tasks.

Yes, upon request, the TDP will be made available via compact disc to Offerors. Upon award, the contractor will be granted access to the Government’s CMPro database containing the technical data package, work procedures, and related documentation to perform depot tasks.

11. Will the government provide the MK-105 drawing package prior to RFP release?

Upon final RFP release, contractors may request a copy of the MK-105 drawing package via FedBizOps.

12. Will the government provide as reference, the future Fiscal year planned funding budget for the MK- 105 depot work?

The Government will not be providing this information. Refer to attachment J.8 for a historical basis.

13. How firm are the numbers provided with respect to:

a) Travel both CONUS and OCONUS

b) Labor hours

c) Material

All travel, labor, materials will be defined in the individual orders. The award will result in a ceiling that will not be exceeded.

14. How long will offerors have to submit their proposal once the formal RFP is released?

Approximately 45 days once the formal RFP is released.

15. Is the geographical location of the vendors physical address a significant factor? If so, can you define the preferred radius. (Two similar questions received)

The location is limited to the Continental United States (CONUS).

16. ISO 9001 certified or equivalent?

Per SOW 3.10, The Contractor shall provide and maintain a Quality Management System (QMS) that meets the requirements of ISO 9001:2015.

A company does not have to be ISO 9001:2015 certified, however, they must meet the requirements of ISO 9001:2015.

17. Will the Government provide a complete technical data package?

Yes, the TDP will be made available via compact disc upon request. The awardee will be granted access to the Government’s CMPro database containing the technical data package, work procedures, and related documentation to perform depot tasks.

18. Guidance in the Non-Price Proposal Section 3.2 states man-hour estimates of 94,920 per year as the

Government level of effort. How will this information be used with the J.9-J.11 delivery order submissions to determine the overall IDIQ ceiling value?

The estimate was provided to assist the contractor with the scope of this requirement.

19. Will all contractors be required to bid cost for a projected number of Level of Effort hours? If not, how will the IDIQ ceiling for the TBD delivery orders be established?

Refer to Section L 3.2.1(e) for the Government's estimated level of effort per year.

Refer to Section L 3.2.1(e) for the Government’s estimated level of effort per year.

20. Is there a reason that the current ‘wing fixture’ assembly is not a part of the GFE being transferred to the new contractor?

The Government anticipates retaining this fixture.

21. Previously there were specific components provided by the Government as GFM for portions of the work required under Attachment J.11. Will there be any specific GFM provided for Attachment J.11 that the contractor should exclude from their cost estimate assumptions?

The complete GFM list will be provided via the formal RFP release via Attachment J.7.

22. GFI/Drawings request: We would like to make an advance request for the GFI listed in J.11, Para.

2.3. IAW Para 4.0. Is it possible to obtain a link to access the drawings, as well as CMPRO access to the upper-level drawing tree? Refer to questions #10 and #11.

Contractors may request a copy of the MK-105 drawing package via FedBizOps upon final RFP release.

Upon award, the contractor will be granted access to the Government’s CMPro database containing the technical data package, work procedures, and related documentation to perform depot tasks.

23. NSWC contracts question: The MK-105 Depot repair and maintenance is a unique and specialized effort. Setting the estimation of "senior" experience at only 5 years and above in the Estimated Labor Mix seems unrealistic. As with more common proposal guidance, (as well as the coming e-craft labor category descriptions) would the government consider revising and using a factor of more than 10 years of experience for senior level employees and integrate this factor down to the mid and junior level descriptions as well (<3, 4-10, >10 years respectively)?

Refer to question #4.

The estimated labor mix shown in the table is provided for information purposes only. It is presented to provide Offerors the estimated labor mix the Government considers important to successfully execute the Contract. It is the Offeror's responsibility to provide information and evidence in their proposal that their estimated labor mix will successfully fulfill the contract requirements.

24. In Section L paragraph 1.8, it states all proposals should be based on contract start date of 30 April 2018. At Industry Day, it was stated that contract would not be awarded 1st quarter of FY-2019. Can you confirm period of performance and anticipated award date?

The contract award is estimated August 24th, 2018.

25. In the Solicitation (pg 29) HQ C-2-0034 Minimum Insurance Requirements (NAVSEA). Please confirm these are correct limits of liability? a) Workman's Comp Liability should be 100,000, b) Bodily Injury - $500,000 c) Automobile Liability $500,000 Typically, the industry standard limit is 1,000,000

The limits in HQ C-2-0034 are the minimum amounts required. It is the Offeror's responsibility to carry the appropriate limits to successfully fulfill the contract requirements.

Please confirm whether or not the following risk management standards not required by the small business prime? E&O Insurance, Defense Base Act (DBA), Terrorism & Cybersecurity.

The Defense Base Act is not applicable to this effort. See FAR 28.305(a) Other risk management standards are a business decision on the offeror’s part.

26. In the Solicitation (pg 80) Factor 3: 2. Estimated Labor Mix Please confirm that Senior Level is only 5 years' experience? The estimated labor mix proposed does not match most proposals or reporting (Seaport/ECraft). Would the government consider revising the years of experience closer to industry standards?

Senior 10+ years of experience Mid-Level 4-10 years of experience Junior <3 years experience
