SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

REFERENCE: N55236-19-R-0008; MARINE BOATYARD SERVICES LOT I (MBS LOT 1)

In response to the Request for Specification Clarification:

Question #1:

This RFP requires responses in a proposal that are nearly identical to those the government requested in RFP

N5523619R0010, Navy Expeditionary Combat Craft (NECC) IDIQ. The current RFQ is for an IDIQ type contract involving craft 50' or less in length. The NECC RFP, which is still pending award, included craft of 15-78' in length. Given that the response requirements are nearly identical in both RFPs, will the government consider using a proposal in response to RFP N5523619R0010, Navy Expeditionary Combat Craft (NECC) IDIQ, to evaluate an offeror’s capability to perform on the current IDIQ, Lot 1? This recommendation has the benefit of saving time and resources both for the government and contractors.

Response:

Interested offerors will need to submit a proposal in accordance with the proposal preparation instructions found in

Section L of RFP No. N5523619R0008.

Question #2:

This question refers to Paragraphs 1.1, 2.1, 3.1, 4.1, 5.1, and 6.1: What information will satisfy the requirement to

“Provide evidence of ownership or access”? A lease? Pictures of or invoices paid for cited shop/machinery and forklift? Pictures of a conference room? Most recent invoices paid for services (electricity, water, compressed air)?

Also, if this type of evidence is what the Government is requiring, consider not including it in the page count.

It is the offeror’s responsibility to decide what to provide as evidence of ownership or access to the items referred to in Section L - Instructions, Conditions and Notices to Bidders, PROPOSAL PREPARATION INSTRUCTIONS, 4.0

TECHNICAL CAPABILITY (FACTOR 1), Sub-factor (D): Facilities, paragraphs 1.1, 2.1, 3.1, 4.1, 5.1, and 6.1.

Items mentioned in the offeror’s question can be considered together with a narrative. The total page count remains unchanged.

Question #3:

Section L, Page 91, 4.0 Technical Capability Proposal Format:

• Tables, graphics, photographs and charts are allowed

• 12 point Times New Roman font in text

Since the Technical Proposal is page-constrained, please consider the use of no smaller that 8-point size for tables, graphics, photographs and charts.

The font size for text contained in tables, graphics, photographs, and charts will be no smaller than 8 point Times

New Roman font. See amended section L, L.2 Technical Capability Proposal Format.

Question #4:

The table in section L 2.0 does not list the number of original, copies an electronic copies for the Past Performance

Information. Can the government provide updated information for the Past Performance Section.

Offeror’s shall provide the original of the past performance information. No additional paper copies and electronic copies are required. See amended section L, 2.0 RFP RESPONSE REQUIREMENTS.

Question #5:

Pg. 90 “f. Contract Data Requirement List (CDRL) – The offeror shall submit Exhibit F, with blocks 17 and 18 completed by the offeror for each CDRL (F001 – F004).” Blocks 17 and 18 are not available on the CDRLs, please advise what the KTR should fill out.

Blocks 17 and 18 are on the right hand side of each CDRL (F001-F004) for the offeror to complete.

Question #6:

The Table on page 89 requires written, hard-copy responses for Sections 3.0, 4.0, and 5.0. Most if not all of our customers have allowed electronic submittals of Proposal Packages due to the current COVID-19 circumstances.

Please consider electronic (e-mail) submittals to ensure safety of Contractor and SWRMC personnel.

Email submissions of proposals will not be accepted. See amended section L, 3.0 OFFER.

Question #7:

Please explain what is meant by “h. The contractor shall assist if delivered to accomplish logistics review.”

Please see the previous item on page 6, Para. C.1.9.g. Is this inclusive of C.1.9.h?

Paragraph C.1.9.h is removed. See amended Statement of Work, enclosed.

Question #8:

RFP Section L, Para. 3.0 Offer, b., c., f:, pg. 90 “. . .electronic version of the offer must be submitted in the form of a CD-ROM and match the hardcopy. . . .” and “Offerors must send in their proposals by mail or delivery in person to the contracting address. . . .” In view of ongoing COVID-19 precautions regarding handling of media or hardcopy submittals, will the Government consider revising RFP submission requirements to receipt of proposal documents via email submission to SWRMC as PDF and Excel documents?

Email submissions of proposals will not be accepted. See amended section L, 3.0 OFFER.

Question #9:

In Section L, Paragraph 4.0 Technical Capability, Subfactor D – Facilities, page 94, there are several references in the facility requirement, work area/stowage, services, lift equipment, general, and general office sub-paragraphs to the offeror providing “evidence of ownership or access to” various facilities or equipment. Would the Government clarify what documentation is required to meet this evidence requirement and if this documentation will be included in the page count.

It is the offeror’s responsibility to decide what to provide as evidence of ownership or access to the items referred to in response to Technical Capability, Subfactor D—Facilities. The documentation will be included in the page count.
