SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
REQUESTS FOR SPECIFICATION CLARIFICATION
1) QUESTION: Volume II of the proposal instructions seeks only past performance on 6 SOW key areas of only one section (CNC, as part of the 3.4 Facilities Mechanical Support) of the entire scope. Is this the only portion of the scope that requires past experience?
RESPONSE: Section L, 2.0 Volume II, section 2.2 seeks past performance information for references identified on the Experience Matrix (Attachment S-2). Additionally, the six (6) SOW key areas address more than just one section of the SOW.
2) QUESTION: Is the prime required to have experience in all 6 of the specified key areas or can it be a combination of prime, sub, consultant that meets all 6 areas with past performance?
RESPONSE: It could be a combination; however, individual references may not be evaluated as equal in importance. For example, an offer with only one reference evaluated as being of the highest relevance, full breadth of experience across the entire spectrum of the specified SOW key areas, and very significant depth of experience with multiple work opportunities may receive an outstanding rating as compared to an offer with multiple references of lesser relevance which collectively demonstrate less breadth and depth of experience.
3) QUESTION: What are the DOL codes for the 6 areas pertaining to CNCs?
RESPONSE: Section L, 1.0 Volume I – Offer, section 1.1 provides required hours by labor categories.
However, in the event that an offeror's labor category designations do not align precisely with the
Government labor category designations, it may use its own labor category designations and provide a cross reference to the Government-defined labor categories.
4) QUESTION: How is the entire SOW to be addressed in the proposal?
RESPONSE: An offeror’s capability will be assessed using the submissions required by Section L.
5) QUESTION: How many parts will be manufactured each contract year utilizing the CNC?
RESPONSE: This contract is for the provision of hours as stated in Section B. The number of parts manufactured per year is not relevant.
6) QUESTION: What is the current contract number and value?
RESPONSE: The current Facilities Support Services contract was awarded under contract number N55236-
16-C-0014. The value of the current contract is not available for release at this time.
7) QUESTION: Who is the incumbent?
RESPONSE: The incumbent is Cask Technologies, LLC.
8) QUESTION: Per the above referenced Section L, the RFP states: “Volume II response shall be submitted on the forms provided as Attachments in Section J to this RFP.” Attachment S-3, the Reference
Information Sheet states: “(Note: Offerors are not to change the spatial structure of this form, i.e. borders, block size, etc.)” The block size in section 12 of the Reference Information Sheet remains on a single page.
Are Offerors limited to Attachment S-3 being a single page.
RESPONSE: Offerors are limited to a single page for Attachment S-3.
9) QUESTION: Per the above referenced Section L, on page 196, Column CLIN 0002 does not sum up correctly. Our total shows 2,500 versus the 2,550 total hours displayed in the table. Is the total incorrect or is there an error with one or more of the figures associated with individual labor categories?
RESPONSE: Section L, on page 196, column labeled “CLIN 0002” has been corrected to read 2,500 total hours.
10) QUESTION: Will the government consider adding additional days to allow for site visit attendees time to travel back to their offices and prepare questions?
RESPONSE: The government will not be adding additional days to the solicitation period at this time.
11) QUESTION: “All offerors shall mark each RFP package with the name of the contracting officer and the contract specialist, their codes and phone numbers. In the event you have not been provided with this information contact the person listed in block 5 of the SF 26 or block 7 of the SF 33 or block 9 of
SF 1449.” What are your codes?
RESPONSE: NAVSEA Clause HQ L-2-0013 SPECIAL PROPOSAL RECEIPT REQUIREMENTS
(NAVSEA) (APR 2015), page 191, has been removed from the solicitation as it is not applicable to the requirement.
12) QUESTION: Section H – Special Contract Requirements, page 144 states, “5252.237-9106
SUBSTITUTION OF PERSONNEL (SEP 1990) (a) The Contractor agrees that a partial basis for award of this contract is the list of key personnel proposed. Accordingly, the Contractor agrees to assign to this contract those key persons whose resumes were submitted with the proposal necessary to fulfill the requirements of the contract. No substitution shall be made without prior notification to and concurrence of the Contracting Officer in accordance with this requirement.” Is the government asking for a list of key personnel? If so, please provide guidance as to what section the list should reside.
RESPONSE: No. The government does not require a list of key personnel. NAVSEA Clause 5252.237-
9106 SUBSTITUTION OF PERSONNEL (SEP 1990), has been removed from the solicitation.
13) QUESTION: Section L.1.a requires the offeror to fill out several blocks on SF1449. In order to fill out Block 23 (Unit Price), we need to know the definition of "Unit" (Block 22). Will the government define "Unit"?
RESPONSE: The “Unit” for each CLIN is specified in Section B. The ‘Unit Price” (Block 23) and
“Amount” (Block 24) should be filled out in Section B under each CLIN.
14) QUESTION: Are item #b and item #c included inside item #a, the SF 1449, as is the norm? Listing item #b and #c as separate items from #a makes it appear as if they are three (3) separate documents rather than three (3) parts of one (1) document. Please clarify.
RESPONSE: The information required for items a through f should all be included on the two page proposal cover letter in Volume I.
15) QUESTION: Does the Government want the cover letter to be inserted into the Offer, Volume 1, in front of the SF 1449, or after the SF 1449?
RESPONSE: The cover letter should be inserted into Volume I, in front of the SF 1449 form.
16) QUESTION: Is the incumbent still qualified to submit a bid on this work?
RESPONSE: Please contact the local Small Business Administration (SBA) Office for information on qualifications.
17) QUESTION: Will there be a phase-in period? How long?
RESPONSE: The phase-in period is to be determined (TBD).
18) QUESTION: Does the government want the current employees to have the first right of refusal for current jobs?
RESPONSE: Per FAR 52.222-17 - Nondisplacement of Qualified Workers, current employees do have the first right of refusal for current jobs.
19) QUESTION: Is there a requirement for the bidder to be located within aa certain proximity of work being performed?
RESPONSE: There is no requirement for the offeror to be local. However, the employees of the awardee will be working locally to perform the contract.
20) QUESTION: Is all work primarily performed during normal duty hours (7:00am to 4:00pm)?
RESPONSE: Section C - Descriptions and Specifications, Statement of Work (SOW), Section 1.6 –
Working Hours, page 106, states that “regular (normal) working hours under the terms of this contract are from 6:30 AM through 3:00 PM (PST), Monday through Friday except for Federal Holidays (New Year’s
Day, Martin Luther King Jr.’s Birthday, Washington’s Birthday, Memorial Day, Independence Day, Labor
Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day).”
21) QUESTION: With the level of effort required, I would assume that a Program Manager Labor Category would also be a CLIN, however I don’t see a CLIN for the PM.
RESPONSE: The offeror’s fixed hourly rates need to account for management costs.
22) QUESTION: The Experience Matrix in proposal Volume II allows offerors to describe their experience in only two (2) labor categories, Facilities Mechanical Support (which is defined in SOW section 3.4) and
Facilities Electrical Support (which is defined in SOW section 3.5).
The Experience Matrix form disallows Contractors from describing their experience in Facilities
Electrical/HVAC Support (defined in SOW section 3.6), Facilities Transportation Support (defined in SOW section 3.7), Facilities Pipe Fitter/Production Maintenance Support (defined in SOW section 3.8), Facilities
Express Tool Support (defined in SOW section 3.9), Facilities Bicycle Maintenance Support (defined in
SOW section 3.10), Facilities Welding Support (defined in SOW section 3.11), Facilities Logistics Support
(defined in SOW section 3.12), and Maintenance Trades Support (defined in SOW 3.13).
Did the Government purposefully exclude Facilities Electrical/HVAC Support (defined in SOW section
3.6), Facilities Transportation Support (defined in SOW section 3.7), Facilities Pipe fitter/Production
Maintenance Support (defined in SOW section 3.8), Facilities Express Tool Support (defined in SOW section 3.9), Facilities Bicycle Maintenance Support (defined in SOW section 3.10), Facilities Welding
Support (defined in SOW section 3.11), Facilities Logistics Support (defined in SOW section 3.12), and
Maintenance Trades Support (defined in SOW 3.13) from this Experience Matrix for a reason, and if so, what is that reason; or, was this an accidental omission of other requirements?
All portions of Volume II, Written Capability Statement, are dependent upon and derivative from only two
(2) labor categories, Facilities Mechanical Support (which is defined in SOW section 3.4) and Facilities
Electrical Support (which is defined in SOW section 3.5) in the Experience Matrix; therefore, why are the following other labor categories even mentioned in this solicitation, as this contract only seems to be for
Facilities Mechanical Support and Facilities Electrical Support?
If this contract is actually only for the performance of only two (2) labor categories, Facilities Mechanical
Support (which is defined in SOW section 3.4) and Facilities Electrical Support (which is defined in SOW section 3.5), why is the Government asking bidders to price additional irrelevant labor categories that are not a part of the contract?
How will the Government judge and assess bidders fairly on their experience and performance in the following labor categories, if the structure of this Volume II, Written Capability Information, specifically disallows submission of such experience and past performance information: Facilities Electrical/HVAC
Support (defined in SOW section 3.6), Facilities Transportation Support (defined in SOW section 3.7), Facilities Pipe fitter/Production Maintenance Support (defined in SOW section 3.8), Facilities Express Tool
Support (defined in SOW section 3.9), Facilities Bicycle Maintenance Support (defined in SOW section
3.10), Facilities Welding Support (defined in SOW section 3.11), Facilities Logistics Support (defined in
SOW section 3.12), and Maintenance Trades Support (defined in SOW 3.13).
Is this competition fair, open and unrestricted, when experience and past performance in only two (2) labor categories out of an ostensible 10 required labor categories can be submitted by the bidders? How and where do bidders get an opportunity to prove capability in the other eight (8) labor categories, or are those eight (8) labor categories open to inexperienced contractors without any experience or past performance?
RESPONSE: Experience and past performance are not evaluated based on labor categories, but an offeror’s contract execution history in SOW key areas, which are tasks. An offeror may have accomplished these tasks historically using different labor categories than are requested by this solicitation, including an offeror’s own labor category designations. The SOW key areas have been selected to facilitate meaningful discrimination between offerors.
23) QUESTION: In reference to SOW 1.3.3.3, is there a list of the tools provided by the Government to be maintained and used by the Contractor? Are any of these tools still under the warranty of the Original
Equipment Manufacturer (OEM), and is there a separate list of which items are still under warranty? Will the Contractor be expected to interact directly with OEMs during the maintenance of these tools and equipment under warranty, or will interaction with the OEMs (such as getting Return Material
Authorization [RMA] numbers assigned) be performed by Navy personnel instead? When can Contractors access the list of tools and equipment to be used during performance of this contract?
RESPONSE: The inventory of tools will be available in the Tool Issue shop after contract award. None of the equipment is under warranty. The only time the Contractor will deal with the OEM is to get a quote for a replacement part or a new tool. The Government will provide tools and equipment for Contractor daily use, and all tools and equipment will be turned over to the Government at the end of each shift.
24) QUESTION: SOW 3.4 describes the duties and responsibilities of “Facilities Mechanical Support” personnel. Is SOW 3.4 intended to address all activities to be performed by the “Machinery Maintenance
Mechanic” labor categories that are listed in the CLINs? The CLINs indicate there are two (2) separate categories of “Machinery Maintenance Mechanic,” one category being “support mechanic” and the other category being “Preventative Maintenance Mechanic." So, which specific subsections of SOW 3.4 are intended to apply to the “support mechanic,” and which specific subsections are intended to apply to the
“Preventative Maintenance Mechanic”? If SOW 3.4 applies equally to both labor categories, and there are no differences between the two labor categories, then why did the Government create two separate labor categories, and how specifically do they differ from one another? For bidders, this matter is relevant because it affects the pay rate required to hire appropriately-skilled candidates.
RESPONSE: The tasks listed under section 3.4 of the SOW may apply to both the Support Mechanic and
Preventative Maintenance (PM) mechanic. The support mechanic will accomplish repair of equipment in all of SWRMC’s Production shops. The PM mechanic will accomplish preventive maintenance in accordance with technical manuals and OEM recommendations for tasks such as change filters, hydraulic fluids, oil changes, grease motors, tighten loose fan belts, among many other preventive maintenance tasks.
The support mechanic and PM may at times assist each other.
The difference between the two mechanics is that the Support Mechanic possesses more technical knowledge of the equipment and has the ability to troubleshoot to accomplish daily repairs. The PM
Mechanic will only need to know the basic function, how to safely secure the equipment, conduct operational tests, and assist the operator to verify equipment is ready for operational use.
25) QUESTION: Because 52.222-17, Nondisplacement of Qualified Workers (May 2014) (E.O. 13495) is a part of this solicitation, bidders will need data from the Government on the number of existing incumbent qualified workers who will be retained after the new Contractor wins the award and takes over the work from the incumbent Contractor. Because these workers have some tenure, their pay rates are above the base rates paid to new workers, and they also get more paid time off, depending upon their number of years in work. Therefore, for all bidders to provide the Government with accurate pricing in proposals, please provide the following data about each incumbent qualified worker who will “flip badges”: labor category and initial date of hire.
RESPONSE: Per FAR 22.1204(b), this list cannot be provided before contract award.
26) QUESTION: The Experience Matrix asks for depth and breadth of experience in activities described in
SOW paragraphs 3.4.7, 3.4.8, 3.5.3, 3.5.4, 3.5.5, and 3.5.6 only (and the Reference Information Sheets and
Past Performance information required is restricted to these tasks also). Does this mean that this solicitation is actually a contract to perform generator set, oven and Computer Numerical Controls (CNC) maintenance only?
RESPONSE: The SOW contains all tasks required to be performed. The evaluation factors do not evaluate experience and past performance in accomplishing every task, but they focus on tasks considered to be key areas by the customer.
27) QUESTION: What is the web address to this training and how many man-hours are required to complete it?
RESPONSE: The contracted daily hours account for any required training that the Contractor will complete during normal business hours. After contract award, the COR will approve any required training and the web address will be provided at that time. If contractor personnel do not have access to the web address, classroom training will be provided by the Facilities shop.
28) QUESTION: Please define what is required to fulfill this requirement; e.g. fulfilled when a candidate is ready to work or when the candidate accrues the first hour on a task order?
RESPONSE: Awardee is expected to begin work at time of award. The Government recognizes that certain awardee employees may require extra time to obtain badges, access to base, and Common Access Cards
(CAC) if required; however, the contractor shall be able to fulfill the entire contract supporting hours within sixty (60) calendar days of contract award.
29) QUESTION: 52.216-2 ECONOMIC PRICE ADJUSTMENT--STANDARD SUPPLIES (JAN 1997) (a)(1) states “The aggregate of the increases in any contract unit price under this clause shall not exceed 10 percent of the original contract unit price.” Is the purpose of this clause to account for SCA wage determination adjustments? Can this clause increase the risk of a potentially-inferior acquisition, by encouraging offerors to undercut their labor rates just to win?
RESPONSE: FAR clause 52.216-2 ECONOMIC PRICE ADJUSTMENT--STANDARD SUPPLIES has been deleted per Amendment 0003.
30) QUESTION: How many contractors are currently doing this work and what are the contract numbers?
RESPONSE: The incumbent, Cask Technologies, LLC., is the sole prime contractor on the current Facilities
Support Contract N55236-16-C-0014 (see questions 6 and 7).
31) QUESTION: To clarify and amplify on Question 8, we discovered the spatial structure of Block 12 of
Attachment S-3, Reference Information Sheet, expands to allow Block 12 to be more than a single page.
Therefore, as spatially structured, S-3 expands to 2 pages. The front page includes Blocks 1-11, and the single back page includes Block 12. Will the government confirm the spatial structure of Attachment S-3, does allow for a 2-page limit for Attachment S-3?
RESPONSE: Offerors are limited to a single page for Attachment S-3 (see question 8). Offerors are not to change the spatial structure of the Attachment S-3 form. Proposals that do not conform to the requirements of the proposal preparation instructions may be considered unacceptable.
32) QUESTION: N55236-17-R-0012 Amendment 003 states the incumbent contract number is "N55236-16-
0014." This appears to be an incomplete contract number. Can you please provide all bidders the complete contract number?
RESPONSE: The contract number for the current Facilities Support contract has been corrected to N55236-
16-C-0014.
33) QUESTION: In order to determine appropriate WD Vacation and Sick leave for incumbents, we would like to ask how many staff are currently working the projects under the existing contract.
RESPONSE: The number of employees under the current contract is not available for release at this time.
34) QUESTION: Are Contractor employees permitted to participate in Government run training sessions on topics such as safety, OSHA compliance, etc.? If so, are those hours directly billable?
RESPONSE: Yes. Contractor employees will be permitted to participate in certain, authorized Government run training sessions on topics such as safety, OSHA compliance, etc. The hours spent in training are directly billable and accounted for as part of the LOE hours.
35) QUESTION: Amendment 0003 indicates Section L has been amended; however, there are no markings to indicate the specific changes made, so can the Government please list or highlight all of the changes made to section L?
RESPONSE: The changes made to the solicitation in Amendment 0003 are noted in Block 14 - Description of
Amendment/Modification and starting on page 2, Summary of Changes.
36) QUESTION: As the Government wants all bidders, regardless of whether or not they attended the site visit, to have the same exact site visit information, how and when will the Government convey the information stated during the site visit by the site escorts (SWRMC personnel) so that all bidders receive the same data?
RESPONSE: While optional and not required, Offerors were strongly encouraged to attend the site visit to understand the requirement. Questions are only answered via amendment as this is the manner in which the
Government ensures that all interested offerors receive the same data.
37) QUESTION: Amendment 0003 did not answer the questions submitted by SJS Executives, LLC. Are these questions going to be answered prior to September 1 and if yes, when is the anticipated release date for the answers?
RESPONSE: Additional questions have been answered in Amendments 0004 and 0005. No additional amendments are anticipated.
38) QUESTION: Our company has past experience and more than 100 employees on various military bases currently providing work categorized under 9 out of 10 labor categories in this solicitation, yet our Facilities
Mechanical Support and Facilities Electrical Support contracts do not necessarily include the same ultra-specific, granular work instructions as solicitation clauses 3.4.7, 3.4.8, 3.5.3, 3.5.4, 3.5.5, and 3.5.6 (because non-personal services contracts typically describe labor category qualifications, not specific daily sub-tasks).
Does this mean our Facilities Mechanical Support and Facilities Electrical Support experience is considered irrelevant, even though it’s the same labor categories?
RESPONSE: Experience and past performance are evaluated on an offeror’s contract execution history in
SOW key areas, and not evaluated on labor categories (see question 22).
39) QUESTION: Our company has a commercial powder coating division that owns, operates and maintains state-of-the-art ovens, media blast rooms and machining equipment specifically related to the skills defined in clauses 3.4.7, 3.4.8, 3.5.3, 3.5.4, 3.5.5, and 3.5.6. We intend to use this experience to satisfy the
Experience Matrix and past performance requirements specified in Section L of the RFP. Is this approach acceptable? If yes, do you require additional information to validate commercial experience that satisfies
Section L requirements? Please advise as to data points and format required.
RESPONSE: It is acceptable to submit the Experience Matrix and Past Performance Questionnaire containing recent and relevant experience in SOW key areas listed. Section L instructs offerors to submit one Reference Information Sheet for each reference cited. For contract actions where past performance information does not reside in the Past Performance Information Retrieval System (PPIRS), offerors shall contact their past performance references and request that each reference complete the Past Performance
Questionnaire and e-mail the completed form.
40) QUESTION: Will the current contract be able to submit a proposal for this opportunity?
RESPONSE: See Department of Defense FAR Supplement (DFARS) 252.219-7009.
41) QUESTION: Is a teaming agreement required for the submission of proposal?
RESPONSE: Solicitation N55236-17-R-0012 does not contain requirements for submissions of teaming agreements when submitting the proposal.
42) QUESTION: Although it is common industry knowledge that there are five (5) general categories of CNC machines, during the facility walk through, there was not enough time to note the specific brand and model of each type of CNC machine in use at SWRMC, plus bidders were disallowed from asking on-site questions about brand names and models. Can you please provide a list of these machines by brand name and model number to all bidders, as otherwise this is information that only the incumbent will possess, giving them an unfair advantage in their written descriptions in the Experience Matrix because they can select machine-specific experience information to insert into their bid?
RESPONSE: The Contractor must possess the skills to read manuals and follow schematics to perform maintenance on CNCs. Offerors will not be evaluated on their experience in specific brands or models.
They will be evaluated on their general experience in accomplishing preventive maintenance for these types of machines, to include repair of OEM parts. Contractor personnel are not required to be OEM certified.
43) QUESTION: Can you provide schematics and preventive maintenance schedules for the SWRMC CNC machines? We request this information because there is a significant difference between a manual
Bridgeport mill that has been modified with CNC capability versus a modern multi-head, muli-axis CNC machine.
RESPONSE: Schematics and preventive maintenance schedules will be provided after contract award. The
Contractor must be skilled in following technical manuals and schematics.
44) QUESTION: Please provide the software type and version number used in all of the SWRMC CNC machines, to include mills, lathes and plasma cutters.
RESPONSE: Software is maintained by SWRMC IT Department and it is not a requirement for any
Contractor personnel to install software.
45) QUESTION: Some of the larger milling machines and lathes appear to be so old that they might not be manufactured anymore and lack of OEM support and parts obsolescence could be a maintenance challenge.
If components fail such as gear heads, spindles, etc., will the Contractor be required to reverse-engineer and have new parts fabricated as part of its maintenance responsibilities?
RESPONSE: No. The SWRMC Machine Shop will be responsible should this occur, not the SWRMC
Facilities Shop.
46) QUESTION: Can you please provide a list of brand names and model numbers for all 400 hz generator sets in use at SWRMC, as otherwise this is information that only the incumbent will possess, giving them an unfair advantage in their written descriptions in the Experience Matrix because they can select machine-specific experience information to insert into their bid?
RESPONSES: Offerors will not be evaluated on experience in maintaining specific brands and models.
They will be evaluated on their general experience in performing tasks to diagnose and repair electrical components on 400 hz generator sets.
47) QUESTION: Can you please provide a list of brand names and model numbers for all 550 degree Fahrenheit curing ovens in use at SWRMC, as otherwise this is information that only the incumbent will possess, giving them an unfair advantage in their written descriptions in the Experience Matrix because they can select machine-specific experience information to insert into their bid? We have not provided any companies a list of machinery in any of our spaces. The operations and maintenance are general tasks.
RESPONSE: Offerors will not be evaluated on their experience in maintaining specific brands and models.
Offerors will be evaluated on their general experience in performing tasks to diagnose and repair electrical components of 550 degree Fahrenheit curing ovens.
48) QUESTION: Can you please provide a list of brand names and model numbers for all 1400 degree
Fahrenheit burn off ovens in use at SWRMC, as otherwise this is information that only the incumbent will possess, giving them an unfair advantage in their written descriptions in the Experience Matrix because they can select machine-specific experience information to insert into their bid?
RESPONSE: Offerors will not be evaluated on their experience in maintaining specific brands and models.
Offerors will be evaluated on their general experience in performing tasks to diagnose and repair electrical components of 1400 degree Fahrenheit burn off ovens.
49) QUESTION: Regarding calibration tools, is there a current calibration inventory list with schedules? Will the Contractor be responsible for taking over the management of calibrating special tools? If so, what software will be used to do this?
RESPONSE: This system is managed by the Metcal Lab and the Facilities Shop is notified when each tool is required to be turned in. Once tools are calibrated, Metcal will inform the Facilities Shop to pick-up, and a new form will be issued with the calibration dates.
50) QUESTION: Are work orders issued using software such as Maximo, and if yes, will the Contractor be issuing its own employees work orders through this system, or instead will a Government employee use the software to issue work orders to Contractor employees? What is the software used to accomplish this? If no software is used to manage work orders, how are work tasks distributed/allocated (e.g., forms, a scheduling board on the wall, etc.)?
RESPONSE: Maximo is not used as SWRMC. SWRMC utilizes an internal system in which jobs are submitted to the shop and assigned a trouble call ticket number.
51) QUESTION: Regarding consumables required to perform preventive maintenance such as filters, belts, lubricants, etc., is the Contractor required to inventory and track the usage of those items? If so, is there a current inventory, and what software is used to manage it?
RESPONSE: The PM Coordinator (contractor) will issue and maintain supplies needed for his/her area. A supply form will need to be completed and submitted to the Government General Supply Specialist who will place the order.
52) QUESTION: During the site visit, gas turbine engines were observed. Is the Contractor responsible for any maintenance associated with gas turbine engines? If so, please provide information on what maintenance is required.
RESPONSE: At no time will the Contractor be involved in gas turbine engine repair.
53) QUESTION: During the site visit, CIWS turret barrels were observed. Are the barrels Cerakoted? Will
Cerakote activity and maintaining Cerakoting equipment be a part of this contract? Is the Contractor responsible for Cerakote activity and maintaining Cerakoting equipment?
RESPONSE: At no time will the Contractor be involved in work on CIWS turret barrels.
54) QUESTION: Will the Contractor be expected to maintain and repair the Lincoln welders observed during the site visit, or are those simply replaced when they fail? Are other brands and models of welders also used, and if yes, what are they?
RESPONSE: At times Contractor personnel may be required to remove the equipment for cleaning or required maintenance. If the items are in need of a repair, Contractor personnel will prepare the items to be sent to the OEM.
55) QUESTION: Based on our quick walk through of the site, the newer CNC machines seem to be Mazak brand. Are the Mazak machines still under manufacturer warranty, or do they have a service agreement in place with the OEM?
RESPONSE: Service agreements for any type of machine are in place for a limited time. Offerors will be evaluated on their general experience in performing tasks in preventive maintenance and repairing CNC machines using OEM parts.
56) QUESTION: Is there one or more incumbent contractor performing this work for NAVSEA at the current time? If yes, what is the name of the incumbent(s), the contract number and the dollar amount of the contract?
RESPONSE: The incumbent, Cask Technologies, LLC., is the sole prime contractor on the current
Facilities Support Contract N55236-16-C-0014. The contract value cannot be released at this time (see questions 6,7, and 30).
57) QUESTION: 5252.237-9106, page 144 states “The Contractor agrees that a partial basis for award of this contract is the list of key personnel proposed. Accordingly, the Contractor agrees to assign to this contract those key persons whose resumes were submitted with the proposal.” Section L, Instructors to Offerors, does not specify a place in the proposal where a list of key personnel and/or resumes should be submitted. Where do you want bidders to place the list of key personnel inside the proposal, and does the Government want resumes also? If the Government wants resumes, does the Government only want resumes for the two (2) labor categories in the Experience Matrix only, or for all of the labor categories listed in SOW sections 3.4, 3.5, 3.6, 3.7, 3.8, 3.9, 3.10, 3.11, 3.12, and 3.13, or for all of the labor categories listed in the CLINs? Where should these resumes go in the proposal?
RESPONSE: Clause 5252.237-9106 was deleted in Amendment 0003 (see question 12).
