QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
SOUTHWEST REGIONAL MAINTENANCE CENTER (SWRMC)
FACILITY SUPPORT SERVICES
N55236-17-R-0012
Introduction.
This Quality Assurance Surveillance Plan (QASP) sets forth the guidelines and processes the Government will employ to ensure the contractor achieves the required standard of performance, as it relates to carrying out the tasks described in the Statement of Work (SOW).
Purpose.
The purpose of this quality assurance surveillance plan is to document the Contracting Officer Representative's (COR’s) approach to monitoring the contract and to facilitate the assessment of contractor performance. The surveillance plan is intended to ensure quality, timely delivery, and proper cost control.
Roles and Responsibilities.
The Government will monitor contractor performance on a continuing basis, throughout the period of performance. The Government will monitor contractor performance through the use of a surveillance team or assign the responsibility to one individual. The surveillance team may consist of the following members: Contracting Officer, Contracting Officer’s Representative (COR), Requirements Holder, and other Government staff or components as applicable.
Performance will be assessed by the COR and this information will be used to rate the contractor’s performance. Information will be recorded in the contract file and will provide input for the Contractor Performance Assessment Reporting System (CPARS). CPARS is the Department of Defense (DoD) Enterprise Solution for collection of Past Performance Information (PPI).
CPARS is a web-enabled application that collects and manages contractor quality/performance, in essence a “report card”. Information on CPARS can be found at http://www.cpars.gov/. The contractor is responsible for the management of its personnel and quality control, and fulfilling the terms of the Contract in a timely manner, with quality services and products.
COR Surveillance Responsibilities.
The surveillance plan does not address all of the COR’s responsibilities. Additional responsibilities are documented in the NAVSEA COR Instruction.
The COR shall perform the following:
(a) Review Deliverables
(b) Review Invoices in Wide Area Workflow
In addition to reviewing the progress reports discussed above, the COR shall review all other deliverables under the contract. The COR shall assess the contractor’s conformance to contract requirements, specifications, and standards of good workmanship. The COR shall document the review of contract deliverables in the COR file and in the COR monthly reports.
(d) Participate in Meetings (Formal and Informal) In addition to the duties above, the COR is encouraged to meet with the contractor both formally and informally to the maximum extent practicable (e.g. kickoffs, conference calls, site visits when possible). Such communication promotes accurate progress information, contractor accountability, and proper contract oversight. The COR shall document each meeting in the COR file; the specific format of this documentation is at the COR’s discretion.
(e) Review compliance with the NAVSEA Service Contracting Tripwires.
