Third-Party Infrastructure Installs Business Rule
PMW 205 has determined the following to be effective immediately:
Third-party infrastructure on the NMCI network may be purchased by the
Government from a vendor other than Hewlett-Packard (HP) for use on the Inside
Service Plant (ISP), Outside Service Plant (OSP) and Government Furnished hardware. This guidance applies to USN only. USMC will provide guidance at a future date.
Third-party infrastructure procurement and installation must be done in accordance with the governance policy established in the NMCI Continuity of Services Contract
(CoSC) — specifically the NMCI CoSC Statement of Work (SOW) sections 2.10
[Implementation of hardware/software (HW/SW)] and 4.48 (Facilities) — and may not involve the third party performing any work inside of the cabinets unless the
Government owns the infrastructure. Due to the transitioning environment, it is in the Government’s best interest to consult with HP to ensure the appropriate materials are procured and installed (in accordance with (IAW) 4.50 HW/SW) The following are the procedures for the third-party install of each component:
1. ISP infrastructure is defined as the intra-building distribution of cable media such as fiber and copper cable, jack hardware, sleeves, conduit, raceways, cable ties or cross connects, that provide a connection point from a terminated drop
(i.e., starting at the faceplate) to the patch panel serving as the point of connection to the network [i.e., HP’s cabinet or Intermediate Distribution Frame
(IDF)].
ISP will be installed primarily in compliance with Unified Facilities Criteria (UFC)
3-580-01, ―Telecommunications Building Cabling Systems Planning and Design,‖ which is the most current Department of Defense (DoD) document applicable to all military services. All DON NMCI projects must comply with UFC 3-580-10, Third-Party Infrastructure Installs Business Rule

Highlights of the ISP requirements include:
a. Work area outlets will be a quad-4 position faceplate or wall plate. Two ports
(jacks) will be wired to the T568A configuration per workstation. The T568B wiring configuration may be used if backward compatibility with the existing configuration in the Terminal Room is required.
b. The cable will be a category (CAT) 6 or better and will be color coded as follows, if feasible :
i. D1 – (NIPR Data 1) Blue
ii. D2 – (NIPR Data 2) Green
iii. S1 – (SIPR Data 1) Red
iv. S2 – (SIPR Data 2) Red
c. If the government does not own the infrastructure and HP-only is allowed to work inside the cabinet, then all connections and testing of third party work will be performed by HP. If third party work is being performed under a separate contract, this may invalidate the warranty of the work under that contract.
d. The vendor will leave enough coiled cable so HP can test and terminate the cable in the cabinet. The cables need to be labeled according to NMCI labeling standards. Labeling on the cables will insure HP can accurately terminate, test, and label the cables into the patch panel.
e. The government will provide compatible bulkheads and patch panels via
CLIN23 catalogue, or via the government vendor, to allow HP to terminate the cabling. HP will install the patch panels and bulkheads if necessary, with no additional cost to the customer.
f. If, after patch panel termination, the cabling fails testing, the government will reinstall the cabling as needed or order Contract Line Item Number (CLIN) x06ADs to have HP complete the install.

g. The top of each drop faceplate will be labeled as follows:
Bldg Number-Room Number-Drop Number
Ex. 00010-0002-003
i. If room numbers are unavailable, start numbering rooms north to south, west to east
ii. The drop numbers are in sequence by wiring closet
iii. The numbers next to jacks are always D1, D2, S1, S2
Contract Line Item Number (CLIN) 0x78 (ISP Test and Relabel) has been established to test and connect the ISP to the patch panel in the cabinet. This
CLIN must be ordered after the government vendor has completed work in order to finalize the connections from the cabling into the patch panel. These CLINs will
NOT enable the ports on the network switch. Port enablement occurs through new seat ordering and/or MAC process.
2. OSP infrastructure is defined as all of the physical cabling and supporting infrastructure (e.g., conduit, splice points, junction boxes, etc.), and any associated hardware (e.g., repeaters, etc.) located between building-to-building
Point of Presence (POP)/Transport Boundary (TB) to Main Distribution Frame
(MDF) and MDF to IDF locations. In some cases where buildings are close together and an IDF does not exist in each building, the cabling from one building to another is considered OSP cabling. NOTE: Cabling between an MDF and IDF
(cable ties) in the same building is considered ISP. In addition, some buildings may have fiber to the desktop directly from an IDF in another building; this fiber would be considered OSP.
OSP will be installed primarily in compliance with Unified Facilities Criteria (UFC)

31 January 2013 all military services with the exception of Para 2.4.2.3. Replace Para 2.4.2.3 in
UFC 3-580-1 with the revised paragraph below:
2-4.2.3 Fiber Optic Backbone Cable
For all Army and NMCI projects, a minimum of 12 strands single mode fiber optic cable must be installed between the main telecommunications room or main cross connect (POP/MDF) and each TR/IDF. If requested by the user, only 12 strands of one type of fiber may be used.. Plenum cables must be provided in accordance with NFPA 70, or when directed by local regulations. The backbone cable must be terminated in a patch panel with duplex SC-type connectors installed in an equipment rack or cabinet For Navy projects a general guideline in premises applications for backbone cabling is as follows:
** ** Single-mode fiber is recommended for greater distances or higher data rates:

– Distances less than 1.9 mi (3 km)
– Data rates up to 10 Gb/s
Upon completion of the third-party install, the Government will need to provide passing test results to HP, either from the government vendor, or via CLIN
0x06AG.
3. Hardware for the MDF and IDF can be procured from a vendor other than HP.
Hardware must meet the criteria below and be installed in the following manner.
a. (USN Only) Hardware additions to the network must:
i. Be provided to HP by the DON as Government Furnished Equipment (GFE), via a DD Form 1149, so it can be tracked and recorded for warranty service.
ii. Be provided to PMW-205 logistics POC, via the Asset Information Template if value is greater than the amount of $200, so it can be tracked and recorded.
iii. Be purchased with a warranty that meets or exceeds the level provided by HP-procured equipment.
b. Once installed, the hardware becomes part of the overall infrastructure.
