About this file
This is a Request for Specification Clarification document for Solicitation N50054-26-R-0004, issued by the Mid-Atlantic Regional Maintenance Center (MARMC) for Submarine Peculiar Special & Support Equipment services. The document contains 53 contractor questions with corresponding government responses addressing ambiguities and gaps in the original solicitation. Key clarifications include: Attachment J will be updated to correct CLIN numbering discrepancies and extension dates; Section B will be revised to reflect Engineering Technician VI as the correct labor category for PWS 3.1 instead of Project Manager; all proposed personnel in key positions must have resumes and letters of intent submitted; Wage Determination 2015-4111 will be added for Groton, Connecticut locations; Section L-216-H001 regarding small business participation requirements will be updated via amendment; and CDRL costs shall be included within applicable CLIN pricing rather than separately priced.
Additional clarifications address operational requirements: maintenance is performed in both Groton and Norfolk with no incumbent facilities available; contractors must arrange their own transportation of equipment and provide standard tools, with the government supplying specialized equipment on-site; liaison offices must be established within 25 miles of MARMC upon award if not already existing; all personnel require SECRET facility clearance to perform work; the CMMC level fill-in will be updated by amendment; and transition costs including GFM turnover and position backfill within 14 calendar days shall be incorporated into Section B pricing. The government will not waive personnel experience requirements, increase the 14-day vacancy deduction period, or provide additional labor category breakdowns by location beyond what Section C will be revised to include regarding FTE distribution between Groton and MARMC.

CONTRACTOR QUESTION 5: Attachment 5’s CLIN Pricing Sheet appears to list Option Year 2 Surge as CLIN 5201, while Section B identifies Option Year 2 Surge as CLIN 5202. Attachment 5 also identifies the FAR 52.217-8 extension as a 6-month extension but shows dates of 7/22/31–9/21/31. Please confirm whether the Government will issue a corrected Attachment 5, or whether offerors may correct these apparent clerical entries in their submitted spreadsheet while preserving the required pricing structure.
GOVERNMENT RESPONSE: Attachment J will be updated via amendment to reflect the correct numbers, and the extension dates on the spreadsheet will also be corrected.
CONTRACTOR QUESTION 1: Section B identifies PWS 3.1 as
“Project Manager,” while Section C identifies PWS 3.1 as
“Engineering Technician VI” and designates Engineering Technician
VI as key personnel. Please confirm whether the PWS 3.1 Project
Manager and Engineering Technician VI are the same required position, whether Engineering Technician VI is an omitted Section B labor category, or whether both positions are required separately.
Please also confirm the required resume/letter-of-intent title and pricing/SCA/eCRAFT mapping for PWS 3.1.
GOVERNMENT RESPONSE: Section B will be updated via amendment to reflect Engineering Technician VI.
CONTRACTOR QUESTION 2: Sections C and L identify Engineering
Technician VI, Engineering Technician V, and Engineering Technician
II as key personnel. Because the PWS requires 1 Engineering
Technician VI/Project Manager, 3 Engineering Technician V personnel, and 10 Engineering Technician II personnel, please confirm whether offerors must submit key personnel resumes and, where applicable, letters of intent for all individuals proposed in these categories, or only one individual per key labor category/role.
GOVERNMENT RESPONSE: Per Section L, paragraph 3.1.3, “Personnel Approach,” offerors are required to identify all proposed personnel within the staffing plan and specifically designate key personnel with “Key -” preceding the individual’s name. Accordingly, offerors shall submit resumes and, where applicable, letters of intent for all individuals proposed to fill key personnel positions identified in the solicitation.
GOVERNMENT RESPONSE: Wage Determination 2015-4111 will be added via solicitation amendment.
CONTRACTOR QUESTION 3: Section B requires offerors to include appropriate SCA codes and incorporates WD 2015-4341 as Attachment
06. Section C identifies multiple places of performance, including contractor facilities, ships, Navy/commercial shipyards, and OCONUS work. Please confirm whether offerors should price using only WD
2015-4341, or whether additional wage determinations will be requested/incorporated for other anticipated locations such as Groton, CT; Kings Bay, GA; Yorktown, VA; and OCONUS/shipboard work.
Please also confirm the intended SCA mapping for PWS 3.1 Project
Manager/Engineering Technician VI.
CONTRACTOR QUESTION 4: Section L 3.4.3 states that offerors shall demonstrate at least 25% of the proposed total estimated amount of the task order to small business concerns. However, L-216-H001 states that this unrestricted requirement has a small business participation requirement of N/A applicable to both large and small business entities proposing as prime contractors. Please confirm which instruction controls. If the 25% requirement applies, please confirm whether it applies to both large and small business prime offerors and whether the denominator is total evaluated price, base plus option years only, labor only, or total price including ODCs, travel, fee, and the FAR 52.217-8 extension value.
GOVERNMENT RESPONSE: Section L-216-H001 will be updated via solicitation amendment.

CONTRACTOR QUESTION 11: The PWS, QASP, CDRLs, and
Attachment 10 appear to provide different frequencies and due dates for A001, A002, and A003 reports. For example, PWS A001 references monthly reporting, while CDRL A001 requires weekly submission by
Friday. PWS/CDRL A002 appear monthly, while the QASP references bi-monthly status reporting. PWS A003 references task-end reporting, while CDRL A003 references 10 days after the end of the base year and each option year. Please confirm the controlling frequency and due date for each required report. Please also confirm whether offerors must complete CDRL Blocks 17 and 18 for each DD Form 1423 and whether CDRL costs should be separately identified or included in the labor CLIN pricing.
GOVERNMENT RESPONSE: PWS, CDRLs, and QASP will be updated via amendment to reflect the following: A001- Monthly, due 10 days after monthly billing cycle end, A002 bi-weekly, due 3 working days after monthly billing cycle end, A003 10 days after each year of the contract. CDRL costs shall not be seperately priced and shall be included within the applicable CLIN pricing.
CONTRACTOR QUESTION 12: Section B includes 1,928 annual
Production Surge hours under PWS 3.4, while PWS 3.4 states that
General Maintenance and Production hours may be authorized for machining, welding, and maintenance support. Section L instructs offerors to price surge using a composite rate for all non-surge labor, and Section B surge CLIN descriptions appear to reference “overtime hours.” Please confirm that surge should be priced using the composite non-surge labor rate, that named surge personnel/resumes are not required, that TBD may be used for surge in the staffing plan, and that the Section B reference to overtime hours in surge CLINs should be read as surge hours.
GOVERNMENT RESPONSE: The Government will review and revise Section B CLIN descriptions as necessary. Any revisions will be made via amendment. No resumes are required for personnel performing under PWS 3.4, as they are not key personnel. Section
L will be updated via amendment.
GOVERNMENT RESPONSE: In accordance with Section L 3.3.2, prime offerors shall submit a consolidated price proposal spreadsheet that is overarching, encompassing all proposed prices inclusive of sanitized subcontractor costs, and it shall fully align with and support the proposed Section B pricing. However, subcontractors should also submit a price proposal spreadsheet to support the portion of work they will be performing. Please read
Section L, paragraph 3.2, for instructions regarding past performance references and subcontractors.
CONTRACTOR QUESTION 7: Section L 3.3.2 states that the offeror and its subcontractors shall each separately submit a price proposal spreadsheet using Attachment 5. The price narrative instructions also state that prime offerors may include combined subcontractor hours and prices in the prime price summary, and Section M states the
Government may not analyze fixed-price subcontractor proposals or subcontractor proposals under 5% of total labor hours. Please clarify which subcontractors must submit separate Attachment 5 spreadsheets, whether fixed-price subcontractors must submit separate spreadsheets, and whether subcontractor past performance references for subcontractors exceeding 10% of total labor hours are required in addition to the prime’s three references.
GOVERNMENT RESPONSE: Section B will be revised via amendment to clarify ODC and Travel "not to exceed" amounts.
The instructions in section L are accurate, and the offerors may propose applicable indirect burdens in accordance with those instructions.
CONTRACTOR QUESTION 6: Section B provides ODC and Travel
“not to exceed” amounts. B-215-H001 states that no fee is allowed on
ODCs or travel, but indirect cost elements such as G&A and material handling may be applied to ODCs. Section L states that the
Government’s estimated ODC and travel amounts do not include company-specific burdens and instructs offerors to propose applicable burdens. Please confirm whether offerors should propose exactly the
Government-provided ODC and travel NTE amounts, or whether applicable indirect burdens may be proposed in addition to those estimates. If burdens are allowed, please confirm whether the Section
B NTE amount is before or after application of those burdens.
CONTRACTOR QUESTION 9: Section C states that the highest security level required is SECRET and that personnel performing classified work or requiring access to classified material or spaces must possess the appropriate clearance and need-to-know. Section L requires offerors to demonstrate the ability to meet the DD254 facility clearance and safeguarding requirements. Please confirm whether the prime contractor and any subcontractor performing classified work must possess a SECRET facility clearance and safeguarding capability at proposal submission, at award, or by performance start. Please also confirm whether all proposed personnel require SECRET clearances, or only personnel who will access classified material/spaces, and whether interim clearances or clearance-in-process personnel may be proposed.
GOVERNMENT RESPONSE: All personnel will require a
SECRET clearance to perform work under this PWS.
CONTRACTOR QUESTION 10: DFARS 252.204-7021 requires the contractor to have and maintain a current CMMC status at a specified level; however, the required CMMC level appears blank in the solicitation. Please identify the required CMMC level and assessment type for this task order, and clarify whether contractor systems will be required to process, store, or transmit FCI or CUI during performance. Please also confirm the required CMMC flowdown for subcontractors.
GOVERNMENT RESPONSE: The fill-in will be updated via amendment.
CONTRACTOR QUESTION 8: Section C requires the contractor to have liaison offices within a 25-mile driving distance of MARMC.
Please clarify whether this liaison office must exist at proposal submission, at task order award, by the start of performance, or by completion of transition. Please also clarify what minimum capabilities qualify as a liaison office for this requirement.
GOVERNMENT RESPONSE: In accordance with Section C, Government facilities are only available to contractors in order to complete contract-related tasking. Any other business between the contractor and their personnel must be handled off-site at contractor-designated facilities. If the offeror does not have an existing office within 25 miles of MARMC, the technical proposal should include a plan for complying with the requirement upon award.

Please clarify whether offerors must allocate overtime hours to named personnel in the staffing/price proposal, or whether overtime may be priced at the labor-category level and distributed among approved personnel during performance. Please also confirm whether overtime for Engineering Technician V and
Engineering Technician II may be spread across all approved personnel in those key categories.

CONTRACTOR QUESTION 52: The table in
Attachment_3_Past_Performance_Reference form table is in Time
New Roman 12 Point Font, as SF33_N5005426R0004 Section L 2.0

Table?
GOVERNMENT RESPONSE: Please follow section L regarding submission formatting.
CONTRACTOR QUESTION 53: The personnel knowledge, skills and abilities listed for each labor category indicate a very specialized and specific skillset that has a very high probability of not being filled within a 14-day timeframe. Also, there is a tendency of the government to hire contractors into civil service positions with very little notice. In these cases, the offeror would be penalized for unrealistic expectations and circumstances beyond their control. As all resulting work from this RFP will be invoiced monthly, will the Government increase the vacated position time deduction to at least 30-days?
GOVERNMENT RESPONSE: The requirement will not be revised.

GOVERNMENT RESPONSE: The Government will not waive the personal experience requirements. Offerors shall propose personnel that meet the minimum qualifications and experience requirements identified within the solicitation.
CONTRACTOR QUESTION 48: File naming convention implies that each key resume should be a separate file, will the government allow for all resumes to be provided within VOLUME I Technical Element C
Personnel Approach instead of as individual files?
