About this file
This document provides clarification to questions from potential offerors regarding a solicitation for the FY22 Docking Phased Maintenance Availability for the NARRAGANSETT (TSV-4). The solicitation will result in a fixed-price contract award to complete overhaul work on the vessel. Key details include questions received from potential offerors on specification items, references, and requirements. The Navy provides responses to requests for clarification, but notes the responses do not constitute a solicitation amendment. Offerors must submit any additional questions by the amended deadline. The work includes hull repairs and preservation, generator replacement, habitability upgrades, and sea trials. The solicitation is set aside for small businesses and issued by the Naval Sea Systems Command. The vessel will be available for inspection in January 2022 in advance of the amended proposal submission date and anticipated May 2022 contract award and July 2022 work start.

| To request references, drawings, RLARs, and Erratas being provided under this Solicitation Question & Answer Set, |
please contact the POCs.
| Q # | Work Item No. | Document Number/Title | Question | Government Response |
| 1 | Section L, I.,C. | Page 116 | The RFP states the following: “To ensure the Government is able to adequately address and respond to offeror pre-proposal information (PPI) via amendment, it is requested questions be submitted no later than 3 February 2022 at 1200 local time.” The stated date is the same as the due date for proposal submission. Please advise if this is the intended due date for questions. | To correct the bidders questions due date, Amendment 00001 will be issued for 10 days prior to proposal due date. |
| 2 | Volume II, Factor 2- Past Performance | Page 122 | Offeror notes some inconsistencies in the Past Performance requirements regarding the Attachment names and their associated numbers and also how past performance must be submitted. Offeror asks the Government to confirm that Attachment S-3_Past_Performance_Questionnaires are not required to be submitted if the offeror has CPARS available to submit with the offer. Offeror also requests that the Government clarify/confirm that the Attachment S-2_Past Performance_CPARS_Reference_List should be submitted for each Past Performance contract. | The past performance reference S-2 list should be submitted. The S-3 is optional and to be used if the offeror does not have current CPARs. |
| 3 | 1. Amendment 0001, Page 3, Section L, II. Instructions for the Submission of Offers, A., 3. | On Page 3, Paragraph II., A., 3 of Amendment 0001 of the RFP states: “Proposals must be submitted as one .zip file, formatted so that the “Original Technical Proposal”, “Original Past Performance Proposal and “Original Price Proposal” are submitted in separate file folders clearly marked. Each Volume shall be formatted with separate files submitted for each Factor and Emphasis Area.” |
| Is it the government’s intention for proposals to be submitted as individual files within Volume folders instead of as fully integrated documents (separated by Volume) containing all elements required for each Volume? Submitting the proposal as separate files for each “Factor and Emphasis Area” would impact Volume organization in the table of contents. Please advise how the offeror shall proceed. | One zip file with three (3) volume folders with the documents list. | |||
| 4 | 1. Amendment 0001, Page 5, Section L, IV. Proposal Format, B | On page 5, Paragraph IV.B of Amendment 0001 states: “Pages, except the Integrated Master Schedule and Gantt charts, shall be formatted to 8.5 x 11 inch paper with one-point margins”. |
Offeror asks the government to allow the use of pages formatted to 11 x 17 inch paper to allow for the legible/readable display of such proposal elements as docking plans, approaches, mooring locations, and soundings.
| Please also consider allowing the sparing use of pages formatted to 11 x 17 inch paper for other charts and graphs that would become more legible formatted to a larger size page. | The Government will allow 11 x 17 inch paper. This will be included on next Amendment. | |||
| 5 | 1. Amendment 0001, Page 12, Section L, V. Proposal Content, Volume III, paragraph 4 | On page 11, Paragraph V, Volume III, paragraph 4 of Amendment 0001 states: |
“In addition, if applicable: Name, address, and telephone number of each proposed first-tier subcontractor with a proposed subcontract estimated at $10 million or more, and e) For any work item (WI) with a total dollar value of zero dollars proposed in the Pricing Workbook(Attachment J-1) provide an explanation as to why. (1) For any WI with a total value of zero labor hours proposed (prime and subcontractor combined) (although material is proposed), provide an explanation as to why. (2) For any WI with a total dollar value of zero material proposed (prime and subcontractor combined) (although labor is proposed), provide an explanation as to why.”
| The reference to “e) For any work Item (WI)…” indicates that this requirement may have been part of a list containing requirements a-d. Offeror asks the Government to clarify if there are any additional requirements not listed herein. And if not, does the requirement of “e” still apply. | The letter "e" is a typo and will be correct in Amendment 0002. | ||||
| 6 | 4. | Amendment 0001, Pages 10-11, Section L, V. Proposal Content, Volume II, Factor Two – Past Performance and original RFP, Section M, Factor Two – Past Performance | Section L of Amendment 0001 states: |
“The Offeror may provide up to five (5) recent and relevant contracts depicting its past performance and qualifications. The Offeror should submit contract information for recent (within five years of the proposal submission date) and relevant (Government ship repair) contracts.”
It also states:
“If subcontractor past performance is provided as part of the three (3) contracts or efforts, the subcontractor past performance will be given weight relative to the amount of effort under the solicitation that the subcontractor is proposed to perform.”
And Section M (pages 131-132, Factor Two, paragraph 4) states:
The evaluation will focus only on work experience already performed. Work yet-to-be performed, and work prior to the last three (3) years from the initial solicitation date, will not be considered. In addition, performance data will only be assessed for those references demonstrating at least six (6) months of completed performance and have been performed within three (3) years from the initial solicitation date.
| Offeror asks the Government to clarify if offerors are permitted to submit a total of three or five contracts for evaluation of Past Performance and should the contracts have been completed or in progress within three or five years from the initial solicitation date? | The Government will make this correction in amendment 0002 to reflect 3 or 5 years from solicitation date. | ||||
| 7 | 5. | RFP Page, 90, Section J – List of Documents, Exhibits and Other Attachments | Regarding the following Attachments: |
| • | S-6 Annual Representations and Certifications |
| • | S-11 Form 889 |
And regarding the following proposal requirements:
• Section K – Representations, Certifications, and Other Statements
Offeror asks the Government clarify within which Volumes these attachments/requirements should be included? They are to be submitted with Volume III as shown on page 7 of Amendment 0001.
