The past performance evaluation results is an assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements. In the Past Performance Volume, The Offeror shall demonstrate through submission of Attachment S-2 (Past Performance CPARs Reference List) its past performance on efforts of similar size, scope, and complexity that the Offeror will be able to perform the requirements outlined in this solicitation. The Offeror may provide up to five (5) recent and relevant contracts depicting its past performance and qualifications. The Offeror should submit contract information for recent (within five years of the proposal submission date) and relevant (Government ship repair) contracts.
Additionally, the Offeror shall submit contract information as outlined in Attachment S-2, associated with at least one (1) recent and relevant contract effort for each proposed subcontractor that it proposes to perform more than ten percent (10%) of the total contract efforts based on the Offeror’s total proposal price.
Where the Offeror or its proposed subcontractor does not have recent and relevant past performance information, the
Offeror shall affirmatively state that it or its proposed subcontractor does not have recent and relevant past performance information for the Government to consider.
Offerors shall demonstrate within either (Attachment S-2) or (Attachment S-3) that the referenced contracts are recent and relevant to the efforts required by this solicitation. Offerors shall also address unfavorable reports of past performance and their response, or lack thereof, will be taken into consideration.
The Government reserves the right to use the contract information provided in the Offeror’s proposal to obtain data from other sources, such as the Contractor Performance Assessment Reporting System
(CPARS) database, the Past Performance Information Retrieval System (PPIRS) (https://www.ppirs.gov/), and from the points of contact identified by the Offeror in its proposal. The Offeror is responsible for ensuring their customers complete the Past Performance Questionnaires and return them before the closing date of this solicitation.

Relevant past performance for proposed subcontractor(s) may be submitted. If subcontractor past performance is provided as part of the three (3) contracts or efforts, the subcontractor past performance will be given weight relative to the amount of effort under the solicitation that the subcontractor is proposed to perform. Therefore, the offeror’s proposal should detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. Offerors may also provide references where they have performed as a subcontractor.
Any questionnaire received after the proposal due date/time may be considered as late and may not be considered in the Offeror’s past performance evaluation. The Government, at its discretion, will determine whether or not questionnaires received after the proposal due date will be considered.
