SUMMARY OF CHANGES
(End of Summary of Changes)
The following items are applicable to this modification:
1) The proposal closing date remains November 12, 2014 at 1:00 p.m.
2) Offerors are reminded that Bidders’ Questions (Attachment J-15) and Past Performance Information (Attachments J-13 and J-14) are due no later than 1:00 p.m. on November 5, 2014.
3) Only authorized representatives may deliver and submit proposals. Allow adequate time to gain access to the Norfolk Naval Shipyard prior to proposal closing time and date (See RMC L-2-0019). Refer to RMC L-2-0020 for postal and express delivery.
4) Please use the following group email address for bidders’ questions and past performance information:
MARMC_NRFK_411_PROCUREMENT@navy.mil
5) A revised Attachment J-14 is included with this amendment. The Government will accept both versions.
6) The following bidder’s question and answer shall be considered when submitting a proposal on the subject solicitation.
Q1. Will the Government please confirm that contracts not involving MARMC work and/or Navy repair/maintenance work are still acceptable for this procurement if those proposed contracts speak meaningfully of the offeror’s ability to perform well on the Fire Watch and Tank Watch procurement?
If confirmation is granted, will the Government please also confirm that it will be acceptable for offerors to record “N/A” for all PPI prompts that are truly not applicable to the type of contract being evaluated?
A1. Yes. The Government will accept past performance information not involving MARMC work and/or Navy repair/maintenance work for relevant efforts demonstrating the offeror’s ability to perform the requirements as defined in the Statement of Work (Section C) of the Fire Watch and Tank Watch solicitation.
Each offeror has the responsibility to provide in its proposal any information regarding its past performance of contracts relevant to the Government’s requirements as stated in RMC M-1-0003, Part II, Past Performance - “For the purpose of this solicitation, the Government considers an offeror’s past performance of the following types of contract/work to be the most relevant given the type of effort involved in this solicitation: Previous Fire Watch and Tank Watch on U.S. Navy or similar vessels performed at a Government facility, the contractor’s ability to meet contract schedule and requirements, and the ability to respond to and meet emergent requirements. More recent past performance information may be considered more relevant than older, or less recent, past performance information."
Contractors may include N/A in the Past Performance Information (PPI) sections that are not applicable.
