Performance Work Statement (PWS)
1. Purpose:
The United States Department of the Navy (DON) is seeking long-term lodging accommodations for Government personnel supporting the repair and maintenance of U.S.
Naval ships at Naval Air Station (NAS) North Island, San Diego, California.
2. Background:
Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) supports this program and annually requires their shipyard employees to go to Naval Air Station (NAS) North Island, San Diego, California on official government orders Temporary Duty (TDY) to repair and maintain U.S. Naval ships at NAS North Island. PSNS & IMF requires long-term lodging accommodations to meet the commercial industry standard levels of sanitary and secured living accommodations. Department of Defense (DOD) civilians and military personnel will occupy lodging accommodations.
Personal expenses in guest rooms will be paid for by the guest with their personal Credit Card and shall not be billed under the resulting contract. Damages will be billed to the employees Government Travel Credit Card (GTCC). The Contractor shall be responsible for obtaining the guest’s Government travel card information prior to the guest occupying each room. The Contracting Officer’s Representative (COR) will provide a list of employee information to the Contractor prior to employee check-in. The allowable credit card fee for any charges incurred on Government Credit Cards is a maximum of 4% per charge, per the Joint Travel Regulations (JTR). No ancillary charges considered personal expenses will be factored into the overall price of award or task orders. Personal expenses are solely the responsibility of the occupant.
A check in sheet will be completed at check in to identify any damages at the time of check in and at check out. The Vendor is permitted to collect resident information at the time of check
in. Vendors are not permitted to perform background checks on employees. It is the Contractor’s responsibility to provide, distribute and collect check-in sheets from employees at check-in. Any damages incurred during the stay, will be billed to the guest. The maximum amount billable to an employee’s Government travel card for damages incurred is $2,000.00.
Prior to any billing of Government travel cards for damages incurred, the Vendor must provide photo documentation of the damage as well as any invoices/estimates for the damage incurred.
3. Scope:
The Contractor shall provide PSNS & IMF lodging accommodations that are located within 18 driving miles, traveling main routes, from the front entrance of Naval Air Station North Island, San Diego, CA.
The Contractor will be expected to provide varying quantities of units, for task orders made against the prospective IDIQ contract. The term “units” in this PWS refers to long-term lodging rooms that meet the requirements in section 5. Lodging Room Conditions in this
PWS. Upon the execution of a task order the Contractor will be given 45 days to procure the units requested within the range of 50-100 units, and 60 days to procure requested units ranging from 101-300. The Government cannot predict lengths, dates, and volumes of task orders to be executed under this IDIQ. Task orders will be competed and awarded on a need basis. The Contractor may provide units at multiple locations to meet the total requested units.
There is no maximum to the number of locations that the Vendor may choose to provide the requested units. Upon execution of a task order, Vendor may move unit assignments only if the unit is unoccupied at the time of re-assignment. The new unit must be inspected and accepted by the COR to ensure it meets the requirements of this PWS prior to re-assignment.
Vendors may provide varying inventories of units over the life of the IDIQ provided that all units are in accordance with this PWS.
Throughout the period of performance of executed task orders, the Government may rotate occupants within units if needed. The Government cannot predict the amount or schedule of employee rotations under any task order. Upon rotation of occupants turn cleans in accordance with section G(1) of this PWS will be required. Units leased by the Government under individual task orders will be paid for at the agreed upon rates, regardless of occupancy status.
The Government will not provide any pre-payment for units. Funding for individual task orders will always be authorized and approved before the execution of task orders.
Units will be single occupancy, meaning that only one (1) PSNS employee is assigned to a unit. Leases will be between the Government and the Vendor only. Leases will exceed 30 days although the Government may place an employee within a leased unit for less than 30 days. If a PSNS employee wishes to have a spouse, family member, child, etc., reside in the unit it is up to the Vendor’s discretion whether that guest is permitted to reside in the unit. If the Vendor decides to prohibit PSNS employees from allowing an additional occupant in a unit, the Vendor must notify the Government on a task order basis if any occupancy restrictions will be in place. The Government will then in turn notify the employees of any occupancy restrictions. Additionally, it is not the responsibility of the Government to inform the Vendor if PSNS employees intend to have an additional occupant reside in the unit.
Lodging accommodations provided under this contract are not required to allow pets.
However, the Vendor must notify the Government at award of IDIQ, and on a task order basis, which units will allow pets and which units will not. If units are provided that allow pets and employees choose to bring pets, the Contracting Officers Representative (COR) will provide the Contractor with a list of employees who will be bringing pets. All fees and costs associated with pets are the sole responsibility of the employee.
The Government will not place employees geographically based on carpooling efforts. The COR will be responsible for assigning employees to units. Upon execution of a task order, the Contractor must have the requested number of units available and up to standards with the requirements in this PWS by the stated Period of Performance (PoP) start date of the task order. The Government cannot anticipate the specific date’s employees will move in after the
PoP start of executed task orders nor the volume employees moving in at any time.
Invoices should be submitted monthly through Wide Area Workflow, as per FAR Clause 252.232-7006, which will be incorporated into the contract.
4. Period of Performance:
May 29, 2024, through May 30, 2029. Specific dates to be determined (TBD) and issued on individual task orders.
5. Lodging Room Conditions:
Conditions of the units shall be the same quality as compared to other commercial, long-term lodgings available to the general public. Lodging facilities shall comply with all federal and state applicable fire, health and safety codes and regulations. Minimum requirements for each unit are:
A. General Lodging Description/Specifications for Furnished Apartments
1) Minimum of one-bedroom and one-bathroom, with separate living room and kitchen area per room requested. Only one occupant will be assigned per provided unit, regardless of unit size. Units provided must be apartments. Hotel rooms are not considered acceptable lodging accommodations under this contract.
2) Clean and sanitary conditions, free of noxious and offensive odors, as well as pest free.
3) Ceiling must be free of damage (cracks/breaks).
4) Walls/floors must be free of any molds or stains.
5) Independently controlled air conditioning and heating units in good working order. Must be clean, electrically safe and inspected on a regular basis. Air conditioning and heating units must be permanently installed in the unit and not temporary in nature, such as a window or portable unit.
6) Doors and windows shall have locks installed in accordance with state and local rules governing the leasing of real property.
7) Internet. Internet with Wi-Fi capability that allows streaming services shall be provided free of charge and operational upon occupancy.
8) Washer and dryer in unit.
9) All electrical outlets are to be in place and firmly attached to the wall. A minimum of three grounded outlets are required. There will be no electricity usage cap for units leased under this contract.
10) All utilities must be included with the room.
B. Kitchen Area
1) Kitchen area is to be separate from the living and bedroom area.
2) The kitchen will have a microwave, refrigerator/freezer, stove/self-cleaning oven, and electric coffee maker. The kitchen will include glassware, silverware, dishes, cookware (pots and pans), baking sheet, casserole dish and other customary items typically provided by the lodging industry for commercial, long term lodging services.
C. Living Area
1) Living area includes, at minimum, a sofa, love seat or chair, a coffee table, one end table, and two lamps: either table lamps or floor lamps, free of scratches, damage, and in working condition. Requirements for a sofa may be met by providing a love seat and chair.
2) A TV stand or cabinet with a color TV, 42” or larger, with Smart TV capabilities for streaming.
3) Dining area in the living space shall have a dining table with four chairs.
4) Vacuum cleaner, broom, dustpan, mop, garbage cans and basic cleaning supplies.

• Glass cleaning solution
• Oven cleaning solution
• Shower cleaning solution
• Toilet cleaning solution
• Floor cleaning solution
• Wood floor cleaning solution (only if unit contains wood flooring)
• Toilet cleaning brush
• Kitchen sponge
• Dish soap
• Dish washer detergent (only if unit contains dishwasher)
• One roll of paper towels
D. Bedroom
1) One bedroom shall have, at a minimum, one queen bed, two pillows, one comforter or bedspread, and one additional blanket, one mattress pad, two sheet sets.
Furniture shall include one dresser, one mirror, one nightstand, one lamp, and one alarm clock, free of scratches, damage, in fully working, condition.
E. Bathroom
1) Bathroom with toilet, sink, and shower or bathtub/shower combination with shower curtain and liner or shower doors. Bathroom will be stocked with four washcloths, four hand towels, four bath towels, bath rug, and small wastebasket, toilet cleaning brush, soap dish, tumbler, a shelf/shelves, or vanity for toiletries. Hot water must be available 24 hours a day. Bathroom and its fixtures to be free of rust, cracks, mold, and mildew.
F. Common Facilities Area
1) Mailboxes (one per unit) available and with U.S. Postal service available daily, while unit is occupied.
2) Adequate, safe parking (at no additional cost) at the facility. The Contractor is required to provide one parking space per unit at all long-term lodging locations. All PSNS & IMF employees, regardless of if they check in with or without a car, will be briefed by the property as to all parking rules and regulations.
3) Facilities shall be well maintained and cleanly.
4) Check in time must be no later than 2:00 pm. Arrangements for 24-hour check in must be available if requested in advance. Lock boxes must be put on units for late check ins or arrangements must be available to those employees that work 2nd and 3rd shifts or arrive on later flights than normal business hours.
G. Turnover Maid Services – As Required
1) Turnover maid services to be provided whenever an occupant departs the residence, and a new occupant is set to arrive. This turn clean must be done 24-48 hours prior to next scheduled check in. The Government will provide a minimum of 48 hours’ notice for turn clean services. Maid services are to provide clean, contractor provided towels and linens to change the bed(s), vacuum/mop floors, dust and clean all surfaces including blinds, ceiling fans and vents, clean sinks and counter tops in the bathroom and kitchen areas, clean interior and exterior surfaces of refrigerator, microwave, cabinets and stove, clean mirrors, and clean and disinfect all the bathroom surfaces to include toilets, sinks, and shower/tub. Maid service will provide all the initial cleaning supplies for cleaning each unit and ensure unit is back to initial order. Ensure that all units are locked and secured after services are performed and before leaving unit. No maid services will be required outside of turn cleans.
2) The Government has the right to re-use units as many times as necessary throughout the duration of executed task orders. The Government cannot anticipate the amount of employee rotations throughout units under any individual task order and henceforth cannot anticipate the amount of turn cleans to be expected under any individual task order. In the event an occupant requests relocation to a different unit, in support of the mission or otherwise, the employee is not to be held responsible for turn-clean charges associated with the resulting relocation.
H. Security Requirements
1) Property shall have a significant security presence. The property shall include one or more of the following: on site physical security, cameras, and/or a gated community.
Underground parking requiring key fob access will be considered an equivalent to a gated community, provided that the elevator/building entry requires fob access as well.
The property should also be well lit, and all exterior lighting shall be maintained and in working condition.
I. Customer Support/Assistance
1) Contractor shall provide customer service and resolution of customer complaints 24 hours a day, seven days a week. Problems that result in the lodging failing to meet contract requirements will be resolved within 24 hours. An on-site property manager who is available to address problems encountered by the occupant is preferred, with 24 hours a day, seven days a week access.
2) Upon check-in PSNS & IMF employees shall be briefed by the contractor, verbal or written, on the process to report any issues within their unit. Employee will conduct a unit walkthrough and fill out a unit condition checklist documenting the state of the lodging accommodation at the time of employee move-in. Employees will also be provided a contact information sheet.
3) All complaints and concerns will go through the COR assigned to the contract unless it is an emergency such as fire, flooding, etc. The COR will then get in contact with the appropriate people to mitigate the issues at hand and correct any said issues in a timely manner.
4) COR shall receive a list of units no less than 14 days prior to initial check in date.
COR will receive check-in instructions and welcome letters for each assigned room, that will be sent to employees prior to check in date with instructions of how to access property, parking spaces, and any special instructions needed for their check-ins.
5) Should unforeseen circumstances occur at any point in time resulting in loss of power, water, water heating, or any other condition that affects the normal day-to-day activities of tenants for 12 hours or more the Contractor will be responsible for providing the affected tenants with another unit or hotel room paid for by the vendor until unit conditions are returned to the standards set forth in this Performance Work Statement. In the event of disruption in Wi-Fi/internet services, the Contractor will have 24 hours to restore Wi-Fi/internet services.
