Questions & Answers Revision #3

Question #1 (Received 07 June 2023) - Can we request the drawings referenced in TABLE 1 - CONSOLIDATED LIST OF REFERENCES in the statement of work?

Answer #1 (Provided 09 June 2023) – Table 1 - CONSOLIDATED LIST OF REFERENCES contained three (3) incorrect line items (see below).

Line items 21, 22, and 23 listed above do not apply and have been removed from the Statement of Work. Please visit SAM.Gov to view the revised Statement of Work.

Question #2 (Received 07 June 2023) - CLIN 0047 identifies the vessel #32OP9401 (UB-14). Can the Government confirm that this vessel is to be classified as a Utility Boat for pricing purposes?

Answer #2 (Provided 09 June 2023) - This boat is classified by our TYCOM as a Utility Boat IAW our current SABAR (Service Craft and Boat Allowance Report) report as noted below.

Question #3 (Received 13 June 2023) - If using sub-contractors for all work under contract, does the prime have sub-contractors fill out J-2 and J-4 sheets as well as the prime contractor?

Answer #3 (Provided 14 June 2023) – No, It is not necessary to have subcontractors fill out additional J-2 and J-4 sheets.

Question #4 (Received 13 June 2023) - Can the Government specify which boats will be worked on in Year 1, Year 2, Year 3, Year 4, & Year 5? For bidding purposes, we need to account for inflation on all Year 2 – Year 5 work.

If this is not possible, please advise how you would like to see the added cost identified for Year 2 – Year 5.

Question #5 (Received 13 June 2023) - Can the Government provide photos of the various sizes / configurations of the vessels for pricing purposes?

Question #6 (Received 20 June 2023) - Can contractor use my experiences from companies I used to manage Government projects through to fill J-2 & J-4?

Answer #6 (Provided 20 June 2023) Past experience through other companies cannot be used as a source of past experience on the J-2 and J-4 attachments.

In this case, for offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably.

Question #7 (Received 20 June 2023) - Para. 4.2.2 on page 99 states “Price is not being evaluated IAW CD 2018-O0006; therefore do not submit a final price and do not price any CLINs or SUBCLINs.”

Does the above question mean no info is need on pages 3-53 of SF1449?

Answer #7 (Provided 20 June 2023) Correct, no information is needed for pages 3 – 53 of the SF 1449.

There is nothing to bid on with this RFP. The goal is to identify contractors who are technically qualified in accordance with the Statement of Work.
