STATEMENT OF WORK (SOW)
FOR
The various small boat types contained in this SOW are under 40 feet in length, with a maximum weight of 41,000 pounds, with either a steel or aluminum hull
1.0 BACKGROUND:
Commander Navy Region Northwest, Port Operations, requires the contractor to: Dock to blast, prime, and paint boats.
1.1 SCOPE:
1.1.1 Perform at contractor’s location non-skid replacement, preservation and various structural/maintenance work on all classes of small boats. Detailed work requirements are included under section 3.
2.0 References: All references shall be of the latest issue and/or revision or as indicated in the Consolidated List of References (Table 1). It is incumbent on the Contractor to maintain current commercial specifications and be thoroughly familiar with Federal, State and Local laws, regulations and ordinances. The Contractor is prohibited from using Government provided technical information for any purpose other than that contemplated by the specifications. The Contractor is prohibited from further use, release, or disclosure of this information. References provided on CD-ROM, including any information contained thereon, must be destroyed in accordance with the instructions included on the CD-ROM label, at completion of the contract. After award, for those Contractors in receipt of a CD-ROM and not awarded a task order, the CD-ROM including any information contained thereon, shall be destroyed in accordance with the instructions included on the CD-ROM label. CD-ROM can be provided at scheduled site visit upon request.
2.1 Order of Precedence: Unless otherwise noted within this specification, hierarchy, priority, or order of preference of requirements shall be as follows:

2.2 Discrepancies: Drawings, technical reference, or other discrepancies associated with this specification shall be reported using the Request for Specification Clarification form, during proposal, or the “Condition Found/Inspection Discrepancy Report” form (Enclosure 4.1.1) during task order period of performance.

3.0 REQUIREMENTS:
3.1 General Work Requirements: The following requirements apply to all vessels covered by this contract, regardless of design.
3.1.1 Transport, Delivery, and Recovery:
3.1.1.1 The Contractor will transport each vessel from its assigned location to the Contractor’s repair facility. Upon completion of all work, the Contractor will transport each vessel back to its assigned location.
3.1.1.2 The Contractor is responsible for coordinating vessel delivery and pick-up, with the COR, no less than three (3) working days prior to vessel delivery and pick-up. This is the minimum time needed for the COR to coordinate vessel availability.
3.1.1.3 (Small Boats that are Trailered) Contractor will unload each boat from its trailer.
3.1.1.3.1 Contractor will load each boat on its trailer in preparation for the boat being returned to the Government.
3.1.2 Pre-Blocking:
3.1.2.1 Pressure wash the hull to remove all sea growth.
3.1.3 Blocking:
3.1.3.1 Block the boat in preparation for work prescribed by the SOW.
3.1.4 Post-Blocking:
3.1.4.1 Prepare and inspect vessel hull surfaces. Provide a report of the findings to the COR.
3.1.5 Unblocking:
3.1.5.1 After completion of the work, unblock the vessel.
3.1.6 Foreign Material Exclusions (FME)
3.1.6.1 Apply FME to all exposed hull appendages prior to painting by covering, taping, and shielding with plastic or like material. Propellers shall be wrapped and left paint free.
3.1.6.2 Apply FME to cabin roof area to include all components mounted to the roof, which will not be preserved, to the extent that it prevents unintended damage during blast and paint. FME should withstand inadvertent blast from sand blasting. Once FME is installed, notify COR for inspection.
3.1.6.3 Remove all the FME and coverings on the prop when paint curing is completed and boat is ready to for final inspection prior to launch/trailer.
3.1.6.4 Remove all tape adhesive residue on areas where FME masking was applied.
3.1.7 COR Notification/Inspection
3.1.7.1 For Inspections and notification requirements; notify COR in accordance with SOW paragraphs
1.16 & 1.17.
3.1.7.2 Notify COR after preparation, blasting, application of all coatings and upon completion of all work.
3.1.7.3 COR or designated representative shall inspect paint type, and proper mil thickness prior to acceptance and payment.
3.1.8 HAZMAT Disposals
3.1.8.1 The contractor is responsible for all hazmat disposals in accordance with local government rules and regulations. A Safety Data Sheet (SDS) shall be presented to the COR for the paint batch with manufacturer’s application procedures for the coating system.
3.1.9 Cleanliness and Preparation for Transportation
3.1.9.1 Contractor to re-launch or re-trailer the boat in preparation of the boat being returned to the government.
3.1.9.2 Prior to the launch/trailering, ensure that all paint drying and cure time criteria are in accordance with the paint manufacturer’s instructions.
3.1.9.3 Notify the COR 72 hours prior to return of boat for final inspection and acceptance.
3.1.10 Sketches of Current Vessel Characteristics
3.1.10.1 Sketch a diagram or take a photo of the current non-skid to be replaced.
3.1.10.2 Sketch a diagram or take a photo of the current paint scheme.
3.2 Non-Skid Replacement:
3.2.1 Definition of Non-skid type 2- This type of non-skid is rough in texture and shows a pattern of peaks and valleys. The peaks shall be continuous, reasonably uniform and in the same direction (generally in a forward to aft direction). Aggregate shall present a rough uniformly coarse appearance over the entire surface with no loosely adhered sections or particles. Non-skid type 2 shall be applied as per the manufacturer’s instructions/specifications.
3.2.2 The following boats require Non-skid type 2: All Work Boats (WB), Barrier Boats (BB),
3.2.3 Definition of Safety Skid- Safety skid is a lighter textured type of non-skid with silica’s added to achieve the texture. Safety skid shall be applied per the manufacturers’ instructions/specifications.
3.2.4 The following boats require Safety Skid: All Harbor Security (HS), Utility Boats (UB)
3.2.5 Use sketch or photo of current non-skid layout
3.2.6 Remove non-skid from main deck
3.2.7 Clean surface free of all debris
3.2.8 Sand, scuff and prepare surface in accordance with paint manufacturer’s requirements.
Remove all visible oil, grease, soil, drawing and cutting compounds and other soluble contaminants from hull surfaces to SP6 profile.
3.2.9 Reinstall non-skid per sketch or photo of previous non-skid layout.
3.3 Paint Hull:
3.3.1 Blast and prepare surface per paint manufacturer’s specifications.
3.3.1.1 The following boat’s will only be required to have anti-foul paint applied. The rest of the boat will remain in its original raw aluminum form. 25UB2002 (UB-20), 21UB0709 (UB-23), 25UB1807
(UB-27), 25UB1904 (UB-29), 20UB0805 (UB-12),
3.3.2 Use anti-foul paint formulated for appropriate hull type (steel/aluminum). Paint is to be applied in accordance with paint manufacturer’s requirements in addition to American Bureau of Shipping (ABS) paint application standards and good marine practices.
3.3.2.1 Paint application standards, mil thickness, and paint color application will be confirmed with COR.
3.3.3 Paint hull from entire underwater to 1” above upper boot top line including shafts, struts and rudders according to the paint manufacturer’s instructions.
3.3.3.1 Paint hull from upper boot top line to top of gunnel. New paint shall be chemically compatible with the previously installed paint when merging old and new paints together.
3.3.4 Use the correct paint matched to the appropriate hull type (steel/aluminum). When new paint is to be merged into the existing paint system, provide a 3 inch wide, smoothly tapered boundary from the existing paint to the prepared metal surface.
3.3.5 The surface temperature and humidity shall be at the proper temperature prior to paint application, as per paint manufacturer’s requirements.
3.3.6 Bump blocks and preserve where blocks have been.
3.4 Blast/Paint From Below Cabin Roof + Below and Sweep Blast Rubber and Replace Zinc Anodes:
Harbor Security Boats.
3.4.1 Paint from under pilot house cabin roof and below. Horizontal pilot house cabin roof area will not be blasted/painted.
3.4.2 Reinstall all decals per original boat design.
3.4.2.1 The contractor shall remove from hinges, utilize a blast booth, blast, prepare to protect the glass and rubber gasket, prime and paint the aluminum pilot house doors with original grey and reinstall on hinges to the following boats: All Harbor Security Boats (HS) only.
3.5 Blast/Paint From Below waterline + Below and Sweep Blast Rubber and Replace Zinc Anodes:
All Work Boats (WB), Barrier Boats (BB), Platform (PL), Skimmer (SK), Utility Boats (UB).
3.5.1 Blast and prepare entire hull per paint manufacturer’s specifications.
3.5.2 Blast all deck fittings, the dive platform and transom, if installed, to SP-6 profile.
3.5.3 Remove all rubber from vessel, Repair 100 feet of flat bar “D” rubber mounts, sweep blast all rubber and remove and replace all zinc anodes and hardware. All Work Boats (WB), Barrier Boats (BB) only.
3.5.3.1 FME all zinc anode mounting studs prior to blasting.
3.5.4 Use anti-foul paint formulated for appropriate hull type (Steel/Aluminum). Paint is to be applied in accordance with paint manufacturer’s requirements in addition to American Bureau of Shipping (ABS) paint application standards and good marine practices.
3.5.5 Paint all hulls, and pusher knees from entire underwater to 1” above upper boat top line including shafts, struts and rudders in accordance with paint manufacturer’s instructions.
3.5.5.1 Provide a 2” standoff from all deck fittings and welds.
3.5.6 Use the correct paint matched to appropriate hull type (steel/aluminum). Where new paint is to be merged into the existing paint system, prove a 3 inch wide, smoothly tapered boundary from the existing paint to the prepared metal surface.
3.5.6.1 New paint to be chemically compatible with the previously installed paint when merging old and new paint together.
3.5.7 The surface temperature and humidity shall be at proper temperature before paint application, as per pain manufacturer’s requirements.
3.5.8 Bump blocks and preserve where blocks have been.
3.5.9 Reinstall old rubber. Reinstall new zinc anodes, replacing the old.
3.5.10 Remove, prepare, and install new stenciling/ numbering; including the boat hull identification number with black paint, contrasting the background. Remove all placards in affected areas. Upon completion of work, replace or re-install placards to original condition.
3.6 Clean Propellers:
3.6.1 Pressure wash, clean, and FME per section 3.1.6.
3.7 Replace and Hydro Exterior Hoses:
3.7.1 Replace all hydraulic hoses and labels on exterior main deck with hydro tested and labeled hoses in accordance with Navy standard requirements for hydraulic hoses.

5.0 Contractor Furnished Information/Property/Material/Equipment/Services: All supplies, components, materials, and hardware necessary to accomplish the requirements of this contract that are not specifically identified as GFP, shall be supplied by the Contractor.
