Amendment N4523A22Q1322 First Aid/CPR/AED Training

Questions & Answers

1. On reviewing some of the clauses in the RFQ and seeing DFARS clause 252.204- 7020 included, my question is: Is this RFQ considered CUI? Do I need to do a cybersecurity self-assessment and post the score in SPRS?

The Solicitation is not considered Controlled Unclassified Information (CUI) nor are the services described within the Performance Work Statement (PWS). A cyber security self-assessment is not required nor is posting the score in SPRS. DFARS 252.204-7020 is required in accordance with DFARS 204-7304 (e). It is not the Government’s intent to conduct an assessment as the scope of this contract does not include covered contractor information systems.

2. On Attachment 3, page 1 under Quotation Content 1, it states the CLIN is signed and dated and "Includes acknowledgement of Amendments".

a. Which amendments is it referencing specifically?

The referenced attachment section is revised to read (Including acknowledgment of Amendments if applicable). Solicitation amendment will be posted.

3. On Attachment 3, page 1 under Quotation Content 1, Official Quote, 3. it states to show evidence of qualification as a small business concern under the size standard of the NAICS code.

a. What do you consider evidence? I reached out to Juliet and she said the NAICS code in SAM.gov is how you determine eligibility.

Small Business eligibility is determined by reviewing the vendor’s Reps and Certs in SAM.gov under FAR 52.219-1 Small Business Program Representations (Nov 2020).

The referenced section on this attachment is removed to avoid confusion. Solicitation amendment to follow.

b. Do I need to submit documentation or will the SAM.gov profile suffice?

Self-certification in SAM.gov will suffice for proof of small business concern.

4. On Attachment 3, page 2, 2.a. Assumptions,

a. Can you provide a generic example as to what would qualify as an assumption?

This section is removed from the solicitation. Government is going to amend the solicitation. Solicitation amendment to follow.

5. On Attachment 5, (b), it instructs the Contracting Officer to check as appropriate.

1. Does this mean I need to check each as an acknowledgement of the listed conditions or specify which may pertain to my small business internal structure?

Offerors do not have to check clauses as an acknowledgement. The Contracting Officer has checked clauses and provisions applicable to this action. “Contracting Officer check as appropriate” is removed from the attachment. Amendment to follow.

6. What would be our next required steps in anticipation of this contract?

Quotes are due NLT 08:00 a.m. Pacific Standard Time (PST) on 06 April 2022 and must be submitted via email to the specified email addresses listed within the Combined Synopsis Solicitation following instructions set forth in Attachment 3 52.212-1

7. Is there a budget set?

The Government has identified an existing need for the base year period of performance and has secured funding. Exercise of the subsequent option years is dependent on the Government’s need and availability of funding.

8. We are an MBE [Minority Business Enterprise] is this a set aside, etc.?

This is a total small business set aside. There are no socioeconomic restrictions.

*This is a new requirement. There are no historical contracts*
