Question and Answer (Q&A) Sheet

The Government will be posting all questions and answers from Solicitation N4523A18R1351 on a series of Q&A documents. The Q&A documents will be posted to the government point of entry weekly throughout the length of the solicitation period. Please be aware that any questions asked and responses to those questions will be posted to the Q&A documents, the government requests that all questions be of non-proprietary nature and allow for public dissemination.

Question 1: After award, assuming the Government selects a small business, will each task order be competed among small and large business? Will there be specific task orders set aside only for the small business?

Answer 1: Far 16.5 requires that the Government follow selection procedures found in FAR Part

36. FAR Part 36 selection procedures require the Government to select the most highly qualified firm for each task order issued as determined by the Government’s technical evaluation team. However, selection will be tempered by known capacity constraints and socioeconomic considerations.

Question 2: The fillable pdf provided on GSA.gov does not allow for editing the formatting of the file. Please clarify how we should “annotate the appropriate functional area.”? We kindly request that the Government allow us to edit this form in Microsoft Word while still conforming to the page number, font and margin, restrictions.

Answer 2: Do not alter the SF 330. Block 13 on SF 330 Part 1 Section E should be filled out to communicate that person’s functional area regarding this current contract. Additionally, in the various “Brief Description” sub-blocks under SF 330 Part 1 Section E Block 19, the offeror should list functional area that the referenced individual performed on the given relevant project.

Question 3: Please clarify if offerors are to submit 6 resumes for each functional area (resulting in 30 total resumes), or one resumes for each category representing all functional areas.

Answer 3: Please only submit one resume for each key personal you are submitting to work on each of the functional areas.

Question 4: The form states that there are 10 projects. Please clarify if offerors are to submit 10 projects for each Functional Area, resulting in 50 projects, or 10 project total encompassing all functional areas or just 5 projects.

Answer 4: Submit five (5) projects per Key Personnel but no more than ten (10) projects total.

The Government wants to see that your team has experience in all of the functional areas and has worked on projects together.

Question 5: Where are letters of commitment supposed to be provided in the proposal response?

Answer 5: Please submit Letters of Commitment from subcontractors and key personnel employed by those subcontractors as attachments to the SF 330.
