Question and Answer (Q&A) Sheet
The Government will be posting all questions and answers from Solicitation N4523A18R1351 on a series of Q&A documents. The Q&A documents will be posted to the government point of entry weekly throughout the length of the solicitation period. Please be aware that any questions asked and responses to those questions will be posted to the Q&A documents, the government requests that all questions be of non-proprietary nature and allow for public dissemination.
Question 1: Under section V. SELECTION CRITERIA, Paragraph G. Volume of DoD Contracts, it refers to a firms’ total volume of DoD contracts awarded in the twelve (12) months prior to the issue date of this synopsis to assist in effecting an equitable distribution of DoD A-E contracts among qualified firms. Please clarify if the request is for ALL DoD contracts, OR just for A-E
Contracts?
Answer 1: Capacity to perform task orders is a major risk concern for the Government. Please submit only the DoD contracts that would affect the capacity of the key personnel that you submit with your SF 330.
Question 2: The synopsis states “Submit one Part I, Section E for each of the following key personnel to be provided in each of the functional areas. In the upper left-hand corner of each
Part I, Section E, annotate the appropriate functional area.
• Principal
• Engineering Project Manager
• Mechanical Engineer (Staff)
• Structural Engineer (Staff)
• Electrical Engineer (Staff)
• Electronic Engineer (Staff)”
This implies that the Government want 30 Key Personnel; 6 key personnel in each of 5 functional areas as stated in the synopsis.
Question 14 of Pre-Industry Day Questions and Answers that were included in the Industry day slides defined a Principal as a “Registered professional engineer of the firm. The principal will sign and stamp the cover sheet for all drawings and design documents.” This required a licensed Professional Engineer (PE). It would seem unreasonable, and not normal business practice, to require 5 PEs; one for each of the 5 functional areas. Rather, most companies have a PE who is responsible over a wide range of technical domains.
The question on key personnel has already been asked, but the government’s response is not particularly clear as to what is being required to be responsive to the synopsis. What specifically is the government requesting for Key personnel? Is the Government requesting a total of six key personnel who will be responsible for and manage all PSNS tasking regardless of the functional area that the tasking is in, or does the government really require 30 Key personnel, 6 keys for each of 5 functional areas as stated in the synopsis?
Answer 2: The Government only requires one resume per key personnel. Key personnel include:
• Principal
• Engineering Project Manager
• Mechanical Engineer (Staff)
• Structural Engineer (Staff)
• Electrical Engineer (Staff)
• Electronic Engineer (Staff)
Please annotate what functional areas each key personnel has experience in. The Government expects that the key personnel and team as a whole have experience in all of the functional areas. The Government expects to receive six resumes for the team being proposed, the team should have individual or shared experiences across multiple functional areas and multiple team members, indicating that the team has worked together in the past and will be successful in working together as a team to execute the work under this contract. The Government would not be surprised to receive less than six resumes if the Engineering Project Manager and
Principal also plan on working as Engineer staff under this contract as well.
Question 3: In a previous answer, you clarified that offerors are to submit only one resume for each key person. Can offerors submit additional resumes for non-key personnel to help demonstrate the depth and breadth of skills utilized across the functional areas while completing the sample tasks?
Answer 3: Only submit the resumes of key personnel.
Question 4: Under section A. Specialized Experience and Technical Competence, the solicitation states “If a prime A-E firm is using a subcontractor's experience to demonstrate experience, the prime A-E firm shall submit letters of commitment from those subcontractors and any key personnel employed by those subcontractors.” If the prime uses a subcontractor’s experience
(project in SF330 F) but was a subcontractor under the example project is it still the desire of the government to see letters of commitment and key personnel?
Answer 4: Letters of Commitment are only required if you are using a subcontractor to augment your firm’s key personnel on actions moving forward with this contract.
Question 5: Per the synopsis and the provided Question and Answers dated 7/30/2018 there are to be only 6 resumes submitted for key personnel in SF330 Part 1 Section E. Per the SF330
Instructions these would be the only 6 individuals listed on SF330 Part I, Section G. On Page 4 of the synopsis, Section IV, SUBMISSION REQUIREMENTS, B. Supplemental Instructions number four (4) “SF 330 Part I, Section G” indicates up to four (4) Part I, Section Gs could be submitted.
Please clarify if additional individuals need to be added to SF330 Part I Section G.
Answer 5: The size and mix of a firm’s team is a business decision. The Government will evaluate the team submitted.
Question 6: The Industry Day presentation included limited information regarding Contractor interviews which will include a presentation and QA session. Since this presentation is being conducted for the purpose of distinguishing the most qualified firms, would the Government please provide more detailed information to be included in the interview presentation?
Specifically requested: requirements for the presentation content, length or time allocation, presentation team personnel requirements, and also the presentation evaluation criteria.
Answer 6: After initial review of the SF330 the Government will make a determination as to which firms will be interviewed. After such a determination has been made, letters will be issued by the Government which will elaborate further on the format of the interview.
Question 7: Are key personnel required to have active security clearances? If so, where should this information be listed on the SF 330 Section E?
Answer 7: Active security clearances are not an evaluation factor at this step of the procurement. This requirement will be communicated at the task order level.
Question 8: During the Industry Day the government mentioned that an updated PWS would be published on 23 July. On 23 July the final Synopsis was published but no final PWS has been published to date. Will a new PWS be published and, if so, when?
Answer 8: A revised PWS has been posted to FBO.
