Question and Answer (Q&A) Sheet

The Government will be posting all questions and answers from Solicitation N4523A18R1351 on a series of Q&A documents. The Q&A documents will be posted to the government point of entry weekly throughout the length of the solicitation period. Please be aware that any questions asked and responses to those questions will be posted to the Q&A documents, the government requests that all questions be of non-proprietary nature and allow for public dissemination.

Question 1: In the Synopsis, on page 6 under b. Volume of DoD contracts, the government requests the following information “List all contract numbers, task orders, and modifications, and include their award dates and total negotiated fees.” Most companies consider their fees to be proprietary and will not release them to other companies. Should the final phrase be changed to “…and total negotiated costs.”? If not, can arrangements be made for subcontractors to submit their fee information directly to the government?

Answer 1: The Government wants to see the final negotiated price of contract, task order, and modifications. The Government does not need to review individual cost elements. The basis of this requirement is to allow for the Government to evaluate a firm’s capacity.

Question 2: For section F – Projects, is an IDIQ or BPA (blanket purchasing agreement) type contract acceptable as a project example?

Answer 2: Only executed task orders under an IDIQ and/or BPA type contract would be an acceptable project example.

Question 3: Would the government allow subcontractors to submit the CPARs and PPQs for their projects that are being cited by the prime, directly to the government?

Answer 3: PPQs may be submitted directly to the Government's point of contact, Kaleb Hoffer, via email at kaleb.hoffer@navy.mil, prior to the submission closing date. Firms shall instruct the
