Plain Language Document for SWFPAC SV-64 Engine Overhaul and Life Cycle Maintenance N4523A18Q1055

The purpose of this document is to describe the subject requirement in plain language in order to assist with and highlight the complexity/coordination required. In the event of any conflict between this document and the solicitation, the solicitation shall take precedence.

The Government requires various tasks to be completed on each of six (6), 64-foot Screening Vessels (SV). The requirements outlined in the Statement of Work (SOW) are to be done on each vessel, and each vessel’s work will be completed under the contract in a sequential manner:

1) Each delivery order will specify the vessel(s) and the periods of performance for the requirement. Exact periods of performance will be set by mutual agreement depending on vessel availability; however, they will all occur within the overall ordering period of the base IDIQ contract.

2) Each vessel will be delivered to the awardee by the Government to begin work. Upon delivery of the vessel, the Government will conduct sea trials to demonstrate operational performance of the vessel. The awardee will provide a water source for engine circulation during this operation.

3) Once accepted, the Contractor will have the identified timeline for accomplishing the requirements of the particular vessel. Timelines are identified as follows:

a. The awardee will be given 120-days to complete an entire work package (As seen in appendices B, C, D, F, and G).

b. Vessel 64PB0709 will have shortened timeframes since the work package is being accomplished in separate parts. The awardee will only be provided 90 days for its initial package whereas the awardee will be provided 21 days to complete the hull life cycle maintenance, upon its return (As seen in appendices A and E, respectively).

4) Accomplish each task, as required, within the vessel availability:

a. Task 1 Refresh Bottom Paint System: Awardee will accomplish this task in accordance with (IAW) the SOW. Requirements are to clean, perform visual inspection, identify defective areas (submitting results via Condition Found Report, CFR, prior to painting), take pictures IAW the SOW, mask areas for areas not to be painted, apply various coats of paint IAW manufacturer’s instructions, check Dry Film Thickness (DFT), provide report to COR, shift/bump blocks and repeat clean/paint steps on previously blocked areas.

b. Task 2 Clean Vessel Bilge Area: Awardee will accomplish this task IAW the SOW. Requirements are to mark/remove deck plates as necessary to access bilges, clean bilges free of trash/debris/grease/oily liquids/etc., wipe down bilge surfaces with heavy duty cleaning agent, wash with clean potable water, wipe excess water and reinstall deck plates which were removed.

c. Task 3 Fuel Tank Cleaning and Fuel Disposal: Awardee will accomplish this task IAW the SOW. Requirements include providing spill prevention required by law, remove cover, draw and provide sample of fuel to Port Ops Technical Point of Contact (TPOC), clean inside of the tank, dispose of all fuel after tank cleaning, inspect tank and provide CFR of condition to the COR, reinstall access cover with new VITON gaskets, allow for Government to provide additional fuel.

d. Task 4 Main Deck Non-Skid Replacement: Government will provide new non-skid kits upon delivery of the vessel, as delineated in Attachment J-2 GFP Attachment, for accomplishment of this task. NOTE: Task 13 must be completed to accomplish this task. Awardee will accomplish this task IAW the SOW. Requirements include noting existing deck markings for re-application on the newly applied non-skid, remove all existing main deck non-skid strips, clean areas of removed non-skid, inspect and provide report of main deck via CFR to the COR, install new main deck non-skid strips IAW layout provided and per manufacturer’s instructions, complete edge sealing concurrently with non-skid application, re-apply previously noted deck markings.

e. Task 5 USCG Racing Stripe and Emblem: Awardee will accomplish this task IAW the SOW. Requirement is to sand or blast exterior hull to remove diagonal stripe on Port and Starboard bow, inspect area and provide report via CFR to the COR, repaint Port and Starboard bow with new diagonal stripe and install USCG emblem IAW their respective contract enclosures.

f. Task 6 Main Diesel Engine (MDE) Replacement: Awardee will accomplish this task IAW the SOW. Original equipment manufacturer (OEM) of the engines is MTU. NOTE: Task 12 must be completed to accomplish this task.

i. Each vessel, with the exception of vessel SV64107, requires the removal of both Port and Starboard engines (With the engines respective ZF Marine Gears attached); vessel SV64107 only requires the removal of its Port engine assembly. Engines removed from a vessel will not be reinstalled in the same vessel.

ii. The awardee will be required to construct timber engine blocks to be used for resting the removed engine assemblies.

iii. The awardee will be required to install the Government provided Port or Starboard engine assembly directly from its shipping skids/crates. The awardee will need to coordinate with an MTU certified technician to remove engine preservation and to prepare the engine for operation.

iv. The awardee is required to mount the removed engine assemblies to the Government provided shipping skids/crates, and make the engines available for transport by another Contractor, on a concurrent Government contract, to accomplish the rebuild of the engines. THE GOVERNMENT WILL TAKE ACCEPTANCE OF THE ENGINES FROM THE AWARDEE PRIOR TO PICKUP BY THE CONCURRENT GOVERNMENT CONTRACT.

v. Once engines are reinstalled and all other tasks are complete, the awardee will be required to make any corrections resulting from initial engine operations and waterborne trials under the direction of a certified technician of the engine.

g. Task 7 Drive Line Replacement: Awardee will accomplish this task IAW the SOW. This work must be accomplished by Regional Dana GWB authorized distributor and service provided. There are two known sources capable of performing this work: Driveline Service of Portland, Inc. and Pacific Power Group (See SOW paragraph 1.13).

i. The specific requirements of this task are to remove existing Port and Starboard cardan shafts, rebuild the shafts and then re-install IAW contract enclosures.

ii. Inspect the Port and Starboard intermediate shaft, jet coupling, intermediate shaft to jet coupling coupler and companion hub. Clean to like new condition and provide report via CFR to COR.
