CONTRACTOR QUESTION: (ONE QUESTION PER PAGE)
A.5.1 Stated to Provide Service and Material to groom all electrical connections. During the ship check I noticed many cables that are secured with white nylon zipties, are zip ties acceptable or does everything need to be secured with Stainless Steel Banding and Rubber?
Also I noticed a number of RISE collars on the vessel. When grooming if cables are without a proper radius, and no slack can be found, are we supposed to replace cables? While grooming are we supposed to open the RISE collars?
A.5.2 States to Clean corrosion from ALL electrical connections and to No-Ox electrical connections. Is it the intent to disconnect every electrical connection throughout the boat and clean, then No-Ox and re-connect?
I noticed some of the large battery connections have silicone or 5200 sealer over the top of the connections, are we supposed to add new after removing or is this supposed to have a rubber boot?
Also noticed some butt-spliced fans, if we are to disconnect these connections your cable will continue to get shorter, marine practice would usually be to install a Plug that can be removed if fan needs replaced so the cable won’t need to be re-pulled, is this what you would like us to do?
Also, I was wondering to help determine how many electrical connections are on the vessel(s) if we could have access to the Electrical One-Line of these vessels?

A.5.1 Wire Grooming: The Contractor will secure wiring throughout the vessel in accordance with the statement of work (SOW) and banding methods specified in references.
Cable Radius: The Contractor will report improper cable radius to the Government via Condition Found Report (CFR).
A.5.2
Cleaning and No-Ox Application: Continue with SOW. The Contractor will clean and apply No-Ox to all breaker panels, bus bars, electrical connections at the engine, generator, control panels, inside junction boxes etc. The Contractor will not disconnect deutsch style connectors, unless doing so facilitates the removal of the engine or marine gear. The Contractor will remove, clean, apply di-electric and re-install electric panel connections, breaker connections, bus bar connections, battery terminals, switches, Programmable Distribution Module (PDM) connections, etc.
Battery Terminals: The Contractor will not install battery terminal boots as the terminals have covers and silicon has been added to protect against corrosion.
Butt Splice Clean and Groom: The Contractor will not remove butt splices during clean/groom of the electrical system.
Electrical Drawings: REF 35, 36 and 47 are the closest information to a line drawing the Navy has for the electrical systems on this boat.
