• General Information
– Government intends to award a Firm-Fixed Priced contract on the basis of initial proposals without conducting discussions. The initial offer should contain the offeror’s best terms from a price and technical perspective, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary (FAR 52.215-1).
• Best Value Award
– Award to the responsible offeror whose proposal represents the best value. Government may accept other than the lowest cost proposal where the benefits of the higher cost proposal merit the additional cost. Conversely, the Government may select lower-cost, lower rated proposal if the Government determines that the premium associated with the higher-rated proposal is not justified.
Section M (cont)
• Basis for Award
– Award a contract to the responsible offeror whose proposal represents the best value using a tradeoff process which permits tradeoffs among cost and non-cost factors.
– Award shall be made to the offeror whose proposal conforms to the requirements of the solicitation.
– To be considered eligible for award, offeror shall submit a response to the RFP that contains a complete response to the requirements of the solicitation.
• Evaluation Criteria
– Technical is more important than Past Performance. When combined, technical and past performance are significantly more important than price.
– Price is not an adjectively rated factor, the relative importance of price increases with the degree of equality of the proposals in relation to the other two factors.
• Evaluation Factors
– Factor 1.0 Technical Capabilities
• Subfactor 1.1 Technical Approach
• Subfactor 1.2 Management Plan
• Subfactor 1.3 Schedule Performance
– Factor 2.0 Past Performance
– Factor 3.0 Price
• Evaluation Factor - Factor 1.0 Technical Capabilities
• Subfactor 1.1 Technical Approach The Government will evaluate the offer’s written plan and supporting documentation to demonstrate the identified requirements listed in Section L, 6.1 of this subfactor, in accomplishing the work and technical requirements described in Section C and the corresponding attachments in Section J of this solicitation.
• Subfactor 1.2 Management Plan The Government will evaluate the offer’s written plan and supporting documentation to demonstrate the identified requirements listed in Section L, 6.1 of this subfactor, in accomplishing the work and technical requirements described in Section C and the corresponding attachments in Section J of this solicitation.
• Evaluation Factor - Factor 1.0 Technical Capabilities (cont)
• Subfactor 1.3 Schedule Performance The Government will evaluate the offer’s written plan and supporting documentation to demonstrate the identified requirements listed in Section L, 6.1 of this subfactor, in accomplishing the work and technical requirements described in Section C and the corresponding attachments in Section J of this solicitation.
• Evaluation Factor - Factor 2.0 Past Performance The past performance evaluation is in an assessment of the offeror’s probability of meeting the solicitation requirements. The past performance evaluation considers each offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the contract’s requirements. In accordance with FAR 15.305(a)(2), the currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. These are combined to establish one performance confidence assessment rating for each offeror.
• Evaluation Factor - Factor 3.0 Price
- Price will be evaluated in accordance with FAR 15.404 using the information contained in Schedule B and Attachment J-4. The price of the basic contract line item numbers (CLIN) found in Schedule B shall match the total price of all work items in Attachment J-4, tab one (1).
The proposed growth rate and consumable rate in Tab two (2) will be evaluated using techniques contained in FAR 15.404, however will not be added to the total proposed price found in Schedule B.
- Although award will be made based on an offeror’s total proposed price, a price proposal that is found unreasonable and/or unbalanced may be rejected. The Government will review the offeror’s CLIN and Work Item prices to identify any significant disparities that may indicate a lack of understanding of contract requirements.
