Comprehensive responses to this RFP are required to enable the Government to evaluate the Offeror’s understanding of the requirements, and capability and approaches to accomplish the stated requirements. The Offeror shall submit all information required by this RFP. Failure to comply with the material terms and conditions of the RFP shall result in the Offeror being removed from consideration for award. Offerors are advised that information contained on additional pages in excess of the identified page limitation requirements will not be evaluated . The Offeror’s proposal shall be based on the requirements contained in this RFP (including those documents, exhibits, and other attachments to the RFP identified in Section J).

The solicitation will be made available only through the internet at: http://www.fbo.gov/.

Offerors are hereby notified that from time to time, the government may post additional information to the website relating to this solicitation (e.g. responses to questions, amendments, etc). It is the offeror’s responsibility to check the website for any such information.

Offerors may electronically submit written questions requesting clarification of solicitation requirements by sending an email to Tim Smart, timothy.smart@navy.mil and Stephanie Rosenthal, Stephanie.rosenthal@navy.mil (please ensure that the email submission is addressed to both Tim Smart and Stephanie Rosenthal). Unless otherwise stated, references herein to a specific section of the SOW include all subordinate paragraphs to that section.

Note - Any apparently redundant requests for information in these instructions may be addressed once and appropriately cross-referenced in the proposal.

In evaluating an offeror’s technical proposal, the Government may consider information (other than price) provided with the offeror’s pricing proposal. Similarly, in evaluating an offeror’s price proposal, the Government may consider information provided with the offeror’s technical proposal. Any inconsistency, whether real or apparent, between projected performance and price, must be explained in detail by the offeror.
