Each factor will be evaluated on how the response meets the requirements of the solicitation. The response that completely addresses all of the solicitation requirements may be judged superior to the response that minimally addresses solicitation requirements under evaluation factors. The proposal shall be sufficiently complete to demonstrate the manner in which the Offeror will comply with the applicable requirements of the solicitation.
