FAR 52.212-1, “Instructions to Offerors – Commercial Items”, the following information shall be received by NAVSEA Service Contracts Division, Norfolk Naval Shipyard no later than the closing date of the Solicitation.
This requirement will be awarded using procedures under Federal Acquisition Regulations FAR Part 12 – Acquisition of Commercial Items and FAR Subpart 13.5, Simplified Acquisition Procedures.
1) Interested vendors may send the quotation to the Navy by replying via email to melissa.e.white13.civ@us.navy.mil and alicia.l.almberg.civ@us.navy.mil no later than 0900 AM EST on 22 July 2025.
2) Proposal content and instructions when submitting a quote shall consist of:
a. Technical Narrative
b. Capacity
c. Price
d. Acknowledgement of any amendments
3) Technical Narrative:
Offerors will submit a technical narrative of how well they understand and propose to fulfill the requirements outlined in the Performance Work Statement (PWS).
The Contractor’s proposal shall include resumes of the employees nominated as “Key Personnel.” Refer to CDRL A007.
3.1 The Contractor shall provide Key Personnel that have documented work history proving overall technical competence and who possess knowledge of trade theory and up-to-date trade practices in the ship repair industry.
The Key Personnel must:
3.1.1 Have the ability to read and interpret instructions, specifications and blueprints.
3.1.2 Be knowledgeable in the operation of powered machinery/tooling/equipment relevant to the trade skills.
3.1.3 Be knowledgeable in the use of precision measuring instruments normally associated with cognizant shipyard trades.
3.1.4 Be familiar with materials associated with the ship repair industry.
3.1.5 Have the ability to recognize working conditions or use of materials that require initiation of safety precautions and have the PPE for said conditions or materials.
3.1.6 Have working knowledge on how to read and understand the information provided in a MSDS.
3.1.7 Be qualified and experienced at working in confined spaces (e.g. tanks, voids or stowage’s).
3.1.8 Be qualified to wear safety harnesses and work from scaffolds or platforms where drop off will be greater than five (5) feet.
3.2 Program and Project Manager (Key Personnel, resume required)
3.2.1 Education: This position requires a minimum of a high school diploma and/or successful completion of a related trade or industrial school.
3.2.2 Experience: This position requires 10 years of experience as a project manager and/or supervisor in repair and maintenance efforts onboard U.S. Navy ships.
3.3 Supervisor (Key Personnel, resume required)
3.3.1 Education: The Supervisor position requires a minimum of a high school diploma and/or successful completion of a related trade or industrial school.
3.3.2 Experience: The Supervisor position requires 5 years of experience as a supervisor in repair and maintenance efforts onboard U.S. Navy ships in a related trade skill.
4) Capacity:
Offerors will submit attachment 6 on their proposed capacity to satisfy the Government’s requirements.
5) Price Submission:
Price quote should be valid for 60 days.
