Question Sheet
Question 1 - For estimating purposes how many pressurized water type fire extinguishers should the contractor provide?
Government answer 1 – The government will provide the required water-type fire extinguishers.
Question 2 - Regarding the CO2 fire extinguishers, does the (15) indicate pounds or each. If 15 indicates pounds, how many CO2 fire extinguishers should the contractor provide?
Government answer 2 – 15 refers to lbs. per CO2 fire extinguishers and the government will provide the required fire extinguishers.
Question 3 - For estimating purposes how many Personal Fall Arrest Systems should the contractor provide?
Government answer 3 – None are required for this contract.
Question 4 - What is the laydown area square footage?
Government answer 4 – Laydown area square footage is TBD based on availability. However, a designated laydown area will be provided within the assigned dry dock for the contractor. The laydown area shall be large enough to accommodate 2, 20 ft Connex boxes and any other material storage required. Additionally, the government will provide a contractor Muster area at St. Juliens Creek Annex Building 6, Portsmouth, VA.
Question 5 - What are the government’s industrial engineering department requirements for the laydown area?
Government answer 5 – The designated laydown area must always comply with all OSHA industrial safety requirements.
Question 6 - The PWS reflects Red Badge in Section 1.2 and Section 8. Would the Government confirm the minimum-security clearance is Secret/Red Badge for Firewatch/Tank watch LCAT?
Government answer 6 – Minimum security clearance is secret for submarine FW/TW work.
Question 7 - Addendums #3 and #4 were included with the solicitation documents. Please advise if Addendums #1 and #2 will be posted for review.
Government answer 7 – The addendums that were attached to the solicitation are the only 2 addendums that we have. These addendums are referenced by FAR 52.212-1 and FAR 52.212-2. The numbers 3 and 4 are just the attachment numbers.
Question 8 - The NNSY COR, ACOR, and Contracting Officer information on Page 1 and 2 of the Statement of Work are redacted. Please advise if an amendment will be issued to provide this information.
Government answer 8 – Yes, they will be given out when the contract has been awarded.
Question 9 - Page 4 of the Statement of Work references CDRLS. Please advise if an amendment will be issued to include the CDRLS and deliverable requirements.
Government answer 9 – We have added the CDRLs.
Question 10 – The PWS states the contractor shall adhere to all requirements outlined in the Quality Assurance Surveillance Plan (QASP). Please advise if an Amendment will be issued to include the QASP.
Government answer 10 – Yes it has been added Question 11 - Addendum #3, Technical Narrative section mentions requirements are to be fulfilled as outlined in the Performance Work Statement, but a Statement of Work was included with the solicitation. Please advise if an amendment will be issued to clarify if the Government’s intent.
Government answer 11 – The title of PWS (Performance Work Statement) has been corrected.
Question 12 - The statement of work is misnumbered. Please advise if an updated statement of work will be provided to ensure the requirements can be accurately referred to.
Government answer 12 – The numbering has been fixed on the updated PWS.
Question 13 - Is there a preferred format for the price quote?
Government answer 13 – No Question 14 - Is a Cost Narrative required to be submitted along with the price quote?
Government answer 14 – Yes Question 15 - Please confirm that Factor 3 Past Performance is removed from the Solicitation as per Attachment 4 Addendum FAR 52.212.
Government answer 15 -Past Performance has been removed from the solicitation per Addendum FAR 52.212-2.
Question 16 – Would like to confirm that all fire watch is paid under the code, title, and rate below:
23470-Laborer $18.53 per hour this does not include the fringe rate of $5.93 per hour.
Government answer 16 – 21020 is the equivalent rate.
Question 17 – Should the CDRL requirements be considered not separately priced (NSP) for pricing purposes? If so, will the solicitation be amended to add a DATA CLIN to capture the NSP CDRL requirements in accordance with DFARS 252.204-7002?
Government answer 17 – CDRL’s shall be included as NSP Question 18 – Wage Determination 2015-4341 does not specify a Fire Watch/Tank Watch category. Please advise which labor category should be applied for these roles.
Government answer 18 – 21020 is the equivalent rate.
Question 19 – Please specify which DOL Occupation Code and Job Title from Attachment 8 Wage Determination (WD No. 2015-4341, Revision 30, Date 04/25/2025) is the corresponding job code/title for the trade requirements listed in the Performance Work Statement.
Government answer 19 – 21020 is the equivalent rate.
Question 20 - As per SOW 4.9.6.7 - The Contractor shall comply with the Fire and Tank Watch training requirements as specified in 29 CFR 1915 and CFR 1915.508, Subpart P “Fire Protection in Shipyard Employment.” A copy of the Contractor’s lesson plan must be submitted electronically to the NNSY Designated Representative for review and approval no later than ten (10) calendar days after contract award and yearly thereafter upon exercise of option(s) Paragraph 4.9.6.7 states that a copy of the Contractor's lesson plan must be submitted to NNSY no later than ten (10) calendar days after contract award and yearly thereafter upon exercise of option(s). Is the lesson plan requirement associated with a CDRL? If so, please provide the applicable CDRL number. Please also clarify if option(s) will be a part of this contract or if an amendment will be issued to remove the "exercise of options" language.
Government answer 20 – A007. Remove exercise of options if a -8 is not included. There are no planned options currently.
Question 21 – A007 There are no key personnel requirements listed in the PWS. Is this a requirement?
Government answer 21 – Yes.
Question 22 – Is A004 required due to being FFP. This is typically required for cost contracts.
Government answer 22 – A004 shall be incorporated Question 23 - Attachment 3 Addendum FAR 52.212-1, Section 3.3, states that a resume is required for the Supervisor position. Will the Government confirm that only one resume is required for this role?
Government answer 23 – A minimum of 1 supervisor resume is required with contractor’s proposal. Subsequent submissions shall be delivered each week until 100% manning is achieved for supervisor requirement (7) Question 24 – Was asked if there were 2 separate solicitations? Is one HUBZone and one SB set aside?
Government answer 24 – Yes and Yes Question 25 - Based on the recent solicitation updates, please confirm the number of Resumes required for the Supervisor labor category Government answer 25 – 1 for proposal (7) supervisor resumes in total when full manning is achieved.
Question 26 - DELIVERABLES of the PWS states the contractor shall provide completed copies of CDRLs A001-A008 to the COR prior to the arrival of personnel to the Government installations. This requirement conflicts with Blocks 12 and 16 of CDRL A001-A008. Do Blocks 12 and 16 of each CDRL list the correct submittal requirement or will paragraph 4.7 of the PWS be updated to clarify the Government’s intent?
Government answer 26 - Blocks 12 and 16 of the CDRLs list the correct submission time.
Question 27 – I would like to respectfully ask whether payment for this contract will be issued monthly or on another schedule Government answer 27 – It will be issued monthly
Question 28 - PWS states “A Connex box, trailer, or equivalent structure will be provided as a muster location for contractor employees”, please clarify who is to provide this – Contractor or Government.
