About this file
This document is a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for barge and small boat overhaul services. The scope of work includes maintenance, repair, and modification services for fenders, camels, and service craft under 50 feet in length owned by Norfolk Naval Shipyard. The RFP seeks contractors capable of performing work on steel, aluminum, composite, and wood watercraft. Services include repairs, upgrades, service life extensions, and alterations to hulls as well as mechanical, electrical, and electronic systems. The total estimated value of the IDIQ MAC is $47.35 million and will be awarded to multiple awardees. Task orders will then be competed and awarded under the contracts. The period of performance for the IDIQ contracts is expected to be five years. Contractors must meet minimum facility and equipment requirements including boatyards, cranes, storage, and offices. The RFP includes standards, references, and quality assurance requirements that will apply to task order work.

ANSWERS TO ADDITIONAL QUESTIONS:
QUESTIONS ANSWERS
Question #1: Answer to Question #1:
Para 1.10 Facilities of the solicitation invokes
NAVSEA Standard Item 009-72. This calls for armed security force to be in place at the facility.
An armed security force if a significant expense for the amount of potential craft shown in the schedule of work. This cost is the same whether there are one, ten, or fifty boats at the facility.
Obviously the cost can be amortized over multiple contracts benefiting the contractor with a larger scope of work. The contractor with a smaller amount of boats under this contract bears an unfair burden of providing this level of security. When faced with a similar situation a while back MARMC relaxed the armed security requirement and accepted video surveillance. I can find no instance of armed security being needed at a small boat repair facility under a government contract. I would like to request this be applied to this requirement as well.
In accordance with clarification of OPNAVINST
5530.14E - Physical Security and Law Enforcement
Manual; the vessels included within the scope of work for this contract do not meet the requirements set forth by NSI 009-72. With the understanding of these vessels not having permanently assigned crews, messing, berthing, the requirement for 24-hour armed security may be lifted and instead supported via 24-hour video surveillance to ensure minimal security requirements of Navy Owned Equipment being stored at the contractor’s facility.
Question #2: Answer to Question #2:
NAVSEA issued guidance for implementation of NSI’s for boats (attached), that specifically address small craft security requirements – and states that 009-72 is not applicable for craft 65 feet and less. This brings the
009-72 into alignment with security resources for fleet assets (boats are not afforded the same protection as a surface combatant). Will the government revise the page 16 para. 1.10 to remove the requirement for 24-armed guard?
Additionally FYI, the SER 171 letter states that CAT I
NSI’s DO NOT apply to craft less than 65 feet in length (see attached letter) – this address several sections in the RFP, including – welding and NDT requirements, and section 1.8 references. Recommend amending the PWS to align with standing NAVSEA guidelines.
Modified statement for security requirement in paragraph 1.10.a.i to provide clarification that 24-hour video surveillance was sufficient and removed the NSI statement as well as 1.10.b.i.
Amendment to section 1.8 references has been indicated within the SOW through the use of (*) and a comment of “See Note 1” – which states “*Note 1: Not applicable to boats and craft 65 feet and less in length”.
Question #3: Answer to Question #3:
IAW Section 1.2.5.1 (iv) should the standard page numbering system utilized continue counting between
Sections/Subfactors or should each Section/Subfactor begin counting with page one (1)?
Pages should be numbered based on the count of all actual pages of offeror’s proposal.
Statement of Work (SOW)
1. SCOPE OF WORK – APPLIES TO LOT I AND LOT II UNLESS OTHERWISE STATED
1.1. This requirement was received to provide maintenance services to fender and camel systems as well as service craft under the custodianship of Norfolk Naval Shipyard (NNSY). This requirement will include furnishing the necessary management, material, support services, labor, supplies, and equipment deemed necessary to provide marine boatyard and industrial support, which includes specific modifications, upgrades, service life extensions and repairs fender and camel systems as well as service craft and their associated systems (i.e. Hull, mechanical, electrical, and electronic systems; trailers; transporters;
deployment systems; slings; and hoisting systems; launch and retrieval systems, etc) and periodic maintenance primarily in support of NNSY-owned fender and camel systems as well as service craft located specifically in the Norfolk, Virginia area. This work will require the contractor to possess knowledge and skills unique to the barge maintenance industry. The work is broken out into two (2) different Lots. Lot I is for marine boatyard services and industrial support for boats, and service craft that can be transported via roadway by a trailer of some sort and which are less than 15 meters or 50 feet in length as determined by Navy hull designation, but if no Navy hull designation exists, then less than 50 feet overall length. Lot I can be worked in the contractor's boatyard, locally outside the contractor's boatyard. Lot II is for marine boatyard services and industrial support for boats. Service crafts that are either: (1) less than 15 meters or 50 feet in length as determined by the Navy hull designation, but if no
Navy hull designations exists, less than 50 feet in overall length, but which cannot be transported via roadway, but must be delivered on its bottom (via waterway) as defined by the task order. Or (2) is 15 meters or 50 feet in length or greater as determined by Navy hull designation, but if no Navy hull designation exists, then 50 feet or greater by length overall. Lot II can be worked in the contractor's boatyard, locally outside the contractor's boatyard.
1.2. Exact dimensions of boats vary with specific function and mission. Typical approximate dimension ranges for Beam and Height Above Baseline are as follows:
Lot I:
BEAM HEIGHT ABOVE BASELINE
Up to 30’ (9M) in Length 6’-10’ 6’-11’
30’ (9M) up to 50’
(15M) in Length
9’-13’ 9’-18’
Respective metric equivalents apply.
Lot II:
BEAM HEIGHT ABOVE
BASELINE
DRAFT
Up to 50’ in Length 6’-13’ 6’-18’ 1’ -5’
50’ up to 100’ in Length 11’-22’ 15’-38’ 3’-9’
101’ up to 150’ in Length 22’ -32’ 22’-58’ 5;-13’
