Site visit is not offered at the main contract level but it may be offered at the task order level.

Will the Government provide the current contract number providing these contemplated services?
NNSY does not have a current and/or similar IDIQ contract in place.

Will the Government provide the current pricing under the current contract serving these contemplated services for Base and Option years?
NNSY does not have any current pricing since there is no current and/or similar IDIQ contract previously awarded by NNSY.

In the Statement of Work, Paragraph 1.10 Facilities, Subparagraph b., page 17 identifies facility requirements for Lot I. Believe that this should be Lot II.
This is referenced to specifically Lot I criteria vessels (i.e., Utility Boats that are less than 50’ in length).

Volume II, Past Performance, page 38, Section 5.1.1 states “…... Offerors may submit performance data regarding current contract performance as long as a minimum of one (1) year of performance has already been completed as of the Offeror’s proposal submission date.” Please consider waiving this requirement for recency.
NNSY is not interested in waiving the minimum of one (1) year of performance at the main IDIQ level. Past performance may be considered at the task order level.

Please confirm that the Service Contract Act for the Norfolk, VA will be invoked on Task Order RFQs issued under the resultant IDIQ contracts.
Yes, the service contract labor clauses and all additional contract clauses contained in the respective MAC IDIQ contracts will apply to any resultant task orders.

On page 17 of the solicitation, paragraph 1.10.f.b refers to facility requirements for Lot I which includes dockside slips. Since paragraph 1.10.a on page 16 also addresses Lot I requirements, please verify that the page 17 requirements under paragraph 1.10.f.b should refer to Lot II requirements vice Lot I.
This specific section in question is in fact referencing requirements set forth by Lot II requirements.

On page 39, Section 5.3 of the RFP, it states “The Offeror shall submit one Past Performance Questionnaire (Attachment 2) to each of its customer POCs identified in the Recent and Relevant Past Performance References.” If a customer refuses to complete a Past Performance Questionnaire will a CPARS alone be acceptable for a Past Performance Reference?
Past Performance Questionnaires that are provided by potential offerors to its customers for completion is voluntary. The Government has other avenues including CPARS to evaluate past performances of industries submitting proposals.

On page 16 of the solicitation, paragraph 1.10.a.i states “The boatyard must be lockable, fenced, and have daily 24-hour security in accordance with NSI 009-72”, Is the requirement under the NSI 009-72 for an armed security guard applicable to Lot I?
NSI 009-72 requires Armed Security for contractor’s facility to meet various FPCON levels necessary to protect all assets, to include Lots I & II.

Please provide clarification regarding the Statement of Work beginning on page seven (7) of the RFP. The vessel information provided is inconsistent with the vessel information provided in Attachment 3 – Schedule of Work. The designation of Lot I and Lot II described on pages 7-8 does not match the work descriptions on the Schedule of Supplies/Services.
The CLIN for 4001 was modified to support the effort of ONLY LOT II vessels (service craft/barges) to coincide with the Attachment #3 Schedule of Work. CLINs 1001, 2001, and 3001 were also updated to coincide with Attachment #3.

Please also clarify if facility requirements on pages 16-18 will be affected by potential changes to the Statement of Work and Lot information.
There should be no facility requirements needing to be changed beyond the scope of work as written.

Please provide clarification and/or definition for the term “major subcontractor” as utilized on page 38 of the RFP: “Offerors shall submit one (1) Past Performance Reference for each major subcontractor. If no major subcontractors proposed, at least one (1) Past Performance Reference shall be provided for the subcontractor performing the largest portion of subcontracted work under this effort.”
