Statement of Work (SOW)
1. SCOPE OF WORK – APPLIES TO LOT I AND LOT II UNLESS OTHERWISE STATED
1.1. General
1.1.1. This requirement was received to provide maintenance and overhaul services to Service Craft (Barges), Small Boats, and Camel systems (Fendering) under the custodianship of Norfolk Naval Shipyard (NNSY). This requirement will include furnishing the necessary facilities, management, material, support services, labor, supplies, and equipment deemed necessary to provide marine boatyard and industrial support, which includes specific modifications, upgrades, service life extensions and repairs to fender systems as well as service craft and small boats along with their associated systems (i.e. Hull, Mechanical, Electrical, and Electronic Systems; Trailers; Transporters;
Slings and Hoisting Systems, etc.) and periodic maintenance primarily in support of NNSY-owned Service Craft (Barges), Small Boats, and camel systems located specifically in the Norfolk, Virginia area. This work will require the contractor to possess knowledge and skills unique to the service craft and small boat maintenance industry. The work is broken out into two (2) different Lots. Lot I is for marine boatyard services and industrial support for boats, and service craft that can be transported via roadway by a trailer of some sort and which are less than 15 meters or 50 feet in length as determined by Navy hull designation, but if no Navy hull designation exists, then less than 50 feet overall length. Lot I can be worked in the contractor's boatyard, locally outside the contractor's boatyard. Lot II is for marine boatyard services and industrial support for service craft.
Service craft that are either: (1) less than 15 meters or 50 feet in length as determined by the Navy hull designation, but if no Navy hull designations exists, less than 50 feet in overall length, but which cannot be transported via roadway, but must be delivered on its bottom (via waterway) as defined by the task order; or (2) is 15 meters or 50 feet in length or greater as determined by Navy hull designation, but if no Navy hull designation exists, then 50 feet or greater by length overall. Lot II can be worked in the contractor's boatyard, locally outside the contractor's boatyard. Offeror’s proposal shall include, current approved Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) ensuring offerors possess docking facilities, management, organization and production capabilities to perform overhaul and repair task order packages while sub-contracting no greater than 45% of the work within the work package.
1.2. LOTS
1.2.1. Exact dimensions of vessels vary with specific function and mission. Typical approximate dimension ranges for Beam and Height Above Baseline are as follows:

1.3. Task Order Expectation
1.3.1. The resulting Task Order may require multiple line items within the contract. Due to U.S. Navy or other customer commitments and schedules, a significant number of Task Orders may be issued as emergent requirements. The contractor may be required to respond to more than one requirement (simultaneous Task Orders for more than one service craft, small boat or camel system). A task may consist of a single or multiple vessels.
1.3.2. Required reports and documentation must be compatible with Windows 10 Enterprise as the standard
Network Operation System, or later, as the standard Office Software. The use of Web Applications will also be required, including but not limited to Navy Maintenance Database (NMD).
1.3.3. The Government anticipates establishing liquidated damages for certain task orders. The amount of the liquidated damages for such a task order will be stipulated in the Request for Contractor Proposal
(RCP).
1.3.4. Expertise and experience anticipated to be needed for performance of this contract include, but is not limited to: craft (small boats), service craft and camel systems having the following characteristics:
a. Types of Vessels: Standard industrial use small boats to high performance advanced service craft, custom built fendering systems of steel and composite material design.
b. Structural Material: Steel, aluminum, thin aluminum, composite (includes fiber reinforced plastic), wood.
c. Propulsion Method: Non-self-propelled to self-propelled
d. Design Types: Hull, Mechanical, Electrical and Electronic design; basic commercial off-the-shelf to militarized special designs
e. Hull Types: Displacement, semi-displacement, planning
f. Operational Modes: Manned and Unmanned vehicles
1.3.5. Specific tasks can include the following functions:
a. Quick Response Support – The contractor shall provide support for meeting emergent, quick response requests to support the needs of designated customers to remove vessels from the water or transport them to their facility, to place in safe condition, to troubleshoot/repair of designated problems and provide reports IAW NSI 009-01 of findings after investigation of reported system problems. Assist in troubleshooting designated customer’s emergent problems and provide proposed solutions. The contractor shall provide the required skills and trades to accomplish emergent repairs of hull, mechanical, electrical and electronic systems.
b. Pre-Installation Surveys – The contractor shall conduct pre-installation surveys to develop specific installation documentation, to identify specific interferences, plan for installation efforts, prepare proposals and cost estimates and identify any other implementations to a successful installation.
c. Alteration Installation – The contractor shall provide the necessary facilities, equipment, tools, and trade personnel to accomplish hull, mechanical, electrical, and electronic alterations. These installations shall include, but are not limited to, all systems, equipment, and components or other items as identified. Alterations are defined as follows: any change in the hull, machinery, equipment, or fittings that involves a change in design, materials, number, location, or relationship of an assembly’s component parts whether the change is separate from, incidental to, or in conjunction with repairs.
d. Repair – The contractor shall accomplish hull, mechanical, electrical, or electronic or associated systems (i.e., hull, mechanical, electrical, and electronic systems; trailers;
transporters; slings and hoisting systems, etc.) repair. The contractor shall provide emergency and quick response support to accomplish repairs identified. The contractor shall repair existing equipment or systems including putting the equipment or system back into the original configuration or condition, as shown on existing drawings, technical manuals, technical direction documents, manufacturer’s literature, or other official information.
e. Prototype Installation – The contractor shall provide for all aspects of prototype installations. Prototype installations are defined as the first installation of a new design. The purpose of this effort is to have the contractor work with the Government activity to correct, improve or otherwise validate the installation technical information. This effort by the Contractor is to perform the installation per the task order and provide feedback comments, input, marked-up technical information, marked-up drawings such that future installations will result in more efficient costs to the Government. The contractor shall notify the Government should problems be identified prior to performing the installation where the direction will result in costly mistakes.
f. Quality Control – The contractor is solely responsible for verifying and approving all work performed. The contractor shall develop hull, mechanical, electrical, and electronic tests and inspection criteria for all installations to document satisfactory and safe alteration installations or repairs. All tests shall contain written testing step-by-step procedures, sketches, or other pertinent information with pass/fail criteria. Procedures shall be submitted a minimum of one week prior to performance to allow government review of the document.
g. Logistic Support – The contractor shall provide technical information, logistics documentation, catalog cuts, manufacturer’s part data, commercial manuals, commercial technical information, drawings, sketches, characteristics, specifications, technical write-ups, or purchase descriptions as requested for each installation to allow for the updating of manuals and to allow the Government to develop the proper Integrated Logistics Support (ILS). The contractor shall assist if tasked to accomplish logistics review.
h. Marine Support – The contractor shall provide boatyard support relating to operation, repair, and alterations of vessels. The boatyard shall have access to an adequate crane to allow support services to be accomplished as well as the capability to dock vessels on land to support full refurbishment. The contractor shall provide equipment, labor, and general support to accomplish modernization or repairs. The contractor shall provide support services such as water, sewage, compressed air, and electrical power to sustain operation of vessel internal systems as required. Movement of vessels, equipment, or material within the contractors’ facility is at the contractor’s expense.
i. Craft/Equipment/Material/Transportation/Stowage – The contractor shall provide typical transport support that may include, but are not limited to the following items: retrieve vessel/equipment/material and transport by waterway or other suitable mode of transportation;
stow vessel/equipment/material as required in support of customer and work item requirements. While in the contractor’s facility, the contractor shall protect the vessel, systems, equipment, and/or material from inclement weather that could cause damage. The contractor shall provide storage for craft, equipment, or material at the beginning or after completion of a specific task if required by the Government to facilitate Government scheduling and coordination issues.
j. Material Support – The contractor shall purchase, identify, store, and/or stage material identified in the applicable task order or technical documentation. The contractor shall provide and properly store all Contractor Furnished Material (CFM). The contractor shall provide storage for Government Furnished Material (GFM) installations. The contractor shall maintain a current electronic tracking system for material procurement. All parts being used for modernization or repair efforts shall be identified and kitted/bagged and stored by specific task to allow quick easy part identification and to minimize installation time.
k. Test and Evaluation Support – The contractor shall provide procedures, equipment, personnel, and material support required to accomplish Government testing and evaluation of vessels. The contractor shall provide stowage for equipment and vessels as requested in support of testing and evaluation efforts.
l. Research and Development Support – None will be required under this Scope of Work.
Any and all research and development will be performed by the Government as required.
m. Periodic and Planned Maintenance Support - The contractor shall provide periodic and planned maintenance support for all systems to maintain the craft in an operational ready condition. This support may be required 24 hours a day, seven days a week on an as needed basis. This support is required to be provided at the location requested by the user activity, which could be anywhere in their operational area.
n. Training Support – The contractor shall provide services to train and indoctrinate crews to craft systems. This may include providing technical information, instructors, crewing craft, on-site training and other activities required to familiarize the crew with systems installed.
o. Towing/Trailering - The contractor shall provide services to tow and/or trailer a craft, service craft or fendering system to/from their facility to accomplish repairs, overhauls, or alteration.
1.4. Coordination Process
1.4.1. The contractor shall assign one lead for each task order and this contractor person shall coordinate all aspects of the task order with the designated Government representative and vice versa. The contractor lead will keep the Government representatives apprised of schedule, technical, material and financial issues pertinent to the task order.
1.4.2. All communication shall be through the designated government representative unless otherwise authorized. The contractor’s employees shall not visit vessels or military activity associated with a task order without prior designated government representative approval. All visits shall be during normal working hours and coordinated by the government representative. If required, the government representative shall forward security clearances to military installation for contractor personnel.
1.4.3. The contractor shall provide all labor, material, and equipment necessary to accomplish the task order and shall not contact the government or military to use their equipment or personnel to accomplish tasks awarded to the contractor.
1.5. Technical Conferences/Review Meetings
1.5.1. Contractor and Government representatives shall meet weekly unless agreed to by the Government, while task orders are in place, for the duration of the contract to review the contractor’s performance in providing support under this contract. Meeting times shall be arranged and agreed to by the Government and contractor.
1.5.2. Contractor personnel shall be available for informational meetings with technical personnel at government or the contractor’s facility to discuss the direction, progress, results and/or issues that occur during the performance of each task order placed under this contract.
1.6. Personnel
1.6.1. The contractor shall be responsible for the employment of trained and technically qualified personnel to perform Task Orders. The contractor, upon request of the Government representative, shall produce the qualifications of an individual to substantiate qualifications to perform the task being worked. In addition, the contractor is responsible for employing and maintaining the personnel, organizational and administrative control necessary to ensure the performance meets or exceeds all contract specification requirements hereunder and as set forth in each individual Task Order.
1.6.2. Welders shall carry their welding certifications with them at all times.
1.6.3. Organizations performing blasting operations and preservation on steel hull craft shall be certified in accordance with QP-1 of Systems and Specifications, SSPC Painting Manual, Volume 2 or NAVSEA-approved equivalent.
1.7. Organization
1.7.1. The contractor must have an organization with the experience and comprehensive understanding to apply management techniques, methods and procedures required to efficiently complete the requirements of this solicitation.

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked. Additionally, in the event that there is any conflict between the references, NSIs, LWTs, and SWTs take precedence over technical manuals/specifications and other references. Also, when drawings reference other tiered drawings, they are to be followed.
1.9. Post Award Submission
1.9.1. After receipt of a task order award and prior to starting work onboard the vessel (as applicable), the contractor must submit a Visit Authorization Letter (VAL) in accordance with SECNAV M-5510.30 (Dept. of the Navy, Personnel Security Program), and/or DOD 5220.22M (National Industrial Security Program Operating Manual), to the Requirement Owner of the vessel or fendering via the Norfolk Naval Shipyard (NNSY) Security Officer.
1.10. Facilities
1.10.1 The following facility requirements apply to Lot I (NOTE: Boat lengths indicated are by Navy hull designation or Length Overall (LOA)):
1.10.1.1 The boatyard must be lockable, fenced, and have daily 24-hour security (Video
Surveillance is sufficient).
1.10.1.2 All office, shop, and storage for each contractor may be at a single site or various sites.
1.10.1.3 Work Area/Storage:
a. Dry enclosed building(s), to work on a minimum of two (2) Fiberglass or Aluminum Hull Boats (up to 35’ in length overall) as determined by the Navy hull designation or Length Overall (LOA) simultaneously. Also, 500 square foot dry enclosed lockable storage for supplies and material.
b. Outside storage area, uncovered for storage of boats, skids, trailers, equipment and general industrial work on boats. This outside storage shall be large enough to work on two (2) Fiberglass or Aluminum Hull Boats (up to 33’ in length overall) as determined by the Navy hull designation or Length Overall (LOA) simultaneously.
1.10.1.4 Access to waterway with the ability to lift or deploy up to a less than 15 meters or 50 ft. boat, service craft or fendering system (3’ 6” maximum draft) via a trailer from a boat ramp or via crane services or other launching/retrieval method.
1.10.1.5 Services:
a. Electrical services, shore 120V AC, 1 phase, readily available
b. Fuel service (diesel and gasoline)
c. Fresh water service
d. Sewage disposal service
e. Oily bilge water discharge service
f. Compressed Air
1.10.1.6 Lift Equipment – Mobile crane (or similar lifting device), or access to, minimum of one (1) with a capacity of fifteen (15) long tons. The contractor must have the ability to lift all craft in task orders without support from the Government. NOTE: If a boatyard has a travel lift that meets the requirements herein, this will suffice for the crane requirement.
1.10.1.7 Forklift (one)
1.10.1.8 General:
a. Shop – Shop facilities must have the ability to perform the following:
i. Ship Fitting - Cutting (gas, arc and shear), rolling, shaping, grinding and fitting steel and aluminum plates and shapes.
ii. Sheet Metal Work - Forming, shaping, cutting (gas, arc and shear) and stamping steel and aluminum sheets.
iii. Welding - Welding plates and shapes (steel and aluminum), sheet metal (steel and aluminum) and piping joints and fittings.
iv. Pipefitting - Targeting, fitting, bending, pickling, testing, stress relieving and threading all kinds of pipe (including brazing).
v. Preservation – Ability to prepare, and apply preservation at the task order level to ensure proper adhesion and protection at the task order level.
vi. Machinist/Mechanical (Shop and Marine) - Removing, machining, repairing, testing, cleaning, hydraulic flushing and reinstalling shafting, propellers, sea chests, foundations, winches, hoists, davits, deck equipment, pumps, valves and bearings.
vii. Electrical - Installing and checking out wiring, cabling, controllers, switchboards, equipment, motors (including motor rewind and repair), lighting, communications, telephones, solenoids, switches and metering.
viii. Electronics - Removing, repairing, (re)installing and operational testing of electronic equipment.
ix. Woodworking and Composite (includes fiber reinforced plastic) - Repairing/modifying hulls and items made of wood and/or composite (includes fiber reinforced plastic) material.
x. Rigging - Availability of equipment to remove and to install components and equipment.
1.10.1.9 Up to one office space for Three Government Personals use for duration on all task order. Office should have desks, chairs, telephone, Secure WIFI, air conditioning in summer, heat in winter, with typical electrical and lighting.
Facility shall have general parking space(s) available for Three Government Personal. Correspondence between the contractor and NNSY shall be accomplished via electronic medium. Microsoft Word, Excel, Power Point and Project are the preferred formats.
1.10.2 The following facility requirements apply to Lot II (NOTE: Boat lengths indicated are by Navy hull designation or Length Overall (LOA)):
1.10.2.1 The boatyard must be lockable, fenced, and have daily 24-hour security (Video
Surveillance is sufficient).
1.10.2.2 All office, shop, storage, and waterfront for each contractor may be at a single site or various sites.
The facilities shall have the following minimum requirements:
1.10.2.3 Storage:
i. Dry enclosed building(s), 5,000 sq. ft., and permanent structure, for miscellaneous storage.
ii. Shore (outdoor) storage area, 20,000 sq. ft. uncovered for storage of boats, skids, equipment and general industrial work on service craft and fendering systems.
1.10.2.4 Dockside Slips:
i. Dockside slips capable of docking service craft and fendering systems within the limitations of LOT II requirements, 10’ draft minimum.
ii. Navigable water minimum of 13’ depth at mean low water.
iii. Pier space
1.10.2.5 Services:
i. Electrical services, shore power (450V AC, 3 phase, 200 Amps single service; 120V AC, 1 phase 200 Amps single service; 120V AC, 1 phase, readily available)
ii. Fuel service (diesel and gasoline)
iii. Fresh water service
iv. Sewage disposal service
v. Oily bilge water discharge service
vi. Compressed Air
1.10.2.6 Lift Equipment – Mobile crane (or similar lifting device), or access to, minimum of one (1) with a capacity of 15 Long Tons. The contractor must have the ability to lift all craft in task orders without support from the Government.

1.10.2.7 Docking Capability – Dry Dock, Floating Dry Dock or Marine Travel lift capable of lifting LOT II vessels from the water and onto land to support below waterline repairs/inspections with the minimum capacity to support 1400 Long Tons; 261’ in length; 75’ in width
1.10.2.8 Forklift (one)

1.11 General Requirements
The following are applicable to the extent they apply to all repairs, modifications, testing and adjustments. Any cost to comply with these requirements shall be included in the price of the CLINs.
The Contractor shall:
a. Exercise own judgment and expertise to assure the successful completion of all tasks placed hereunder.
b. Designate those persons authorized to accept/reject verbal orders by the ACO.
c. Coordinate schedules in the work affected areas with the user activity representative, technical POC, and the Contracting Officer’s Representative (COR) during the performance period of the task order. The work effort on task orders shall be coordinated on a daily basis with the user activity representative, COR to allow for changing situations to minimize delays and disruptions.
d. Progressively forward all requests for changes in delivery schedules, funding requirements and scope of work in writing to the COR. These requests shall include specific details as to what changes are required and circumstances requiring such and shall be submitted to the COR for forwarding to the Administrative Contracting Officer (ACO) prior to 85% of delivery availability being exceeded.
e. Not respond to new performance requirements until a task order or a modification has been signed or verbal authorization has been given by the ACO.
f. Not respond to any requests requiring deviations in technical performance as specified in the task order without obtaining prior approval of the ACO.
g. Be responsible for inspection of workspaces prior to manning to ensure spaces are available for work to avoid unnecessary delays in day to day work schedule.
h. Comply with NSI 009-24 in regards to isolation, blanking and tagging equipment, systems, circuits, components, piping and valves. Also comply with LWT 042-02 if the work is being performed in Norfolk Naval Shipyard. Work Authorization Form (WAF) will be utilized and invoked in conjunction with NSI 009-24 when work is being accomplished in Norfolk Naval Shipyard.
i. Provide protection during contamination-producing operations and maintain cleanliness in accordance with NSI 009-06. Remove and properly dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of task performance. This will be required of all tasks performed on this contract whether at a Government facility or at a privately owned facility.
j. Include within the price for applicable ELINs the cost of any required lifting, handling, on-loading/off- loading, and transporting, whether on board or going from or to the ship. If crane services are to be provided, they will be contractor provided and priced in the individual ELIN. Comply with the requirements of NSI 009-40 when working at Norfolk Naval Shipyard. Additionally, for authorized work at Norfolk Naval Shipyard, comply with the additional crane requirements of LWTs 042-08 and 042-11.
k. Except as otherwise provided in this contract, or task orders issued hereunder, the Contractor shall provide all material, labor services, equipment, supplies, power, accessories, facilities and such other supplies and services as necessary for accomplishing assigned tasks.
l. Clean, inspect and repair piping flanges exposed by removals. Repair by removing high spots, burrs, abrasions, and foreign matter, where removal can be accomplished by hand tools. Take precautions to maintain phonographic finish on flanges that have it.
m. Ensure personnel are familiar with the requirements of NSI 009-94 when working within a privately owned ship repair facility.
n. Accomplish the requirements of NSI 009-40 for the use of contractor cranes at naval facilities. For work at other than naval facilities, contact the facility manager to determine the requirements and restrictions for crane operations prior to mobilization on-load, final determination of production sequencing and production zone layout, and demobilization off-load. Crane placement restrictions may affect production sequencing and zoning.
o. Ensure that persons assigned to render services hereunder are at all times under the direction and control of the contractor and not employees of the Government.
p. Remove and dispose of all debris or trash resulting from cleaning, removal, installation or any other aspects of task performance. This will be required of all tasks performed on this contract whether at a Government facility or at a privately owned facility.
q. Follow all applicable federal, state, and local laws concerning safety, health, and welfare of his personnel and equipment as well as other personnel and equipment within a close proximity of the ongoing work.
r. Contact the COR when problems are encountered after normal working hours. If the COR cannot be reached, the contractor shall contact the NNSY Duty Officer at (757) 739-5324.
s. Submit a written weekly report detailing the daily events (i.e., schedule, material ordering, and issue identification resolution) and the progress made during the course of each day to the COR. Time and location for submission of the weekly report shall be agreed upon at the beginning of each task order and prior to the start of the work. For availabilities over nine weeks in duration, weekly reports shall be in compliance with NSI 009-60.
1.11.1 Environmental and Safety Requirements
The Contractor shall:
a. Consider all insulation, lagging, deck tile, underlayment, gasket, shipboard cabling, and mastic to be asbestos-containing material (ACM) until it can be established by laboratory analysis, or other reliable methods, that the material does not contain asbestos, in accordance with 29 CFR
1915.1001. Removal, disturbance or disposal of ACM shall be accomplished IAW the requirements of NSI 009-10.
b. Accomplish confined space entry, certification, fire prevention and housekeeping requirements of NSI 009-07 and 009-70. Maintain area cleanliness and ensure all residues and refuse are removed daily and ensure that general housekeeping is maintained for the duration of the task in the work areas specified on each task order.
c. Identify materials that may contain toxic or hazardous substances as listed in 29 CFR 1915, Subpart Z, that are to be used, removed, or disturbed during work operations. Conduct an initial determination of potential personnel exposure to these materials prior to the start of work. Work operations shall be performed IAW the requirements of NSI 009-03.
d. The contractor shall review and evaluate all solid waste generated during work operations to determine if that waste is hazardous waste IAW 40 CFR 262.11. This includes liquids generated as a result of hydro blasting operations and includes wastes not identified under SWT 077-01.
e. All solid waste with the known potential to be hazardous, including but not limited to non-skid debris, paint chip debris, flooring/debris, and all liquid waste removed from the ship shall be tested by a certified laboratory for metals IAW 40 CFR 261.24, using the Toxicity Characteristic Leaching Procedure (TCLP), Method 1311 in EPA Publication SW-846. Contractor shall submit all laboratory analysis reports to the COR as soon as possible upon receipt from the laboratory IAW NSI 042-11-001. For work performed on Naval facilities, no solid waste removed from the vessel shall be transported off the naval facility until authorized by the COR.
f. All removed non-skid/paint debris shall be containerized IAW 40 CFR Subpart I. Non-skid/paint debris shall not be accumulated and stored in cardboard, “tri-wall” containers. During the timeframe between when a solid waste is generated and a sample of that solid waste is collected and submitted to an accredited laboratory for analysis, and when the laboratory analysis results are received by the contractor, all containers of the solid waste shall be labeled as “Pending Analysis.”
g. Contractor shall prepare, provide and affix labels/placards for all containers of solid waste accumulated on the land, pier and/or the vessel, including solid waste that is “Pending Analysis”.
Labels/placards shall be weatherproof, large enough to provide ready identification, and provide the following information:

h. For operations at Naval Station Norfolk (NAVSTA), all solid waste determined to be hazardous waste shall be turned over to the ship/vessel from which the waste was produced for processing and disposal through NAVFAC MIDLANT (formerly PWC) hazardous waste operations. For operations in Norfolk Naval Shipyard (NNSY), all hazardous waste shall be turned in to NNSY Code-106, in accordance with NSI 042-011 for disposal. For operations at Naval facilities outside the Commonwealth of Virginia, the contractor shall comply with all state and local regulations, and local work items applicable in those areas. For operations performed inside private shipyards and facilities, the contractor shall comply with all facility requirements.
i. In the event that a solid waste is determined to be non-hazardous, the contractor shall dispose of the waste in accordance with federal, state, and local regulations.
j. Provide a clean/empty barge or tank truck for off-loading and transport of wastewater generated to accomplish the requirements of the task order. The contractor shall coordinate the barge/tank truck placement with the SAR. The contractor is responsible for the barge/tank truck and all plumbing and piping up to 2000 linear feet. Accomplish continuous cleanup of all debris and fluids incidental to installation or removal of piping system components during performance of work in individual task orders.
k. When pumping wastewater from the ship/vessel to the barge/tank truck, the contractor shall provide a minimum of three (3) personnel to monitor pumping operations as follows: one person on the barge/tank truck receiving the wastewater, one person walking the piping/hoses from the pumping site to the barge/tank truck, and one person at the pumping site. The three personnel shall be in constant radio contact so that pumping operations can be ceased immediately in the event of a leak or a spill.
l. The contractor shall submit to the COR, upon completion of each task order, one legible copy, in hard copy or electronic media, a report of the types and amounts of wastewater generated as a result of accomplishment of the task order IAW NSI 042-11-001. The report shall include:
description of wastewater, volume of wastewater, name/address of transporter, and the name/address of the disposal facility. If work is performed in a private contractor’s facility, the contractor shall submit this report to the COR and to the facility’s environmental manager.
m. Accomplish the requirements of NSI 009-97 for all task orders performed. If work is performed on a Naval Facility, contractor shall submit all required reports to the COR. If work is performed in a private contractor’s facility, contractor shall submit reports to the COR and to the facility’s environmental manager.
n. Consider all marine coatings to contain heavy metals (e.g. lead, cadmium or chromium), hexavalent chromium, crystalline silica and/or other toxic or hazardous substances as defined in
29 CFR 1915.1000.
o. Contractor shall make an initial determination of potential employee exposure to toxic or hazardous substances prior to removal of existing non-skid or coatings. Laboratory analysis results of bulk non-skid/paint samples shall be submitted to the COR as soon as possible upon receipt from the laboratory. If the laboratory analysis results reflect that additional effort will be required in removing the heavy metals (e.g. lead, cadmium or chromium), hexavalent chromium, crystalline silica and/or other toxic or hazardous substances beyond the effort of removing marine coatings, then the contractor shall submit a request for equitable adjustment for the cost of the additional effort.
1.12 Detailed Requirements for both Lots – All Years
1.12.1 Definition of Repair Requirements - The contractor may be required to define repair requirements.
These efforts, when required, will include, but are not limited to inspecting equipment and/or systems to determine repair options and alternatives, and making recommendations to the Contracting Officer’s Representative (COR).
1.12.2 Repair Implementation. The contractor shall provide qualified technicians and tradesman to perform repairs and refurbishment. This effort shall include, but is not limited to, the following:
a. Conduct liaison visits (with Government representative) to coordinate schedules for repairs, equipment removal for repair, and refurbishment or replacement. Repair actions will include the removal and reinstallation of all interferences in accordance with NSI 009-23.
b. Correct deficiencies identified during visits and/or surveys when authorized by the individual task order. Deficiencies identified that cannot be corrected due to operating schedule will be re- scheduled.
c. Provide teams of qualified journeymen level mechanics, and technicians to accomplish repairs onboard vessels. Repair efforts on short notice may be required and will require work efforts to continue around the clock, including weekends and holidays, until completed.
d. Provide subcontracting capabilities, administration, and management to accomplish repairs which may require highly specialized skills beyond the contractor’s internal workforce.
e. Conduct completion inspections, accompanied by authorized Government representative and/or the COR after all repair and/or replacement actions have been accomplished.
f. Provide Quality Assurance Inspections and Certifications for all repair actions accomplished in accordance with this contract and standard industry practices.
g. Repair and refurbishment work efforts will be conducted at locations specified in each task order.
