PRODUCTION SUPPORT
RFP N42158-17-R-0001/AMENDMENT 0006
General Solicitation Questions
Q1. PWS 2.9.1.1.4 states: “The Contractor shall provide copies of the training plan for PFAS, Confined/Enclosed Space, and Respirator programs with their proposal.”
Section L, Technical Approach, page 99 (Conformed RFP) states: Copies of the contractor’s training curriculum for confined space, respirator and fall protection programs shall be submitted as part of the contract proposal. What is to be provided?
A1. Training plans are to be provided. Please strike “curriculum” and replace with
“plan” in Section L, Technical Approach.
Q2. Please see Q&A #14 and #21. Since CLINs 0002, 1002,.…4004 are Not To Exceed
(NTE), please change Schedule B.
A2. The electronic procurement system does not allow for the pricing CLINs 0002, 1002, 2002, 3002, and 4002 in Schedule B to show in the RFP. Aforementioned CLINs’ are Not
Separately Priced (NSP) items.
Q3. See Q&A 85; the answer does not appear to make sense. Please advise.
A3. Training plans are required at time of submission of proposals in accordance with
Section L. Also, training plans are required at the task order level in accordance with
Section C.
Q4. Mod 4 stated to submit one resume for each Key Personnel labor category with the offeror’s Proposal. Upon IDIQ awards and if Task Order RFQs will be issued. Are additional
Key Personnel resumes to be submitted with the RFQ response if required (e.g., Supervisor required by RFQ for both 1st and 2nd shifts, twenty tradespersons and two supervisors required by RFQ, etc.).
A4. Key Personnel are designated in accordance with Section C, Statement of Work, Section C9.1.3.
Q5. Q&A #40 states “Change Paragraph C-4.2 to read CDRL A005”. Paragraph C-4.2 in the conformed RFP cites CDRL A006. Which is correct?
A5. Section C, paragraph C-4.2 should read CDRL A005.
Q6. The Q&A response in Amendment 4 was extensive and has generated the need for questions to clarify the Government’s response in a number of instances. What is the deadline for additional questions in response to Amendment 4?
A6. No further questions will be accepted.
Q7. “The clause, HQ E-2-0015 QUALITY MANAGEMENT SYSTEM REQUIREMENTS
(NAVSEA) (APR 2017), is in direct conflict with NAVSEA Standard Item 009-04, which allows a Quality System written based on either 9001:2008 or 9001:2015 at this time. Allowing this most recent version of the clause to take precedence will limit competition rendering some otherwise qualified companies ineligible to bid. Request that the Government consider using the previous version of this clause to allow either 9001:2008 or 9001:2015 quality management systems which is consistent with the referenced NAVSEA Standard Item and is consistent with the International Standards Organization policy that ISO 9001:2008 is acceptable until
September 2018.
A7. The clause, HQ E-2-0015 QUALITY MANAGEMENT SYSTEM
REQUIREMENTS (NAVSEA) (APR 2017), is a mandatory updated NAVSEA Clause.
NAVSEA Standard Items will be updated in the future.
Q8. Factor II – Management Approach, page 100, paragraph 3 of the conformed solicitation, requires Letter of Commitment from personnel in key positions who are not current employees of the offeror. Are Letters of Commitment required if personnel are current employees of a team member that has a signed Teaming Agreement in place for this opportunity?
A8. Letters of Commitment will be required for personnel that are current employees of a team member that have signed Teaming Agreements.
Q9. If an individual for a key position is a contingent hire of a Team Member, please confirm that a Letter of Commitment between that individual and the Team Member is sufficient to meet the intent of Factor II – Management Approach, page 100, paragraph 3 of the conformed solicitation.
A9. The Letter of Commitment between an individual and the team member will be sufficient as long as the letter addresses the solicitation number and the commitment for the job at hand.
Q10. Referring to question 139 from Amendment 004 Q&A, the government answered that it will not provide an ODC CLIN. The government intends to award a CPFF contract. Offeror has provisional rates, similar in nature to cost pools such as overhead, but offeror is required to bill these provisional rates as an ODC. These costs are incurred with every direct labor hour charged, and since the award would be a CPFF contract, the offeror would be eligible for reimbursement for these cost pools. Since the government will not provide an ODC, should offeror provide an estimate of how much these ODCs will cost with its proposal, and if successful, the government would provide an ODC CLIN for the purposes of receiving reimbursement for these cost pools?
If not, the offeror would be unfairly prohibited from submitting a proposal under this solicitation due to having DCAA approved labor-related cost pools that must be billed as ODCs.
A10. At this time, the Government will not presently provide ODC Line items; however, Contractors can submit detailed, break downs of proposed ODC charges.
Q11. Section C identifies three key labor categories, Program Manager, Project Manager, and
Supervisor. The RFP does not specify the total number of resumes required to be submitted with the proposal. Amendment 0004 did not provide sufficient clarification. Request the government provide the total number of resumes to be submitted for each key labor category.
A11. This is a performance-based requirement. The offeror shall provide the number of
Key Personnel in accordance with the number of hours provided in Section C, Table 1.2
Tasking.
Q12. The answer to question 36 clarified the requirement for submission of employee qualifications, i.e. the initial group provided within 7 days of contract award and bi-weekly thereafter in accordance with CDRL A003. The amendment did not include the required revisions to the RFP. Request the government correct the RFP.
A12. In the RFP Section C 3.5.2. should read: “The Contractor shall provide NNSY with a certification of employee qualifications, both training and medical, stating employee is either currently qualified or will be qualified upon start date at NNSY on company letterhead. Refer to CDRL A003.”
Q13. Question 60 asked for clarification regarding training for forklift operators. In the answer, the government said that the shipyard would provide forklift training. Amendment 0004 says NNSY will not provide forklift training. Request clarification.
A13. NNSY will not provide Forklift training. NNSY will verify forklift license trade training for the Fork Lift Operator contractor.
Q14. Amendment 0004 specifies that clause HQ-E-2-0015 has been modified. Request the government identify the modification.
A14. NAVSEA Clause HQ-E-2-0015 has been updated effective April 2007.
Q15. Page 38 of Amendment 0004 specifies that the following clauses are added by reference:
52.215-20
52.215-21 Alt I
52.215-21 Alt III
Subsequently, the amendment specifies that the following clauses have been deleted:
52.215-20
52.215-21 Alt II
52.215-21 Alt III
Page 4 of the amendment states that clauses 52.215-20 and 52.215-21 will be removed.
Request the government clarify the status of these clauses.
A15. 52.215-20 – DELETED. Administrative error that the clause remained.
52.215-21 Alt II – DELETED. Administrative error that the clause remained.
52.215-21 Alt III – DELETED. Administrative error that the clause remained.
Q16. Question 151 requested clarification of the requirement for offerors to “demonstrate specific knowledge and capability to perform the tasks outlined in the Performance Work
Statement (PWS)” as the PWS does not contain specific tasks to be performed. The answer did not provide clarification of the requirement but did acknowledge that tasks would be determined at the task order level. Request the government provide a set of tasks that will enable offerors to demonstrate their knowledge and capability OR delete the requirement to “demonstrate specific knowledge and capability to perform the tasks outlined in the Performance Work Statement
(PWS).”
A16. The tasks are designated in Section C for each labor category and include qualifications and certifications.
Q17. Two of the requirements of the Management Plan are not possible to address for this
IDIQ MAC. Specifically:
Q17.1 The plan requires a full description of the portions of the PWS that will be subcontracted and the planned division of tasks within the team. The PWS is not structured to describe specific tasks to be assigned and it is impossible to know, pre-award, what work will be assigned to any individual subcontractor.
A17.1 In Volume II Management Plan, “specific tasks” will be changed to read
“specific trade”. The “tasks” refers to the provided trade skills listed in Section C.
Q17.2 The plan requires a description of the percentage of subcontracting or the percentage division within the team. It is not possible to know this information, pre-award.
Request the government delete the above requirements from the management plan.
A17.2 Bidders are to refer to Section C Table Tasking 1.2 to propose the percentage of subcontracting or the percentage division within the team.
Q18. The sum of ST and OT hours in the base year and option year equals 487,651 hours. The totals listed in the table under paragraph C-1.2 is 487,652 hours. Request the government correct the table.
A18. Section C Table Tasking 1.2 Line Item A114A Program Manager Total Man Hours
(Base Year) shall read 727 vice 728. The bottom total for Total Man Hours (Base Year) shall read 487,651 vice 487,652.
