PROCEDURES FOR PROVIDING FEEDBACK

1. Feedback, comments, recommendations, or requests for amplification of items covered under the contract and / or covered by this manual should be sent to the MSCHQ point of contact.

Because Drew Marine’s services are specified by a contract, no request can be made directly to Drew Marine except through the Contracting Officer or his designated representative, who will know what services are covered under the contract.

2. Feedback on logs and service should be expedited. Telephonic inquiries to the appropriate point of contact listed in section 1 B are the normal feedback means. E-mail messages and FAXES are also appropriate means of feedback.

3. The normal feedback loop will be through the Drew Marine Service Engineer during a six-month periodic service call.

a. The field service engineer is required to fill out a Drew Marine Service Report Form (MSR1) during the call to provide a permanent record of the service call results. The MSR1 specifically covers topics such as testing all systems, condition of chemicals and reagents onboard, training and delivery services.

b. Once completed, the MSR1 is forwarded electronically to the Drew U.S. Marine Division

Tehcnical Manager. After review of and concurrence with the information contained on the form, the Technical Manager then e-mails the form to MSCHQ for review. All comments are considered for incorporation into the MSC chemical treatment programs.

Commments are then e-mailed to the Area Commands / Port Engineers in-charge of the vessel for review. A copy of the commented MSR1 is e-mailed to the appropriate vessel’s Chief Engineer.

MSR1

ON-SITE

FEEDBACK TO SHIP

c. Using this method, a ship service call eventually runs full circle, with an electronic record, to ensure the call was made and the objectives were met. Drew Marine has been using this system of service call reporting quite successfully for a number of years.

4. Maintenance problems requiring industrial assistance identified through onboard testing should be passed to the ship’s Port Engineer through normal channels.

BOILER WATER CHEMICAL TREATMENT

NOTE: All boiler water treatment programs products described below meet 21 CFR 173.310 requirements for hydrazine content (0 ppm) and morpholine content (10 ppm) in steam that comes into contact with food.

Boiler Water Specifications:

Drew Marine Division (DM) offers its ULTRAMARINEsm Program of treatment for 900 psig boilers, which is our proven adaptation of the "Coordinated Phosphate - pH" principle for effectively treating high-pressure boilers of the design found in the marine industry. Prior to DM introducing its Ultramarine

Program, caustic corrosion was one of the most frequent and most serious causes of damage to high-pressure boilers. The "Coordinated Phosphate-pH" system for controlling boiler water chemistry was developed to prevent caustic corrosion and the resulting failures. The DM ULTRAMARINE adaptation of the Coordinated Phosphate principle assures that concentration of the boiler water-even evaporation to dryness-can never produce any excess, or "free" caustic soda which would bring about caustic corrosion in the boiler.

The program offered will provide control of the following parameters:

(a) Propulsion Boiler 900 psi

Boiler pH 9.8-10.2

Phosphate 15-25 ppm

Condensate pH 8.6-9.0

DREWPLEX OX (DEHA) 0.2-0.5 ppm

Conductivity 120 µmhos maximum

DM offers its Standard Treatment Program for 600 psig boilers, as the serious problems associated with free caustic are not present. Both the ULTRAMARINESM and Standard Programs of boiler water treatment utilize the water treatment chemicals described below.

(b) Propulsion Boiler 600 psi

P Alkalinity 90-130 ppm

T Alkalinity < 2 times P. Alkalinity

Condensate pH .3-8.6

DREWPLEX OX (DEHA) 0.2-0.5 ppm

Conductivity 600 µmhos

DM offers its DREWPLEX® AT and DREWPLEX OX Program for low-pressure boilers (under 200 psig). DREWPLEX AT is a multi-functional boiler water conditioning and steam line/condensate corrosion control product that contains phosphate, alkali, and morpholine along with several polymers to disperse sludges and sequester scale. DREWPLEX OX is a non-hydrazine oxygen scavenger, diethylhydoxylamine (DEHA), that provides oxygen scavenging and iron oxide reduction similar to hydrazine, but with much less toxicity and no know carcinogenic properties. DREWPLEX OX is catalyzed to function at low temperatures, thus insuring that oxygen scavenging will take place at its dosing point under all steaming conditions.

c) Low Pressure Auxiliary Boilers

Hydrate Alkalinity 40-65 ppm

Phosphate 10-20 ppm

Condensate pH .3-8.6

DREWPLEX OX (DEHA) 0.4-0.8 ppm

Conductivity 700 µmhos

DREWPLEX® OX CORROSION INHIBITOR

DESCRIPTION:

DREWPLEX OX corrosion inhibitor is a liquid solution of diethylhydroxylamine (DEHA) and a proprietary non-hazardous catalyst. It is used to control ferrous and non-ferrous corrosion in boilers and of steam, condensate and feedwater lines. DREWPLEX OX corrosion inhibitor reacts with dissolved oxygen, producing no dissolved solids in the boiler water. It forms a protective oxide film on both iron and copper surfaces.

APPLICATION AND USE:

Dosage: DREWPLEX OX corrosion inhibitor should be dosed continuously to the feed water to maintain its concentration within the specified range on the appropriate control charts furnished by DM.

Slug dosing and/or improper control of the DEHA concentration will not provide adequate protection of the boiler system. It may lead to an accumulation of ammonia in the condensate that could possibly corrode copper alloy tubes.

Feeding: For low and medium pressure systems DREWPLEX OX corrosion inhibitor should be dosed continuously by pump to the feed pump suction on steam ships.

Testing: DEHA concentration in the boiler water should be tested daily.

Additional Data: DREWPLEX OX corrosion inhibitor can also provide protection for boilers in lay up.

DIESEL ENGINE COOLING SYSTEM TREATMENT

NOTE: The diesel engine cooling water treatments products described below are compatible with propylene glycol at any concentration. None of the products contains hexavalent chromate or other heavy metals.

HIGH SPEED DIESEL ENGINES

MAXIGARD DIESEL ENGINE WATER TREATMENT

DESCRIPTION:

MAXIGARD diesel engine water treatment is DM's premium multi-functional treatment designed to prevent corrosion and mineral scale in recirculating cooling water systems for medium and high-speed marine diesel engines. MAXIGARD treatment is concentrated in strength and colored for ease of visibility. It is also suitable for treating chilled water and many other recirculation systems. MAXIGARD diesel engine water treatment has been thoroughly field tested and is approved by over 30 major marine engine manufacturers. MAXIGARD is safe for use in treating cooling water that is used as the heat source in evaporator systems used to produce distilled water for human consumption.

APPLICATION AND USE:

System Preparation: Prior to initiating MAXIGARD diesel engine water treatment, the cooling system should be drained and flushed with fresh water . If the system is contaminated, it is essential that it be chemically cleaned before beginning treatment. Sacrificial (Magnesium or Zinc) anodes in the cooling system should be removed prior to adding the MAXIGARD treatment. These materials are unnecessary in systems treated with MAXIGARD and can cause undesirable deposits in the circulating water system. Even though MAXIGARD is effective in multi-metal system, certain aluminum alloys may be difficult to protect, because they are highly anodic. The use of MAXIGARD with systems having complex multimetal designs should be reviewed with the DM Technical Manager (TM) prior to starting or changing treatment.

Dosage: The system should be filled with distilled or fresh water and where freeze protection is necessary, the proper amount of glycol-based antifreeze should be added. Begin circulating the system and add MAXIGARD at an initial dosage of 16 liters per metric ton or 1.6 U.S. gallons per 100 U.S.

gallons of system capacity (2 ozs per gallon). This will provide a treatment level of 20,000 ppm.

Circulate the coolant in the system for 30 minutes after addition to insure good distribution and the establishment of the protective film. MAXIGARD diesel engine water treatment may be used with waters that have minor contamination, provided the chloride levels are below 100 ppm or as otherwise recommended by the engine manufacturer, whichever is less.

Testing and Control: The proper level of MAXIGARD diesel engine water treatment can be maintained using the CWT Titret Test Kit (product code 0367-01-2) provided by DM. Tests should be conducted after adding treatment to confirm the MAXIGARD concentration of 20,000 ppm is present.

Normally testing once each week is satisfactory or whenever changes are noticed. Testing for chloride may be conducted to check makeup water quality. Chloride levels should not exceed 100 ppm or the engine manufacturer's recommendation, whichever is less.

Note that while normal over treatment with MAXIGARD presents no problem, concentrations more than twice the recommendation should be avoided. MAXIGARD diesel engine water treatment is compatible with glycol-based antifreezes and non-metallic components such as hoses and seals. It is important to note that when testing systems containing antifreeze solutions, there may be test interference.

DIESEL ENGINE JACKET WATER USED IN EVAPORATOR FEEDHEATERS

LIQUIDEWT ENGINE COOLING WATER TREATMENT

DESCRIPTION:

LIQUIDEWT cooling water treatment is a multi-functional corrosion inhibitor for protecting recirculating cooling and heating water systems. LIQUIDEWT treatment is approved or authorized for use by MAN, B&W, Sulzer, Wartsila, U.K. Department of Transport, Akasaka, Mitsubishi and Deutz MWM.

LIQUIDEWT is safe for use in treating cooling water that is used as the heat source in evaporator systems used to produce distilled water for human consumption.

APPLICATION AND USE:

System Preparation: LIQUIDEWT cooling water treatment is an effective corrosion inhibitor for all ferrous and non-ferrous metals normally used in marine circulating cooling water systems. In order to ensure the maximum benefits from a LIQUIDEWT treatment program, the system should be inspected for deposits and corrosion. If the system is contaminated, it must be chemically cleaned before the treatment program is begun. Prior to the addition of LIQUIDEWT treatment, sacrificial anodes (e.g., magnesium or zinc) in the cooling systems should be removed. These are not necessary with the complete chemical program in effect and, in fact, may cause undesirable deposits in the circulating water system.

Dosage: Good quality fresh or distilled water can be used to fill the system. Where freezing conditions are a possibility, the proper amount of glycol based antifreeze should also be added. Begin circulating the engine cooling water with an initial dosage of 8 liters (2.13 US gallons) of LIQUIDEWT cooling water treatment per metric tonne of system capacity. This will provide a treatment level of approximately

10,000 ppm. The initial charge should be circulated for 30 minutes to insure good distribution.

LIQUIDEWT treatment may be used with waters that have minor contamination. The chloride level in the cooling system should be limited to 100 ppm or as otherwise recommended by the engine manufacturer, whichever is less.

Testing and Control: The proper concentration of LIQUIDEWT treatment can be maintained using the

CWT Titret test kit (P.C 0367-01-2). Tests should be conducted to confirm that a minimum LIQUIDEWT treatment concentration of 10,000 ppm is present. Testing will also confirm that you have not exceeded our recommended maximum of 15,000 ppm of LIQUIDEWT treatment. Normally, testing once each week is satisfactory; however, whenever changes are noticed, testing should be increased. In addition to testing for the concentration of LIQUIDEWT treatment, testing for chloride levels should be conducted periodically to detect possible seawater contamination. Chloride levels must not exceed 100 ppm or the engine manufacture's recommendations, whichever is less. LIQUIDEWT treatment is compatible with glycol-based antifreezes and most system components such as hoses, seals and packing. Concentration test results may vary slightly when the system is treated with commercial antifreezes. LIQUIDEWT contains no chromate.

EVAPORATOR FEED INLET TREATMENT SYSTEM

AMEROYAL® EVAPORATOR TREATMENT

DESCRIPTION:

AMEROYAL evaporator treatment is a liquid combination of active polymer and antifoam agents used to prevent scale deposition in both low-pressure, moderate and high temperature evaporators.

AMEROYAL is proven effective in seawater, concentrated seawater such as that found in the Red Sea, brackish and fresh water. AMEROYAL may be used to remove existing scale deposits. AMEROYAL is safe for use in evaporators used to produce fresh drinking water for human consumption and contains no volatile components.

APPLICATION AND USE:

When seawater is treated with AMEROYAL evaporator treatment, the polymers prevent the scale forming minerals in the water from precipitating crystal growths in their normal manner. The scale forming crystal patterns are altered so that they cannot adhere tightly to themselves or the metal surfaces. The overall effect of treatment with AMEROYAL is that thin layers of material are continuously being deposited and removed from the heat transfer surfaces before they become thick enough to impair heat transfer. The detached solids are held in suspension and ultimately carried out of the evaporator with the overboard discharge brine. AMEROYAL treatment is diluted with fresh or sea water and fed continuously to the evaporator inlet line, directly to the evaporator shell or just prior to the salt water feed preheaters depending on equipment. AMEROYAL should be dosed using a proportioning pump or by a gravity feed system through a flow meter.
