EVALUATION

31 Naval Facilities Engineering Systems Command Marianas

BASIS FOR AWARD

•The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered.

• As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)).

•The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

•As stated in the solicitation, all technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.

•REFER TO SECTION M.1 FOR MORE DETAILED SUBMITTAL REQUIREMENTS

32 Naval Facilities Engineering Systems Command Marianas

BASIS FOR AWARD (cont.)

• The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

• If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

•Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal. If discussions are held, they will be for proposals containing one weakness or worse.

33 Naval Facilities Engineering Systems Command Marianas

EVALUATION FACTORS FOR AWARD

The solicitation requires the evaluation of PRICE and the following NON-PRICE factors:

FACTOR 1 – TECHNICAL APPROACH

FACTOR 2 – RECENT, RELEVANT EXPERIENCE OF THE FIRM

FACTOR 3 – SAFETY

FACTOR 4 – MANAGEMENT APPROACH

FACTOR 5 – PAST PERFORMANCE ON RECENT, RELEVANT PROJECTS

The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

34 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - PRICE

The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options; however, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

• Comparison of proposed prices received in response to the RFP.

• Comparison of proposed prices with the IGCE.

• Comparison of proposed prices with available historical information.

• Comparison of market survey results.

35 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 1:

TECHNICAL APPROACH

The Government will focus on whether the Offeror has proposed an adequate and workable plan, methods, procedures and resources to accomplish the requirements of the overall project. The government preference is for a proposal that demonstrates a high probability of accomplishing solicitation performance requirements.

36 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 2:

RECENT, RELEVANT EXPERIENCE OF THE FIRM

•The Government will focus on whether the offer demonstrates extensive experience in recent, relevant demolition services projects. The offeror's experience demonstrates a strong ability to manage demolition projects being executed at the same time, with little to no risk of achieving solicitation requirements. For purposes of this evaluation, a relevant project is further defined as referred to in Annex 1502000 under PWS Spec Item 4 and incidental related work. Offerors must also demonstrate the ability to perform multiple projects in different locations simultaneously. As previously stated, recency of the evaluated project will also be considered.

•As previously stated, recency of the evaluated project will also be considered. For purpose of evaluation, recent is considered to be a project within the past five (5) years from the date of the Request for Proposal and relevancy is based on similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming effort required, if any.

37 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 3:

SAFETY

•The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The evaluation will collectively consider the DART rate, TCR, Technical Approach to Safety, and other sources of information available to the Government as part of such collective evaluation. The board will evaluate the DART rates and TCR to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.

•The board will evaluate trends over the last five years considering changes that take it from one risk level (or more) to the next up or down. Negative trends occurring above moderate risk levels require the offeror to provide a detailed explanation that includes any corrective actions taken for improvement.

•REFER TO SECTION M.1 FOR MORE DETAILED SUBMITTAL REQUIREMENTS

38 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 3:

SAFETY, CONT.

• The Technical Approach to Safety Narrative:

• To determine the degree to which the Offeror:

–Describes a viable SMS that addresses elements; such as Management/Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS.

–Describes a methodical process of evaluating subcontractor’s safety performance in their selection process.

–Describes a logical management plan to hold themselves and their subcontractors accountable for adhering to the safety requirements of the contract.

–The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page. Information on pages beyond this will not be considered.

• REFER TO SECTION M.1 FOR MORE DETAILED SUBMITTAL REQUIREMENTS

39 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 4:

MANAGEMENT APPROACH

•The Government will evaluate the effectiveness of the offeror’s project management plan and structure for performance, and the ability to utilize such objectives to successfully meet the demolition services requirements of this contract. The Government will evaluate whether key personnel proposed meet or exceeds the stated minimum requirements in terms of experience, education and training as provided in the PWS 0200000 Section C, Spec Item 2.7. Additionally, the Government will evaluate the quality control measures presented in the proposal for achieving both quality and timeliness, as well as the effectiveness of the offeror’s plan for management of subcontracted efforts. Failure to provide any of these requirements (e.g. objectives, organizational structure and quality control procedures may result in a lower rating for this factor.

40 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 5:

PAST PERFORMANCE ON RECENT RELEVANT PROJECTS

The evaluation will consider:

•The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., CPARS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:

–A pattern of successful completion of tasks;

–A pattern of deliverables that are timely and of good quality;

–A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and

–Recency of tasks performed that are identical to, similar to, or related to the task at hand

•For the purpose of evaluation, recent is considered to be a project within the past five (5) years of the date of issuance of this RFP and relevancy is based on similarity of demolition services, complexity, dollar value and contract type.

41 Naval Facilities Engineering Systems Command Marianas

ADJECTIVAL RATINGS/DESCRIPTIONS

A combined technical/risk evaluation considering risk in conjunction with the strengths, weaknesses, significant weaknesses, and deficiencies in determining technical ratings shall be used. The technical risk evaluation shall utilize the combined technical/risk ratings listed in the following table. Adjectival ratings and rating descriptions will be used to assign an overall rating to each technical proposal and to assign a rating for each technical factor. Use upper case letter ratings for major technical factors as well as the overall rating. The addition of plus (+) or minus (-) to an adjective rating is not allowed.

22 May 2020

Table 1. Combined Technical/Risk Rating Method Adjectival Rating Description

Outstanding (O) Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Good (G) Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
