About this file
This document is Amendment 0003 to a federal construction solicitation for Building 7019 Renovations at MCAS Cherry Point, North Carolina (Project No. 7406712). The amendment extends the proposal due date from August 26, 2026, at 2:00 PM local time to September 1, 2026, at 2:00 PM local time. The amendment addresses pre-award Requests for Information (RFIs), noting that the deadline to submit additional RFIs has passed. Revised contract drawings (NAVFAC DWG No. 12939486 Schedules & Legends, dated 8/24/2026) and Section 33 16 15 Water Storage Steel Reservoir specification (dated 8/24/2026) accompany this amendment.
The amendment includes 45 pre-award inquiry responses addressing technical and design clarifications. Key modifications include: deletion of the gas meter requirement with the building service regulator to be provided by the KTR; confirmation that a boiler master controller will control staging; allowance for bolted steel water storage tanks as an alternative to welded tanks (per modified Section 33 16 15); acceptance of third-party inspection as an alternative to AISC certification for structural steel work; and various clarifications on PTHP schedules, grille/diffuser designations, roofing specifications, telecommunications requirements, and interior finishes. The project magnitude is between $5,000,000 and $10,000,000. The government intends for three separate personnel to fill superintendent, Quality Control, and Site Safety and Health Officer roles. All responses direct contractors to provide work in accordance with the plans, specifications, and amendments.

PREAWARD INQUIRY FORM
PAGE SECTION PARAGRAPH
1 8/10/2026 Is there a gas company contracted that provides the gas to building 7019?
Amerigas currently provides propane service.
2 8/10/2026 Will the gas company be responsible for moving the existing gas tank to its new location?
Provide in accordance with project plans and specifications. Reference Work Item 11, Sheet CD101.
3 8/10/2026 Will the gas company be responsible for providing the new underground gas piping from the tank to the gas meter?
Provide in accordance with project plans and specifications. Referenced Work Item 1, Sheet M-104.
4 8/10/2026 Will the gas company be providing & installing the gas meter at the building?
Delete meter requirement. Building service regulator is provided by the KTR in accordance with the Contract Documents.
5 7/22/2026 Please provide the Government's estimated cost range for this project. This information is requested to determine whether a bid bond will be required and to allow our surety to evaluate the appropriate bonding limits, as the estimated cost range is required for their review. Providing this information in advance will help avoid the unnecessary risk associated with requesting a bid bond on the day of bid submission and ensure sufficient time for the surety to issue the bond, allowing us to comply with the solicitation's Bond Requirements, which require the bid bond to be submitted with the proposal.
The magnitude of this project is between $5,000,000.00 and $10,000,000.00.
6 7/28/2026 Can individual follow up site visits be made with adequeate notice? If so, who would be the POC?
Due to end of fiscal year time constraints, I am not anticipating additional site visits being a possibility.
7 7/28/2026 230923.02 The sequence of operations on M-702 for the hot water system states that a boiler master controller will control the boilers and the primary hot water pumps. However, the control diagram on M-702 appears to indicate that the BMS system will directly control the boilers and primary hot water pumps. Please confirm whether a boiler master controller will control the boilers and primary hot water pumps as the sequence states or whether the BMS system will directly control the boilers and primary hot water pumps as the control diagram indicates.
Confirming boiler master controller to control staging. [CCE]
8 7/28/2026 The specs appear to require this project to have 3 persons to fill the role of suprerintendent, QC and SSHO. Is this the requirement for this project?
Yes, it is the government's intent to have 3 persons to fill the role of superintendent, Quality Control, and
SSHO.

9 7/28/2026 MD101 23 81 00 2.3.1
Packaged Terminal Heat Pumps
Looking at the mechanical drawings, it shows the existing PTHP packaged terminal units as being removed & replaced as new. (Reference Demo Note 1 on drawing MD101) Looking through the equipment schedules I do not see a schedule for the new PTHP packaged terminal units. The only schedule shown refers to the Building Ventilation Schedule & Air Balance. Can we get an appropriate PTHP schedule which lists the heating & cooling requirements, Dehumidification, Electrical information, and any notes/remarks related to this piece of equipment so that we may know what to provide?
Updated schedule sheet to be provided.
[CCE]
10 7/28/2026 M-105 & M-
Looking at drawing M-105 there appears to be multiple types of (S1) grille/diffusers. Room 110 laundry shows both an S1/30 which appears to be 24" x24" drop-in & S1/100 grille/diffuser which appears to be smaller in size & different styles. Mechanical room 108 also shows an S1/200 that appears to be a sidewall grille/diffuser. According to the schedule on drawing M-601 an S1 should be a 24" x 24" square plaque face 4 way diffuser. The (S1) diffusers mentioned above may need to be reassigned different names so that the correct grille/diffusers are provided & installed.
Updated sheets to be provided. [CCE] 0002
11 8/3/2026 05120-1.3 Upon reviewing the specification for the above referenced solicitation, we found the following paragraph that will prohibit us from bidding : 05120-1.3 AISC Certification. We ask that a waiver be issued to allow third party inspection of both fabrication and erection and removal of this requirement.
Our track record speaks for itself in our ability to perform this type of work without this certification. It is also an unnecessary cost to be added to the project and limits the number of steel bidders if any.
EOR is not opposed to removing the requirement of an AISC certified erector and fabricator given the nature of the steel work on this project. Third party inspection is an approved alternate to AISC certification. (KDE)
12 7/30/2026 M105 & M601 Looking at drawing M-105 there appears to be multiple types of (S1) grille/diffusers.

From the spec: "Work must be fabricated by an AISC Certified Structural Steel Fabricator, in accordance with AISC 207, Category BU. Submit AISC Structural Steel Fabricator quality certification. Work must be erected by an AISC Structural Steel Certified Erector, in accordance with AISC 207, Category CSE. Submit AISC Structural Steel erector quality certification." There are no AISC certified steel companies locally and in conversations with those who are certified (not local), they have no interest in Base work. Will the government consider removing this requirement or, as an option, entertain a third party Engineer to inspect steel work in accordance with AISC 360?
EOR is not opposed to removing the requirement of an AISC certified erector and fabricator given the nature of the steel work on this project. Third party inspection is an approved alternate to AISC certification. (KDE)

PD101
Notes indicate removing all sanitary sewer piping to 5ft outside of building. AD 101 indicates concrete demo in certain areas but not enough to remove and replace all sanitary sewer piping. Is all the underground sewer piping to be new? Please define the intent of the scope of work. Provide in accordance with plans and specifications.
8/7/2026 ED101 Note 1 indicates Demo receptacles back to power source including conduit. Not all receptacles have that note attached.
Is the intention to demo all or just the indicated receptacles?
2. Conduits are in masonry walls, they can’t be removed without demolishing the walls. If the conduits in the walls are usable can they be utilized for the new work as most appear to be going back in the same location. If not please confirm surface mount raceways are acceptable. Provide in accordance with plans and specifications.
8/7/2026 CU101 Sheet CU 101 Shows a 56000 gal. fire water reservoir. It appears to be located above underground electrical and communications cabling possibly in duct bank. Without knowing exact location and depth of either or any foundation details for the proposed tank, should we anticipate relocating electrical and communication lines?
Provide in accordance with plans and specifications. (Avolis)
8/7/2026 There is no indication of a storm water drainage system.
Please confirm downspouts are to terminate above splash blocks.
Provide in accordance with plans and specifications . Downspouts dicharge to splash blocks. (Avolis)
8/13/2026 CU502 33 16 15 2.1.2 We are having difficulty sourcing a welded water storage tank for B7019 at Atlantic. We have spoken to two manufacturers that provide welded tanks; however, they are not interested in the project because it requires a ground-level tank - they only provide elevated tanks and the required tank size is too small for them to consider. CST Industries has a tank that conforms to NFPA22 and AWWA, however it is a "bolted" tank not welded. Attached is their brochure. CST has provded tanks for the U.S. Army and the U.S. Air Force, so they are familiary with federal government requirements. CST also infomred us that their tank would be considerably cheaper than an welded tank. Lead time for the bolted tank is 18 weeks after submittal approval. Can a bolted tank be provided as an alternative to a welded tank?
See modified Spec Section 33 16 15 "Water Storage Steel Reservoir".
(Avolis)

8/17/2026 Sustainability specifications basically indicate recycling everything demolished. Is this the intent?
Provide in accordance with plans and specifications.
8/17/2026 The finish schedule in the interior drawings show showers as solid surface. Architectural drawings indicate ceramic tile.
Which is correct?
Walls outside of the shower in the restrooms are tile (B3/I-201). The showers are solid surface - SS-3 in the finish legend.(WID)
8/17/2026 Hollow metal door frames appear to be wrap around /knock down frames which could indicate an odd size hollow metal door. Can the door size be confirmed?
Provide in accordance with plans and specifications. (MBFA)
8/17/2026 Can an additional site visit be scheduled? Not at this time due to FY26 timeline for award.
8/17/2026 Can it be confirmed the existing masonry walls match the Life
Safety Drawings?
Provide in accordance with plans and specifications.
8/17/2026 Are new masonry walls to extend to the new roof deck or the existing?
Existing roof deck. Provide in accordance with plans and specifications.
8/17/2026 Drawings don’t show any access into the new attic space for mechanical work? How is this to be accomplished?
See keynote 11 on A-102. Provide in accordance with plans and specifications.
8/18/2026 We are unable to source a 56000-gallon welded fire water tank. We recommend a bolted tank in lieu of the specified welded tank. If a Bolted Tank is not acceptable please provide 3 sources for the required tank by amendment.
See modified Spec Section 33 16 15 "Water Storage Steel Reservoir".
