About this file

This document is a Navy Facilities (NAVFAC) Amendment #0002 for a solicitation to replace HVAC systems at Marine Corps Air Station (MCAS) Cherry Point, North Carolina, specifically for Building 149 in MAG 14. The amendment, with project number 7219262, addresses three pre-award Request for Information (RFI) questions related to fan specifications and performance. The key RFI responses indicate that contractors should bid as specified, with the Design of Record (DOR) taking no exceptions to proposed fan configurations. The rooms do not require precise airflows or specific pressurization, and fans are sized to provide basic minimum airflow. The proposal due date remains unchanged at 26 August 2025 at 12:00 PM local time, with the deadline to submit pre-award RFIs still set for 18 August 2025 at 9:00 AM. A minimum AMCA spark rating of Type B is required for all fans.

Amendment 0002 7219262 Replace HVAC Hazmat Free Issue MAG 14, Building 149

RFI Responses:

1. SF-1 through SF-6 are currently scheduled as axial propeller fans. These fans are installed inline located downstream of filter banks. As the filters accumulate debris and begin to load, the system static pressure will increase. Axial propeller fans experience a significant drop in airflow when additional static pressure is added to the system, especially when compared to centrifugal fans. Since these fans are operating at constant speed, any increase in static pressure due to filter loading will result in reduced airflow and could lead to imbalances across the system.

Should inline centrifugal fans be used for the supply fans instead, so that their fan curves more closely match those of the roof-mounted centrifugal utility set fans and better maintain balanced airflow as system pressure changes?

Response: Bid as specified, The DOR takes no exception for the use of inline centrifugal fans in lieu of the basis of design, however, this change is not necessary. The rooms served do not require precise airflows nor do they require a specific level of pressurization.

2. How will balancing be achieved on SF-1 through SF-6. With direct drive fans, there is no way to balance the fans without the use of VFDs. The use of VFDs would be difficult if they need to meet Class 1 Div 2. Can these fans be provided as belt drive so the RPM can be set per scheduled performance?

Response: The rooms served do not require precise airflows nor specific balancing. Fans are sized to provide basic minimum airflow through each room.

3. Is there a specific AMCA spark rating we are required to meet on all of the fans?

Response: A minimum of Type B.
