SUMMARY OF CHANGES
AMENDMENT 0003
The purpose of this amendment is to provide the following:
1. Provide Design Revision 2. See Attachment M_Design Revision 02.
2. Provide responses to Pre-Proposal Inquiries (PPI).
1. PRE-PROPOSAL INQUIRY (PPI) RESPONSES:
PPI # QUESTION RESPONSE
Spec section 01 30 00, states Superintendent may serve as the SSHO. Spec section 01 35 26 states that the SSHO may not serve as the Superintendent, but can serve as the QC Manager. Spec Section 01 45 00 states that the QC manager is to serve as the SSHO but also states in the very next sentence that the QC manager may not serve as either the Superintendent or SSHO. As all these sections contradict themselves, will the government allow 1 person from the prime contractor to triple hat all 3 supervision roles, provided they are qualified for each of those roles?
The Government acknowledges the contradictory language within the referenced specification sections. Given the size and complexity of this project, the Contractor must bid and provide three (3) separate, dedicated individuals to fulfill the roles of Project Superintendent, Quality Control (QC) Manager, and Site Safety and Health Officer (SSHO). Dual-hatting or triple-hatting of these roles is not permitted.
An amendment will be issued to revise Sections 01 30 00, 01 35 26, and 01 45 00 to reflect this requirement, under Design Revision 2.
Section 08 39 54, Blast Resistant Doors, specifies 100% rebound resistance and a default seating blast direction;
however, we could not locate the project-specific blast loading and performance criteria needed for the manufacturer to select and price a compliant door assembly. Section 08 11 13 also requires exterior doors to meet UFC 4-010-01 through testing under ASTM F2247 or ASTM F2927.
Please identify the applicable blast design requirements for each affected door opening and provide the following:
1. For an ATFP/UFC 4-010-01 design basis: explosive charge weight designation (CW I or CW II), standoff distance, required performance level (Very Low, Low, or Medium), and allowable damage level under ASTM F2247 or ASTM F2927.
2. If a specified pressure-based design applies: peak blast pressure, positive-phase duration and/or impulse, and whether the pressure is reflected or side-on/free-field.
3.Whether fragmentation resistance is required and, if applicable, the fragment size, weight, and velocity.
4.Confirmation that seating blast direction and 100% rebound resistance apply to each affected opening, or identification of any exceptions.
Specific Blast Resistance requirements will be removed from the project, and specification section 08 39 54 will be removed from the contract specifications. Please refer to Design Revision 2.
3 During the site visit, it was noticed that there is ongoing construction in the area that this project will be located. If
Please refer to specification section 01 14 00, part 1.3 SPECIAL SCHEDULING that construction has not been completed by the time this contract is awarded, will the construction on this project be allowed to start prior to the completion of the current project?
REQUIREMENTS, paragraph d. (2), which mentions construction may not begin until the current renovation contract action (which has a tentative completion date of December 31st, 2026) has been completed and the building has received its Beneficial Occupancy Date (BOD).
During the site visit, it was noted that there are some scope items involved in this project that have not been installed yet with the current construction (rubber wall base not installed currently but we are supposed to demo this, cell phone lockers in the elevator lobby that have not been installed but we are required to demolish.) Will there be any design revisions to remove any of this scope from either the on going project or this project, or should we base our quotes on what is listed in the construction documents?
Please base your bids on the information included in the contract documents for this project, as the current renovation project in building X-132 is not yet finalized and what was visible during the pre-bid site visit is not a reflection of the final product.
Bollards, conflicting information: Civil drawing detail indicates a 4" pipe with HDPE cover; Structural drawing indicates a 6" pipe, painted with 2-coats; Spec section does not indicate pipe finish, but does indicate 6". Please advise of desired size and finish.
The bollards in the main parking lot which separates the parking for the new crosswalk is to be the 4" wrap in HDPE. The bollards that protect the ramp and equipment is to be the 6” version. Structural detail corresponds to bollards at dock leveler only, per architectural plan.
Rough opening for dock leveler and actual size of equipment: On the C502/A4, the opening drawn scales to approximately 6'1" wide x 5'6' long; this conflicts with SB402/C3 indicating 6'2" (w) x 9'3" (l), moreover, on the following sheet SB501 section A3 the opening scales to 6'6"(w) and section C3 the opening scales to 5'6"(l).
Please clarify the rough opening for the dock leveler; if there is a model or manufacturer that is design standard, please indicate.
Basis of design is 6'2" (w) x 9'3", final dimensions to be coordinated with manufacturer.
7 Demo note #7 is indicated in the Elevator Lobby - Please confirm that this note is erroneous.
Yes, this note is erroneous and will be corrected under Design Revision 2.
how many data drops and how many telephone drops for det 501/c1 & c2; t101 TT101 and TT002 notes 1 and 2 respectively basically refer back to one another. Please clarify.
Please provide 4 data, 2 telephone drops. Please refer to Design Revision 2.
If the December completion milestone is not met by the time this contract commences, what would be the contingency plan?
As described in specification section 01 14 00, part 1.3.d (2), construction as part of this contract may not begin until the current ongoing contract action is completed. There is no other contingency plan.
In consideration of another prospective project being done simultaneously (under another MACC) at this building, how will it impact this particular scope of work, fencing, temporary facilities, etc?
As described in specification section 01 14 00, part 1.3.d (2), construction as part of this contract may not begin until the current ongoing contract action is completed.
All three sections and respective paragraphs discuss the requirement of a Superintendent, SSHO, QCM and Environmental Manager; the verbiage of how many individual may actually fill those roles is unclear. Please clarify, how many on-site individuals can fulfill the requirements of these four (4) separate roles.
An amendment will be issued to revise Sections
01 30 00, 01 35 26, and 01 45 00 to reflect this requirement, under Design Revision 2.
Please indicate on an additional (or revised civil) site plan, where the boundaries of the fencing is required.
Please also indicate on same plan where the lay-down areas, field office and port-o-john is to be set.
Per specification section 01 50 00, Parts 1.2 and 1.3, the Contractor must provide a Construction Site Plan which indicates the location of all temporary facilities, including, but not limited to, fencing, trailers, laydown areas, etc.
13 May the QC Manager conduct and certify the testing required per this paragraph?
The specification section referred to in this PPI is not part of the contract documents.
Please confirm that the pair of dockside double door in room A119 and the door #121 marked on the floor Plan on Sheet AE101 are existing to remain – no new work.
Door #119 is existing to remain with no new work. Door #121 is also existing to remain, however is is set to receive new devices. Please refer to sheet TT102. In addition, please refer to sheet AE501 per Design Revision 2.
15 May the QC Manager conduct and certify the testing required per this paragraph?
No, the QC Manager may not conduct QC testing. Please provide third party testing as described in part 3.3 of this specification section.
Please indicate the Charge (explosive) Weight and Standoff Distance (in feet) for the two blast door openings #117A & ST03A as shown in the attached Sections 2 & 3.
Specific Blast Resistance requirements will be removed from the project, and specification section 08 39 54 will be removed from the contract specifications. Please refer to Design Revision 2.
Please confirm that Door Schedule Remark 3 should be in Remarks Column of Door Schedule for Door 118B in lieu of Door 118C.
Sound Gasketing must be provided at doors 118A, 118B, 118C, and 117B per specification section 08 71 00, part 3.5. Refer to Design Revision 2 for an updated door schedule on sheet
AE501.
18 Is an access panel required?
No, an access panel will not be required. This specification section will be updated accordingly as part of Design Revision 2.
Alkalinity testing and subsequent responsibility: Should the contractor carry (in the base bid) the cost for providing moisture mitigation?
Yes, include in the base bid cost for providing moisture mitigation. Please refer to Design Revision 2.
May the QC Manager conduct and certify the start-up and initial testing to satisfy the requirements of this paragraph?
The Contractor may conduct and certify the tests in accordance with parts 2.9 and 3.4 of specification section 11 13 19.13. Part 2.9 states the Contractor must inform the Contracting Officer which tests are not permitted per manufacturer, and to provide factory test certificates for field tests not conducted. Part 3.4 states the Contracting Officer is responsible for certifying load tests.
21 Please provide the model and serial numbers (or nameplate) of the Outdoor Units requested to be raised.
The units are outdoor LG Dual Inverter units, model #LSU180HSV5.
Are Standard Wall Brackets acceptable for the raised Outdoor Units, or would an Engineered Platform be required?
Outdoor units are to be hang from ceiling.
Standard ceiling brackets are acceptable. Bracket will have to meet material, and minimum load requirements.
23 Key note #6; In the event Temporary Cooling is required, would Spot Coolers be an acceptable option? Yes spot coolers are an acceptable option.
24 What manufacturer water source heat pump is design standard? What is existing?
The contractor must match what is in the building right now. We do not know the manufacturer that is currently in the building.
25 The 8” water line going to 3/4 piping: is there a tie in now or do we need to install a shut-off valve or weld it? A new tap will have to be provided.
26 What is the name of fire alarm manufacturer and model The name is EST4 by Edwards Fire Safety.
or system model #?
27 Where will the soils be stored for the fill work on the site?
Soils may be stored on site, and location must be coordinated per specification section 01 50 00, Parts 1.2 and 1.3. The Contractor must provide a Construction Site Plan which must also include material storage, including soils.
