About this file

This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by NAVFACSYSCOM Mid-Atlantic on 25 August 2026, amending solicitation N4008526R0245 dated 08 August 2026. The amendment adds FAR clause 52.228-5 (Insurance-Work on a Government Installation) effective January 1997 and provides responses to two Request for Information (RFI) submissions.

The RFI responses clarify insurance and compliance requirements for contractors and subcontractors. RFI001 Question #1 confirms that both prime contractors and all subcontractors performing mobile crane operations must maintain required insurance coverage; the prime contractor is contractually obligated to flow down insurance requirements to subcontractors and maintain copies of all subcontractors' proofs of insurance for Contracting Officer review. RFI001 Question #2 permits offerors that have not previously been subject to VETS-4212 filing requirements to indicate the requirement as "not applicable" rather than confirm prior submission. RFI002 Question #1 provides detailed technical clarification on Navy Crane Center standard NAVFAC P-307 specifications C3 (Diesel/Gasoline Engine Governor & Controls) and C11 (Procurement & Part Technical Specifications) for Category 1 Cranes, specifying that C3 inspections can be performed by qualified Navy mechanics while C11 verifications must be performed by certified Crane Inspectors or Activity Engineers. The amendment does not extend the offer receipt deadline.

RFI RESPONSES

RFI001 QUESTION #1: If the prime contractor subcontracts the mobile crane operations, including the cranes, operators, riggers, vehicles, and associated onsite services, may the insurance requirements under Section C, Paragraph 2.3.5 be satisfied through the performing subcontractor's applicable insurance policies, provided the required coverage and documentation are maintained?

No, both the prime contractor and any subcontractors performing work under this contract are required to maintain the required insurance ANSWER:

coverage. In accordance with FAR 52.228-5(c), the prime contractor is contractually mandated to flow down the substance of the insurance clause to any subcontractor performing work on a government installation. This means that the Contractor shall provide and maintain during the entire performance of this contract the kinds and minimum amounts of insurance required. In addition, the Contractor shall maintain a copy of all subcontractors' proofs of required insurance, and shall make copies available to the Contracting Officer upon request.

RFI001 QUESTION #2: The solicitation requires confirmation of submission of the most recent VETS-4212 Report. If an offeror has not previously been required to file a VETS-4212 Report, may the offeror indicate that the requirement is not applicable rather than confirm prior submission?

Yes, if your organization was not previously subject to the VETS-4212 filing requirements you may indicate that the requirement is not ANSWER:

applicable (N/A).

RFI002 Question #1: There is a reference of paragraph C3 & C11 but I cannot find it. Please send this.

Within the Navy Crane Center standard NAVFAC P-307 (Management of Weight Handling Equipment), specifications C3 and C11 ANSWER:

belong to Appendix C, which is the official Maintenance Inspection Specification and Record (MISR) for Category 1 Cranes (including Navy mobile cranes).

Item C3: Diesel / Gasoline Engine Governor & Controls Item C3 specifies the mechanical, electrical, and electronic inspection of the mobile crane's prime mover (the engine powering the hydraulic or mechanical lift/travel systems).

: Inspect for loose, corroded, or damaged governor links and controls. For modern mobile cranes, this includes inspecting the Specification Details integration of electronic governors and electronic engine control units (ECUs) to prevent engine over-speeding or sudden stalling while holding a suspended load.

Marked with a lowercase sigma ($\sigma$), meaning this specific maintenance checkpoint can be physically performed and signed Inspection Type:

off by a qualified Navy mechanic.

Item C11: Procurement & Part Technical Specifications Item C11 regulates the strict quality control and traceability required when procuring replacement components or performing major structural /mechanical repairs on the crane.

This item mandates verifying that any replacement parts match the crane's original technical specifications, modifications, Specification Details:

original drawings, as-built drawings, and Request for Clarification, Deviation, or Revision (RCDR) exemptions.

This is an engineering/quality assurance verification. Unlike C3, it must be performed and signed off by a certified Crane Inspector Inspection Type:

or Activity Engineer to ensure there is no degradation in the crane's load-bearing or load-controlling integrity.
